Whitecap&Commodores-Speculation that Whitecap project came about as solution to cumulative Schlitterbahn traffic issue.Schlitterbahn visitors may seek other exit routes and this is the forecasted solution. ISAC does not want to spend money on Whitecap project until they hear from traffic engineer. Would need to have public conversation about using funds for this project on another project or using savings for something else. Genr-alusions. PR22/Aquarius- City is trying to find funding to do a comprehensive traffic study for the Island. TxDOT 2012 data by month: Lowest cars per day is in December at 22K and highest is July at—34K. 2014 Busby traffic study showed 11 K cars per day in November. Must take into consideration the tremendous increase in traffic from Mustang Island. Genr-alusions. Coiiniinent&s City and Developer meeting next week to discuss scope of traffic study. Greg- need independent traffic engineer to complete study. Should verify traffic model with observation.What is the vision for SPID? Highway or neighborhood street? Action items Dept. Park Rd 22 Bridge-Still moving forward. Scheduled construction commencement August 2015. Billish Park- New consultant contract being executed. Port Aransas switched from 300 gal. trash cans instead of 50 gal. Cost savings. Corpus should monitor. Jamie Pyle doing a great job. Search still out for Beach Superintendent. Bollards on Beach-Still waiting on GLO. Hope to have update for February meeting. 2. Beach Status- Spring Break preparations ongoing. Responsible Deadline ✓ None NA NA Agenda item: Future Funding for Seawall Presenter: Gabi, Paul, Greg, Others Discussion: City cannot use public dollars to maintain private seawall. History: City annexed Island with seawall, but excluded the seawall because it was privately owned. Seawall Owners Association burdened by permanent public right of way. Seawall's original purpose was to protect the properties immediately adjacent to it. Because of the seawall, base elevation was not elevated. Loss of seawall would damage the Island. Cost is primary obstacle to take over Seawall. G^^^lusions. Coiiniinents: Is it appropriate for a few citizens to pay for the protection of the Island? Not practical timeline to get public entity to take over seawall and file bill by March for Texas Legislature. Is the City willing to come to the table to discuss taking over ownership of the Seawall? Precedent is to treat Seawall like a sidewalk.What role does FEMA play? Erosion response HOT tax funds could go to Seawall maintenance if the City owns the Seawall. Action items Dept. Make sure complaints are actually registered by calling 361-826-CITY. The City has no record of complaints from referenced time period of reported odor.
