Responsible Deadline ✓ Correct meeting minutes for October 2014 Staff Support 12/2/14 Agenda item: Public Comment Presenter: Bob Currie Discussion: Asking City for a maintenance plan for removing sand from the seawall surface and steps, for removing dunes from Windward side and for repairing the seawall surface and guard railing. Instead of bollards ask the City to put up barricades- no driving-on the south end of the seawall until matter is resolved. Parks Dept. is doing a good job of maintaining the beach. Conclusions: Seawall maintenance added to December 2014 agenda. Action items Dept. There is no sign (mile marker 195)where Newport Pass enters the beach. Need to add signage at Tortuga Dunes stating no driving on dunes. Consider having the city remove sand because contractor can't keep it off of the seawall. Conclusions: Seawall maintenance added to December 2014 agenda. 1 Action items Dept. Signs indicating 15 mph speed limit are gone. Go back to one-way driving and enforce 15 mph speed limit. City grating on the beach causes loose sand to blow onto property. Conclusions: City maintenance practices added to December 2014 agenda Action items Dept. Has turned to Code Enforcement for seven years without response. Tried contacting property owners, but to no avail. Sand building up in her backyard grass area. Conclusions: Wants City Code Enforcement to enforce property maintenance ordinance. Action items Dept. If it's approved, City will proceed with fixing road. If it's not approved,will not have immediate funding to complete the work. Saint Bartholomew Ave. (near Access Rd 3a) had 5ft drop off from erosion with exposed electrical wires. The City placed bales of hay to prevent citizens from going near that area. The street was closed for 1.5 days to build a culvert and drain water. Conclusions: Roads need to be fixed even without the passage of the bond. Action items Dept. Responsible Deadline ✓ None. Engineering 12/2/14 Agenda item: Traffic/Street Issues Presenter: Various Discussion: The left turn lane at Commodores would be increased as part of the Traffic Light Improvement section of the bond, and the queuing lane on Whitecap will be made deeper. POA median work needs to be considered if the medians are going to be removed on PR 22. Walter 94by IE a ll.:b and his traffic engineer will give a presentation on Aquarius street traffic light at the December ISAC meeting. Conclusions: Committee needs clarification on left lane proposals. Action items Dept. Responsible Deadline ✓ Provide drawings of bond proposal for Whitecap and Commodores Engineering 12/2/14 ✓ Coordinate TxDOT representative to be present at Dec. meeting ISAC 12/2/14 Agenda item: Engineering Project Status & Bond 2012 Report Presenter: Various Discussion: Restrooms-City is conducting a cost benefit analysis (without involving outside engineers)to see what it would take for it to build restrooms versus purchasing them on the open market. Trying not to spend 1.8 MIL. Bridge-Where do access roads sit in relation to the bridge? City design is being reviewed by TxDOT in Austin. Canal covered by permit; bridge is TxDOT and road alignment is City. The top of bridge is only at plus 16 feet; base elevation at 9-10 ft so the access roads could be up to the crest of the bridge and still not have any problems. 3 Billish Park- moving forward with finding a new landscape architect. Local women's group fundraising to purchase items for children's park. Conclusions: Citizens and committee members concerned about location of access roads to enter and exit the bridge. Responsible Deadline ✓ Provide detailed drawing of bridge showing access roads, if available Engineering 12/2/14 Agenda item: Beach & Park Management Presenter: Various Discussion: Seawall-The Seawall was privately built in 'Oar 1966 and 1967 and owned for private use. Therefore, the City does not have a maintenance plan for it. Private owners are required to maintain the seawall and the public uses it for free as state mandates such public easements on private property. Seawall is important for FEMA flood insurance elevation levels. Seawall is a barrier that everyone benefits from because it protects the Island, an asset to the City. Private property owners not capable of completing needed repairs to the seawall. Conclusions: a. Question on when/if ownership of the seawall should be transferred to the City for them to maintain? b. What happens if the seawall is destroyed by a hurricane and private owners decide not to rebuild it? c. Possibility of a seawall management district where there is a cost share between City and private property owners and residents who benefit from the elevation level the seawall provides (similar to downtown seawall arrangement)? d. Currently TIF account cannot support seawall repairs, but can future TIF funds be used to maintain the seawall and conduct long-term repairs? e. Beach is not a City beach, it's state beach. GLO needs to be involved in future discussions. Action items Dept. Two additional Master Blasters on site and will go up shortly. Conclusions: Park will open spring/summer 2015. Action items Dept. ISAC 12/2/14 Agenda item: Cause of Shoaling in Packery Channel Presenter: Greg Smith Discussion: Most expensive cost is dredging the channel,which is experiencing additional shoaling. There is too much windblown sand entering the channel from the beach. Engineers calculated 27K yards a year entering channel in windblown sand and that is probably being exceeded. It costs $8/yard to remove sand from inside the channel. It costs $2-3/yard to move 4 it before it gets to the channel. Half of dredge can be prevented.A parallel blockage could be installed to prevent sand from blowing into channel or sand could be trucked further north or south to build out beach. Conclusions: The ISAC Committee should get with Beach Shore Advisory Committee and City to see how to stop the windblown sand from getting in the channel, extend time of dredging from 4 years to 8 years, and strengthen budget from cost savings. Responsible Deadline ✓ Provide language in city's amended beach permit Parks & Rec/Engineering 12/2/14 Agenda item: Windstorm Update Presenter: Greg Smith Discussion: Legislative Session begins January 13, 2015. TWIA is working with stakeholders up and down the coast. They are taking bill from end of last session and beginning with that. Goal is to provide TWIA with adequate funding to handle a 100 year event. For Nueces County that means a 250-500 year event because the 100 year event strikes Galveston (where big losses are). Goal is to see depopulation and more interest in private insurers. Insurance lobbyists message is that rates are too low. Harris county is liability. Conclusions: Insurance companies do not have the capitalization necessary to handle a catastrophic event.Visit state legislatures with Greg to advocate for fair insurance rates. Action items Dept.
