MEETING MINUTES ISLAND STRATEGIC ACTION COMMITTEE Comfort Suites North Padre Island 15209 Windward Dr. Corpus Christi,TX, US, 78418 October 7, 2014 at 5:30 P.M. I. Call to Order A. Stan Hulse called the regular meeting of the Island Strategic Action Committee to order at 5:30 PM on October 7, 2014. B. Approval of Minutes for September 2,2014 ➢ Corrected spelling from "Village Park"to "Billish Park" ➢ Motion to approve September Minutes by J.J.; 2nd by Rick Sowash. All in favor. III. Public Comment- None IV. On-Going Business A. Bollards on Beach- Mike Morris ➢ Worked through drawings and submitting them for approval. ➢ Questions through Stan from Island House Condominium group: 1. Why is it necessary to seek additional approval from the GLO to close the seawall beach to vehicular traffic in compliance with the 2010 Ordinance No. 028494? Because the 150 mark is south of Windward parking lot and there is no ADA compliant parking there. 2. How was the length of the proposed 1,000 feet pedestrian beach determined, and why does it differ from the determination of the "mean high tide line"previously made by Deidre Williams?Deidre uses berm crest measurement and GLO uses mean high tide; therefore, it moves the line further south. Current ADA parking is not immediately adjacent to restricted area. Language in voter approved bond is "where the width of the beach is less than 150 feet without regard to the seawall." 3. Question from the Public-Has right-of-way for emergency traffic been included?Yes, there is access for lifeguards and equipment. 4. Question from the Public—How is beach as public roadway being closed off work? GLO allows for it. B. Beach Status Presentation- Mike Morris ➢ Turtle season is over and sargasm has slowed down to almost nothing. ➢ Crews are moving sargasm and sand inadvertently. Continue work through winter months. ➢ Question: When does current beach permit expire?November 2014, but there is an extension to December 2014. ➢ Changes between old and new permit? Be able to move sand below the mean high tide line (not final). ➢ Can sand be drifted into the water? Yes. It will be accepted. Port A has been doing this for two years. Approved in December. ➢ Is City being allowed to operate during the month there is no permit? C. Ownership of Access Road-Jamie Pyle ➢ Owned by the City. It's on the bond. ➢ Roadway is on an easement granted to the City.The City has the ability to move to roadway up to 1,000 feet. Should alignment issues be addressed? D. Bond 2014-Jamie Pyle ➢ Proposition 2, Sequence#10- North Padre Island Beach Access Roads 3A&2 and LAPID Beach Maintenance Facility V. Regular Updates A. Traffic/Street Issues-Jamie Pyle for Raymond Chong ➢ No complaints or issues since Raymond's last meeting with ISAC committee members A and William.William will send an email with meeting summary to all members. ➢ Traffic light placement is appropriate and traffic lights will be timed effectively. ➢ Will speed limit on JFK Bridge be changed from 55 mph? ➢ Per recommendation by Colleen McIntyre to Raymond: Left turn lanes on Whitecap & Commodore coming onto Park Road 22 will need to be expanded. Possibility of removing some of the median to make room for a third lane on Whitecap traveling east. Three lanes: one right turn lane and two left turn lanes.There is traffic back-up during morning commutes. ➢ Committee members felt additional lane not needed on Whitecap, but is instead needed on Commodore. ISAC committee members will speak with Colleen on this. ➢ From the public( y Moi✓Beth):Property Owners Association is going to spend a lot of money improving said median from Whitecap corner to Das Marinas. They need to know if and when this expansion will occur so they can plan accordingly. ➢ Light at Shell station should have adequate signage. ➢ In addition to the City and TXDot completing studies on traffic light,Walter Busby, Developer on Packery Point, also completed an independent study stating that light will not be a problem. ➢ Developer concern is traffic from side streets coming onto Park Road 22.The ISAC Committee is concerned with traffic coming off the bridge and potential vehicle back-up and will drivers have enough time stop when driving over the crest of the bridge. ➢ Will there be flashing light on bridge warning of traffic light?Yes. ➢ Committee still feels study done in November does not provide sufficient data.They feel doing a study during a high peek time (ie. Spring Break)will provide different results. ➢ Will stop light be pushed further away from the bridge?No, because the development will be built in that specific spot, so moving the light further away from the bridge is not useful. ➢ Developer will have to commit to light before structure is built. 