MEETING MINUTES ISLAND STRATEGIC ACTION COMMITTEE Comfort Suites North Padre Island 15209 Windward Dr. Corpus Christi,TX, US, 78418 September 2, 2014 at 5:30 P.M. I. Call to Order A. Chair called the regular meeting of the Island Strategic Action Committee to order at 5:30 PM on September 2, 2014. B. Roll Call Present: Absent: Gabriele Hilpold (Chair) Alex Harris John A. Approval of Minutes for June 3,2014 ➢ No changes. ➢ Motion to approve July Minutes by J.J.; 2nd by Jodi Steen. All in favor. III. Public Comment A. Raymond Rose, 134 Mustang Island Estates Drive- Ray is building a home on Mustang Island and had three concerns to make. ➢ Requests signs specifically state "Beach Access" instead of"Access" due to beach patron confusion on where beach entrances are located. Also, add another access road sometime in the future. ➢ Requests improved zoning. ➢ Requests assistance with getting Time Warner(TW)to provide service to new residential buildings on Mustang Island.TW are currently providers for Pioneer RV and Port Royal, businesses located adjacent to his residential area. IV. On-Going Business A. Bollards on Beach- Mike Morris ➢ Presented to council on July 22nd. Recap of presentation: gave language of 2010 City Ordinance. Options presented to council were: 1. Implement Ordinance of 2010 2. Restrict driving on the whole length of the seawall (vote of voters & GLO approval) 3. Restrict driving north of Windward parking lot (vote of voters &GLO approval) 4. Restrict driving where width is 150 feet between Holiday Inn and Island House (no public vote, GLO approval) 5. Do not restrict driving in front of the seawall ➢ Directed to do a hybrid of options 1 (potential for implementation of Ordinance at a later date depending on beach conditions) &4. ➢ In the process of finding requirements for ADA parking from GLO ➢ Q: Asked if Phase Implementation (perpendicular bollards first then parallel bollards) was ok with GLO. GLO requested more info (ie. Drawing). B. Beach Status Presentation- Mike Morris ➢ Seaweed diminished and beach looked great. C. Access Road/Bond 2014- Natasha Fudge ➢ Proposition 2 on Bond 2014 is for the reconstruction of two access roads (one near Windward Parking Lot and the other near Mustang State Park) at cost of$3.5MIL (planning level estimate). V. Regular Updates A. Traffic/Street Issues- Raymond Chong ➢ Traffic Impact Analysis and Traffic Signal Warrant Analysis done in November 2013 showed need to install a four way traffic signal on Aquarius and PR 22 (SPID and Aquarius) in response to Packery Point development. 1. Turner Busby, proposed developer,would contribute$375K towards development. 2. TXDOT Staff and City Staff have addressed concern for potential collisions with vehicles coming off the JFK causeway that may not anticipate the Aquarius traffic signal. Advanced warning and que detectors will address this issue. 3. Committee members request a review of the Traffic Impact Analysis and the Traffic Signal Warrant Analysis with Raymond. ➢ Looking at a whole package of traffic improvement on the island B. Engineering Project Status & Bond 2012 Report— Natasha Fudge ➢ Park Road 22 bridge design submittal is being internally reviewed for TxDOT requirements. ➢ Final plans for force main and lift station have been received. ➢ Permitting is underway on JFK infrastructure project. ➢ Packery Channel restroom bids are coming in under budget, but over preference.The City is continuing conversations with consultants. 1. Concern is that restrooms will be too far from the beach to be practical and that the cost will be too high. ➢ Whitecap wastewater treatment UV disinfection review with consultant on September 12. ➢ Jaime Pyle, Village 3illlllfsh Park Project Manager, has received and reviewed the 60% design and presented it to Padre Island Property Owners Association. PIPOA will contribute $200K towards additive alternates (entry garden, basketball court improvements, pond walk-way, improvements to citrus grove area, phase 2 trees, upgrading multiuse field with turf). C. Beach & Park Management ➢ See Beach Status Presentation above D. Schlitterbahn Updates ➢ Paul Schexnailder- North end of park is open. Rest of the park will be open Spring Break 2015. VI. New Business A. Packery Channel Monitoring Report- Deidre Williams gave a very thorough presentation on the channel pre and post dredging. 2 ➢ End of June had extended periods of 4 foot waves.The waves in combination with sargasm not allowing sand to exit during normal ebb flushing could have allowed for the shoaling found in the channel in July. ➢ Greg-stockpiling nonstabilized sand next to the jetties causes shoaling of the channel. ➢ Deidre-sand fencing to block sand will eventually cause dunes and create another problem. Piecemeal placement of sand [in front of seawall] is not effective. Wait until it's economically viable to harvest sand from the channel and place it in large quantities along the seawall. ➢ Greg will pick-up this issue on the Dune Committee and Michael will suggest beach cleaning methods. B. Packery Channel Improvement Plan Phase 3-(see above Engineering Project Status & Bond 2012 Report) C. TXDOT/Intersection Development (see Access Roads/Bond 2014 above) D. Wind farm Issue ➢ Don Dunlap & Dick Messbarger with Citizens for Responsible Growth presentation on proposed Chapman Ranch Wind Turbine Development that may cover 30K acres in Corpus.This wind farm would be the largest close to a metro area in the U.S. ➢ Concern is how electromagnetic interference (static radiation, reflections off blades) from turbines could potentially interfere with TV& radio broadcasts. ➢ 1K ft. towers cover a 47 mile radius of broadcasting. ➢ 45 degree blind zone for the radar system at CCA for National Weather Service ➢ Apex committed to engineering study(not done yet). Implementation estimated to begin first quarter of 2015. ➢ Q:What is the risk to area in the form of debris if hurricane hits land? ➢ Gabi-confirmed with broadcasters from different stations that wind farm would cause reception issues on the island. ➢ Motion to adopt a resolution to oppose and any project that interferes with the Doppler radar providing weather coverage or broadcast signals for the City of Corpus Christi by Greg Smith, 2nd by Gobi Hilpold& William Goldston.All in favor.
