I. ACall to Order ➢ Chair called the regular meeting of the Island Strategic Action Committee to order at 5:30 PM on March 4, 2014 ➢ Roll Call ➢ Chair calls the roll. Approval of Minutes for February 4,2014 ➢ Correction to Police Patrol; location for Spring Break is to be temporary. ➢ Motion by John White, 2nd by Charles Mader. III. Public Comment ➢ Bob Curry, El Constante -Spoke to having seawall cleaned up. Dunes blowing over, code enforcement working on it. Railings missing, trying to correct that. Residents and property owners have been cleaning sand off steps, City follows up with leveling the sand. Research states that the property line ends at base of seawall, making it City responsibility to clean off steps. Also opposes driving on the beach, because it's a safety issue, police can't monitor 24/7. Residents on the Island gave the City a parking lot, has documentation that when lot was built, there would be no driving on beach. Ordinance passed in 2008 that says no driving on beach, City Manager should add bollards. Requests ISAC gets ruling from City Attorney's office about having bollards installed. ➢ Vic Schreck—Padre Island Yacht Club—Reported 3 car accidents over past 3 years at Whitecap dead end. Requests Engineering install reflective signs notifying motorists of dead end. ➢ Stan Hulse—March 1St was Barefoot Mari Gras Parade, had over 40 floats with participants from all over city, huge gathering from all over Texas. Committee has asked PIBA asked to take over future planning. Can route go from El Constante to Bob Hall Pier? Place on June Agenda. ➢ Maybeth Christensen - Dog Park location will be by water tower, moving forward to fundraising stages. Community meeting being held March 171H ➢ Brents Lucky Duck—Dog Lover, would like to see city put out receptacles when we have visitors to encourage people to picking up. Would like reflective paint or battery operated lights on seawall. ATV Beach Access ➢ Assistant City Attorney, Buck Brice addressed recommendations from subcommittee. Currently under state law, all vehicles are allowed to drive on beaches. Electric vehicles can operate on beaches, not on roads with speed limits over 45 MPH. State Law prohibits ATVs on public roadways, does not allow for cities to change that. ➢ State law prohibits ATV use on roadways, allows exceptions on golf carts. ➢ What is needed to make differentiation? More research on differentiating between high and low speed vehicles. Need to define "golf cart." ➢ John White asked if there has been cross communication between 3 entities about how it will affect contiguous beaches. ➢ Regarding increasing fines and fees, currently riding in dune carries fine of$500,which is maximum fine. b. Police Patrol ➢ No Update V. Special Updates a. Windstorm ➢ Texas Windstorm Insurance Agency Public Hearing tomorrow morning. Request attendance to voice thoughts of proposed rules. b. TxDOT ➢ Regarding Marlin Statue,TxDOT says lights can be replaced. ➢ Contra Flow Lanes were discussed by Traffic Department but aren't being done for Spring Break. ➢ No construction work from March 7 through 23rd,will start again on Monday the 24th. ➢ Committee asked for more street sweeping, causing damage to vehicles. ➢ Committee requested TxDOT limit construction around Memorial Day. ➢ Work is going to be done on PR 22 to expand traffic capacity, expect it to take under 4 months. c. Fire Hydrants ➢ Waiting on information from Water Department. d. Sewer Pipe Replacement Status ➢ Pending weather should be complete by end of week, landscaping will come afterward. VI. Regular Updates a. Traffic/Street Issues ➢ Barricades have been installed at end of Sea Pines. Committee will go see set up. ➢ Committee asked if additional Aquarius portion that is uncontinugous can be changes to Aquarius Way or something along those lines.This requires%of property owners to agree. b. Engineering Project Status& Bond 2012 Report ➢ Boat Ramps will be open for spring break. Havent been able to do grading because of weather. ➢ Additional waterline awarded in april ➢ PR 22 Bridge—Anticipate starting project end of year. 18 month project. c. Beach &Park Management ➢ Staff has been working hard getting ready, preparing for big spring break, whether or not we get it. ➢ Committee asked if extra receptacles could be installed. ➢ Front Stacking Permit will be in hand by Friday. d. Schlitterbahn Updates ➢ Rain is affecting progress. Still on track for opening in June. Review ISAC Goals ➢ Need to review two year plan, purpose &duty of Island Strategic Action Committee. Purpose of committee large strategic initiatives, not operational. ➢ Ralph Tapscott—Charter for ISAC is to carry out Development Plan, well written 43 page document. 1/3 has been accomplished, 1/3 not applicable, 1/3 still needs to be taken on. ➢ Consensus that plan needs to be updated, discussion over how to go about doing so. ➢ Planning Department has been outsourced, has scope of work. Comprehensive Plan is 30 years old, it needs update before we move forward with Area Development Plans. Subsequent scope of work is Downtown and Southside. ➢ Committee members feel that current Island plan was created without island input. Concern that annexation service agreement is not being fulfilled. ➢ Committee requests opportunity to meet with planners. Staff communicated there will be a community wide committee of about 35 people working with consultants for Comprehensive Plan. ➢ People should review current plan, informal session where its all reviewed. ➢ Committee will work to survey Island residents, City Staff help craft questions. Possibly ready in April? ➢ Jodi Steen,Jyoti Patel, Ralph Tapscott, Gabi Hilpold and A Hart will be on subcommittee to discuss plan moving forward. b. Speed Limit Changes ➢ Keep on March Agenda. VIII. Schedule Next Meeting ➢ Tuesday, April 1, 2014 at 5:30 PM at the Comfort Inn Suites. IX. Adjournment ➢ Motion to adjourn by Greg Smith, 2nd by Stan Hulse at 6:46 PM.
