ISLAND STRATEGIC ACTION COMMITTEE

1) Call to Order
➢ Chair called the regular meeting of the Island Strategic Action Committee to order at 5:30 PM on January 7, 2014
2) Roll Call

3) Approval of Minutes for December 3,2013.
➢ Motion by John White, 2nd by Charles Mader
4) Public Comment
➢ Matt Werkhoven, Corpus Christi Cycle Plaza- Brought more information about vehicle requirements and
products sold. Promoted use of low speed vehicles, suggested ATVs should be equipped with a utility bed.
➢ Iry Thomas, Iry Thomas Honda- Brought information about vehicle types, safety features.
5) ATV Beach Access
➢ William Goldston brought information on Corpus Christi and Port Aransas' ordinances that addresses ATV
vehicles. City's ordinance is one page and Port Aransas' ordinance is five pages in detail.
➢ Motion to create subcommittee to explore types of vehicles appropriate for beach access, make
recommendations to City, by William Goldston, 2nd by Rick Sowash.
➢ Bryan Gulley,Jyoti Patel, Rick Sowash, Gabi Hilpold and William Goldston volunteered for sub-committee.
➢ Committee concerned about trespassing, safety, and operation of ATVs under the influence.
➢ Port Aransas leaning towards not allowing ATVs on beaches.
➢ John White stated the County will likely accept what ordinances are adopted by Corpus Christi and Port
Aransas.
➢ Sub-committee meeting scheduled for Monday,January 13, 2014 at 5:30 PM at Comfort Suites.
6) Kleberg County Beach Access Update
➢ Greg Smith stated that Nueces County has secured grant to purchase property, proposal is at the General Land
Office.The land has to be used for public recreation, but not a "park." One county cannot own and maintain a
park in another county, but the county can own and hold land.
➢ Nueces County would enter into an "interlocal" agency agreement with Kleberg County for the right of law
enforcement and beach maintenance

➢ Include on February Agenda.
7) Packery Channel Area Maintenance &Access Issues
➢ Committee discussed trespassing and access issues; there was confusion on the jurisdiction and responsibility
of TxDOT and City in controlling access to public property that leads to trespassing on private property.
➢ Committee has problem with Police not enforcing laws on trespassers, even when property has been damaged
to gain access. City will check with Police Department to discuss issues related to trespassing on private
property.
8) Fire Hydrants
➢ City summarized Fire Hydrant maintenance process and plan.
➢ Committee provided list of additional questions
➢ Include on February Agenda.
9) Sewer Pipe Replacement Status
➢ Committee asked about repairs to private property and landscapes damaged from project.
➢ City provided update—contractor in place; waiting on AEP payment issue, will provide update at next meeting.
10) Land Exit off Sea Pines
➢ Recent fiery vehicle accident on Sea Pines, endangered property. Committee requests restriction of access to
undeveloped lots.
➢ Staff stated that streets in the City's Transportation plan cannot be barricaded or removed from road system
without approval of Council. Paul stated the streets at the end of Sea Pines are platted but are not dedicated.
➢ Motion by Stan Hulse for City to research barricade options before spring break 2nd by Bryan Gulley.
11) Traffic/Street Issues
➢ Dasmarinas work contingent on weather, ability to pour certain materials. Anticipate completion in January.
➢ Include PIBA's proposal of lowering Speed Limit to 45 MPH on PR 22 in February Agenda.
12) Engineering Project Status/Bond 2012 Report
➢ Refer to Engineering Status Report.
13) Beach &Park Management
➢ Beach Maintenance front stacking permit is going through approval process, City can commence with front
stacking as scheduled, in February.
➢ Spring Break Plan will occur at end of January, system should be same as last year, may have more people
selling on beach. Preliminary Beach Parking Permit sales for 2013 were$138,000, about 10% higher than last
year. Projecting permit sales to be$155,000 for 2014
➢ Committee inquired about Beach Permit Fee change. City has inquired with partners, but has not received
feedback. Greg Smith stated Port Aransas Chamber of Commerce has passed resolution in support of raising
Permit Fee. Chair Hilpold asked if Greg Smith and John White would reach out to Port Aransas and Nueces
County Officials,to communicate with their staff to contact Derek Herzog if this issue is to move forward.
14) Police Boat Patrol
➢ Bryan Gully stated he went to all meetings, understanding concept was approved by legal. Private funds were
raised, but he was recently told the concept is not viable.
➢ Wes Pierson stated there was internal miscommunication and misunderstanding of authority for plan. Police
Boat is beyond scope of City resources, however Chief supports storefront presence.
➢ Paul Schexnailder reminded the Committee and Staff that the "Annex" agreement requires police provide
control of lands and waterways.

➢ Stan Hulse stated South Padre was facing same issue. Solution was an agreement with agencies, like Texas Park
&Wildlife and Customs, to have an officer on their patrol boats,with the authority to enforce local laws.
➢ Committee is asking for the long term plan for Police presence on the Island.
➢ Include on February Agenda as Police Patrol,invite someone from PD.
15) Schlitterbahn
➢ Park is still on schedule to open in June 2014.
➢ The Clubhouse has expanded to 40,000 sq. ft., designated uses on each floor to increase utilization of facility to
365 days a year. Should be open in mid-April.
➢ With various projects underway, a total of 113 units are being constructed by private developers.
➢ Some developments being planned include a $25 million, 200 unit apartment complex; a $25 million, 120 unit
condominium community; and two 150-room hotels.

➢ Tuesday, February 4, 2014 at 5:30 PM at the Comfort Inn Suites.
