Discussion:
1. Luis Hickle- Recommends installing the light because of the financial assistance that the developer will provide.
Speed limit is 55MPH and should be lowered.
2. Ernie Bunckle-Owner of Snoopy's Pier for 35 years. Supports businesses in the area. Installing a light at Aquarius
will cause traffic gridlock and negatively affect businesses.
3. Harvey - Concerned about the danger of the intersection due to high speed, obstructed view, available
clearance, and increase of tourists driving on the Island means increased likelihood of making driving mistakes.
4. John Bell-feels Island needs a traffic light at Aquarius. Overpass is not practical. Programming of traffic signal that
will alleviate traffic gridlock. Current conditions lead drivers to drive the wrong way on a one-way to make a turn.
5. Barbara Detoto- Has lived on the Island for two years. Is impressed with interest people show. Only attendee at
the neighborhood watch meeting.Asks everyone to consider the benefits of getting to know your neighbor and be
on watch.Waterpark will create more traffic of non-residents.
6. NA-Supports the light at Aquarius because feels current conditions are not safe. Cars go faster than 55 mph and
speed needs to be reduced.
7. J.D. Jordan?-Works at Shell station. Exiting the Shell station is dangerous.Asks the committee to do what's right.
8. Kitan Pakta- Works at Best Western on the Island. Supports installation of the Aquarius light due to current
dangerous condition.

1.Access Roads- Began negotiations and preliminary work to gather topographic information and distresses on the road.
On an accelerated schedule, roads will be open next summer 2016.
2.Whitecap- no update. Determined at May ISAC meeting that City is not going to complete the project.

Discussion:
1.Island Traffic Study Update-City has undertaken 3 major studies: 1) regional parkway,2)access management, and 3)
modeling project.
1) Regional Parkway-2013 study identified a regional parkway as an alternate connection between 137 and the
Island if completed in six segments. Intermediary Planning and Environmental Leakage Study to seek
alternatives to the first two segments (from 286 to the Island) of the project. No funding at this time. Funded
and managed by the MPO. Goes to Council next week for joint 20/80 funding split between City and MPO.
2) Padre Island Mobility &Access Management Study- Managed by the City. 20/80 funding split with MPO.
The scope includes 11 miles of Highway 361, 4 miles of Park Road 22, and about 6 arterials off of PR 22.
There would be a tremendous data collection effort, a look at population and land use projection, and public
involvement effort to identify principle problems and short and long term solutions.
3) Modeling Project-Citywide project, not just the Island. Will assist City in updating urban transportation plan
and utility planning.Will follow other two projects.
2.PR22/Aquarius-City met with developer. Two options: 1) half signal only on westbound traffic, or 2) full signal to allow
both sides of Aquarius to make left and right hand turns under a controlled light situation. Staff is looking at details of the
full signal and meeting with TXDOT about inter-local agreement. Cost estimate $600K with advance warning system
and lane system changes. Have to gain approval from City Council. New members have not had the opportunity to review
traffic studies that discuss the necessity for the light on Aquarius.
o Recommendation to City Council was made by ISAC in December to install a light at Aquarius with advance
warning.
o Per a request from the City,the developer updated traffic study numbers to reflect 2014 numbers from TXDOT
and completed a new study with updated numbers.A study was warranted in the lowest traffic time;therefore,
it is automatically warranted at any other time.
o To test timing, the traffic model assumes speeds and traffic count of the area where traffic light is proposed.
o Some discussion about a re-vote of the motion ISAC passed in December because some members thought
they would have new data. Status quo is that this project is moving forward with the four way fill signal.
o Is there another answer for the danger at Aquarius and PR22 other than putting in a light intersection?There
is widening and additional storage that is included as part of this implementation. Lane and median changes
will allow a few more cars to stack and the thru traffic will have priority.
3.State Hwy 361-$25M in projects underway or soon to be underway.
o Widening project in Port Aransas from Ave. G to 1A-$13M
o Construction to begin in early 2016 to add passing lanes from state park up to Port Aransas-$12M.
o Alex-suggestion to propose a resolution that after the completion of the passing lane that the ISAC supports
the four lane expansion. Put on January 2016 agenda.
4.Encantada Street- item was not discussed.

Discussion:
Packery Channel Restrooms-
• Option 1-cost is $1.8 million- not being considered.

• Option 2-cost$340,000 ($87K for trailer)- Mobile units that City will purchase and install permanent utilities from
Zahn Road. Operating budget is$110K if TIF cannot be used. $228K to run utility lines from Zahn Road. TIF might
be able to pay operating costs. Location: end of the existing parking lot down the road from Zahn Road.
o Location selected because of reach to utilities...let staff work with parks and rec to figure out a better
location.
• Option 3-cost is$83,000 ($56K to build; $27K annual operations support payment to Parks& Rec)-Place 6 Port-
O-Potties on concrete pads and screen them in. Parks and Rec would monitor the skid-o-cans daily and the cans
would be serviced by the rental company 3 times per week.
o Can skid-o-cans at the end of the parking lot be used for the six pack? No, because that is a temporary
solution.
• Committee concerned about the location of the restrooms and that it will be inconveniently located and will not be
utilized.
o Phase 5: Pavilion is not closer to the end of the beach.
o Bathrooms in the proposed area,will not solve any of the current bathroom problems.
o Location is limited because it is a TIF project.
o Location is limited by the GLO on what can be put closer to the beach.
o Staff work with Parks and Rec to determine if there is a better location for the restrooms.
• Option 4-do not support Option 2 or 3.

City is maintaining the beach. Made an offer to hire a Beach Superintendent. Close to hiring a Parks Director.

Developer at the proposed site will do a wetlands determination study.Waiting to hear back from the GLO. In

Agenda item: TIRZ Committee Update Presenter: Greg Smith,Alex Harris
Discussion:
TIRZ Committee did not meet. They will meet before the July meeting and provide an update at that time. To date, $3.4M
has been spent on monitoring the channel. Greg listed the expenditures to date from the TIRZ. The higher property
valuation, the higher the TIRZ. Less money is being earned now for the TIRZ than in 2008 when property values were
higher.
In the development of the TIF financing plan, the Spillett group made some pretty aggressive value predictions. Staff has
made projections more realistic. Staff is not making decisions using inflated projections.

Agenda item: Policing Report

Discussion:
Long standing problem with trespass and driving on the dunes. Newport Pass dune damage. CCPD is starting to give
tickets,which is helping.
David Pierce- How many citations have been issues since Spring Break? Mr. Pierce read a letter from Captain Kelly
Isaacs stating citations to people camping in the dunes. David has noticed significant reduction in driving on the dunes
and believes it is due to the increased policing. He wants committee to help get"no driving on dunes"signs.
Bryan-City is going to be installing signs very soon if it has not already happened.What is the county doing?

Comment:
Some issues with grating on the beach. Zahn Road has had some issues. The rain made a lake at the end of the road
which caused the road to be closed. Blow sand is going into the Packery channel, onto the seawall or on vegetation.

Discussion:
JFK-advertising and will go out for bid this month.
Padre Island water and gas line extension- brought line across the intercostal.Will extend it to Aquarius. Open cut section
will be on JFK landing. Hold work off until Labor Day. Boaters crossing and strip mall section will begin very soon. Will not
close anything that affect JFK until after Labor Day.Will eventually do work on Aquarius. Purpose is to tie gas line into our
main supply.
