Entered into process to repost. Confusion from contractors on whether it was a signal or street project. Have confirmed two bids. Still plan to begin project in early 2016. Commodore/SPID Left Turn Lane-Assessment done with LNV. Discussion about adding an additional designated right hand turn lane. Entering design for right hand turn lane only and doing feasibility study for left had turn lane. Concern is that an entire signal will need to be moved. Comments: Commodores project will be completed well in advance of the PR22 Bridge project and is a much smaller project. Street detours would not begin until approximately fall 2016. Concern about palm trees near JFK bridge. The City will always maintain access over the JFK bridge. Traffic control plan will be complete and published well in advance of project start date. Doing repairs to Access Road 3 and should be complete by end of the week. Recruiting for Beach Superintendent. Working to fill vacancies. Permanently hired Billy,the operator on the beach. Reviewing beach maintenance plan with WBAC. Scope of Packery Patrol-Can issue warnings, but not tickets. Respond to drowning and missing persons, overturned vessels and provide first aid. Run the patrol boat Thursday-Monday from Memorial Day to Labor Day(peak season)and Friday-Sunday in the off season. Hours are 12:30-5:30. Obtain open/swift water training. What kind of training do they receive? Billish Park Improvement-2012 Bond for parks improvements set aside $500,000 for improvements to Billish Park. City has been working with PIPOA. Project includes adding irrigation that will help remove the stickers, add shade, add a fresh water pond, and a multi-use sports field with upgraded turf. Mom's group in the area raised$30,000 to help with new playground. Project is at 90%design stage and hope to bid for the project by the first of the year. Subsurface hydrology design work is being completed. There will be a pump to irrigate. One portion will be fed by the pond and another by the City system. Will pulling water from table create sinkholes? Greg's presentation: Pond will change elevation 5-4 feet per year.When we're in a draught,there may not be water in the pond all of the time. Happy to hear that City is maintaining its water system in the park. Watershore & Beach Advisory Committee Update-finalized beach management plan. Have been working on fire ordinances- make illegal to burn pallets and couches and require to fill in holes when fire is out. Have been working with 2 City staff on beach trash collection. Corpus Christi has different set-up than Port Aransas.At Packery Channel, barrels are within 100 ft of the water. Corpus Christi should maintain current system while working with Solid Waste to specialize trucks to service trash cans. Comments: In South Padre Island they outlawed burning pallets and required the holes to be buried. When holes are uncovered, vehicles can avoid the area and avoid puncturing tires with nails.When the holes are covered, drivers run over the holes and puncture tires with nails from pallets. There are 65 nails in every pallet. Code Enforcement and police will enforce new ordinances. Should be complete by Spring break. Signage will be posted to state new ordinances. Action items Dept. Responsible Deadline ✓ Packery patrol training and sink hole question Parks & Rec 12/01/15 Agenda item: PR22 Bridge Presenter: Greg Smith,Wes Pierson Discussion: History of PR22 Bridge-2004 bond election called for a water exchange at PR22. Overtime the conceptual idea grew and ideas grew about a bridge. In May 2012, Council adopted resolution directing staff how to prioritize bond savings from bond 2008. First priority is PR22, second is intersection at Roddfield/Yorktown, and third priority is Airline/Roddfield intersection. Currently wrapping up 2008 projects and have a good handle on what savings will be and have permit for bridge. Time to have conversation about finding a funding source for the bridge. Greg provided picture of proposed bridge: • Proposed bridge is 2 ft. higher than current bridge. • Has pedestrian golf-cart path on both sides- recreational part. • Navigation-opens up channels to the Packery. Increases navigation for all channels south of Whitecap. • All channels have serious issue with water quality. Will see better quality water with this project. Estimated cost to City for bridge may be around ten million. Some funding will come from the bond package and the City is looking at different options for the remainder of the funding. Staff will not discuss further as discussion with City Council must be had first. Bridge does not enhance transportation system therefore, the state will not participate. The state owns the bridge and will continue to own after construction. Paul Schexnailder- have to have canal dug within the first 12 months of the permit being issued. The permit was issued October 291h, 2015. City is talking to Developer now. Staff will visit with City Council in Executive Session on November 101h Motion by Stan that ISAC supports the building of PR22 Bridge and the water exchange in an expeditious matter while respecting the ongoing process between the City and the developer 2nd by Libby Edwards Middleton. City partners with TIRZ are Nueces County(contributes almost as much to the TIRZ as the City of Corpus Christi). 3 Brent Chesney-agreement with Kleberg County Commissioner's Court. There will be a lot of law enforcement and signs on the beach. There will be a lot of positive effects in the area. Action items Dept. Responsible Deadline ✓ None NA NA Agenda item: Windward Parking Lot Seawall Condition Presenter: Greg Smith Discussion: Greg shared pictures showing exposed rebar on the seawall. Parks and Rec corrected this issue the day after being notified. Windward parking lot steps- public has a right of access to steps. There is sand built up across steps. There is a dune developing on the seawall. The sand is blown on the seawall that is as a result of beach maintenance practices.Will be discussed at the next ISAC meeting. Wants to remove burden from property owners. The City will keep the sand from going on the steps/seawall, but can't do anything with it once it is on the steps/seawall. Owners can bring sand back down and the City will remove.WBAC will be discussing this issue with the City in the coming months. Seawall owners moved sand once a year. If you pull sand back too far, the seawall will be undermined. Action items Dept. Clarification from Jerry Shoemaker-The Island Moon published that the City had cancelled the monitoring contract, but they have not cancelled. The contract will be modified for the future. Island Engineering Updates Island Strategic Action Committee City of Corpus Christi Status as of: October 30, 2015 This report was updated in its entirety. Updates for this month's report are highlighted in red itafics. 1. Park Road 22 -Bridge: 0 2011 — 2013. The Design Contract was awarded in 2011 to Urban Engineering with a project kick-off meeting in 2012 with TxDOT and USAGE. Based on the initial traffic information from TxDOT and design basis at that time, TxDOT determined only a Categorical Exclusion (CE)was required with the archeological and historical information, which was submitted in 2012. A separate project coordination meeting was held with the USACE and a determination that a nationwide permit will be required which was submitted in 2013. 0 2014. Bridge layout was revised. The 90% design was submitted to TxDOT and returned to the City with comments. It was determined that a higher level of Environmental Clearance was required than the Categorical Exclusion and that an Environmental Assessment with a formal Public Comment Period and Hearing is required. 0 2015. Comments were received from TxDOT with the public comments in May. The Public Hearing was originally scheduled from June 2015 to August. It is anticipated the Environmental Assessment (EA) clearance will be complete and the Public Hearing by September with the bid phase immediately following and construction beginning in early 2016. The Public Hearing is pending scheduling by TxDOT. o On August 141', 2015, TxDOT informed the City that the EA would not be acceptable until the USACE's permit, being outlined by the development, was complete and documented.