2 B. Engineering Project Status & Bond 2012 Report—Jamie Pyle ➢ Jamie emailed the following documents to committee members: 1.Island Updates 10 07 14 for ISAC.doc 2.PR 22 Bridge Cross-section only 10 06 2014.pdf ➢ Who is senior management as referenced in Island Updates.doc?City Manager, Ron Olson. ➢ Elaborate on statement 'Projects on hold while other alternatives are being investigated.'Ron Olson- Restrooms on the beaches are unreasonably expensive. Staff has looked at all options. Minimum of$200K per stall (not including pipelines or infrastructure)with 6 stall operations. Port Aransas installed 2 stall restroom facility at $200K per stall. Can we make our own restroom facility (Portable design with its own septic tank) using the resources available to us (ie. Internal, Del Mar Design College)? Can we get cost down to$40-50K for total project? ➢ Proposed 6 stall facility will only serve one area. Location of restrooms needs to be talked about. ➢ Is project funded through TIF dollars?Yes. ➢ Committee: Long term solution may be skiddo cans. ➢ Discussion on reordering priority of projects needs to be had as last prioritization was done 6-8 years ago. ➢ Port Aransas has 96 temporary restrooms in a 4 unit configuration that is easily movable by their vehicles. Beach goers don't have to walk more than 400 to 500 feet to use a restroom. City of Port Aransas services stalls. Stalls are ADA compliant. C. Beach & Park Management-Mike Morris ➢ POA Billish Park dedications next Saturday. ➢ Billish Park designs coming along with the assistance of the POA. D. Schlitterbahn Updates ➢ On track to be complete for Spring Break 2015 ➢ Redoing financing ➢ Island Wall on south end calls for a permit. Corps of Engineers published the public notice for that permit today which includes the bridge.There is a 30 day notice period and 30 days to answer. ➢ 3K to 9K person capacity. Reviews were done for 9,000 person capacity. ➢ 900 parking spots at the main building+ 1100 parking spots at other end = 2000 spots. VI. New Business A. Packery Channel Monitoring Contract-Jamie Pyle ➢ Jamie emailed the following documents to committee members: 1. PackeryChannelMonitoring_Amdntl0_Year20142015_TAMUCC_22Sep2012_f inal.pdf 2. Packery Channel Monitoring Contract Analysis.xls ➢ Zero Dollar Amendment 9 was used to fund contract for FY15 using unencumbered funds from FY14 to fund the initial work for FY15. Since September is a critical month for monitoring and surveying this needed to be done right away. ➢ There is an event(ie. hurricane or storm)fund in the contract that if unused this year will be rolled over into next year's fund. ➢ Amendment 10 is for approval of the contract. ➢ Committee members want projections of sand build-up around the channel. ➢ Committee members will talk to Deidre about pricing out cost of additional projections. 3 ➢ Question from committee online item for 120 Cost is for annual aerial work that has been done every year. ➢ Surveys and monitoring done to have historical data. ➢ Amendment to contract can be made for including projections. ➢ The cost has increased 3-6%. ➢ Deidre increased her number of event surveys not cost per survey. ➢ Motion to approve amendment 10 to TAMUCC Contract by JJ;2nd by William;all in favor. B. Time Warner &Grande- Ron ➢ SICFA Memo provided to all Committee members by Wes. ➢ Summary that City doesn't have direct franchise with providers per state mandate. ➢ Comment from audience:Representative Hunter would like to submit legislation with support from the City of Corpus Christi on cities having more control over cable. ➢ The City of Corpus Christi City Manager with Director of Intergovernmental Relations will consider endorsing Representative Hunter's efforts on this matter. ➢ Public Utility Commission is unresponsive to this effort at this time. C. Tourism ➢ Paulette-Texas Monthly Magazine Corpus Christi Ride Along summary ➢ Question from the audience:Does 4 it talk about places to stay?No, but refers to the website where visitors are directed to places to stay. ➢ Ride Along is aligned with Prism Groups. ➢ Stan-as Padre and Mustang Islands increase in tourism attractions that committee always consider the visitor experience when making decisions.
