Ray Rose- Read article in the South Jetty Port Aransas newspaper where an Animal Control worker was quoted to have captured coyotes and released them outside the city limits of Port Aransas at the 5,000-6,000 block area of HWY 361,which is near Mr. Rose's residence.Wants them to do something else with coyotes. 2. Posted permit on the City of Corpus Christi Engineering website. JFK- No change. Tides are slowing contractor down. Beach Access Roads 3A and 2- No change. In design process. New Beach Facility- No change. Timelines for construction to begin next fall and be complete by the following spring. 1 Water&Gas Extension- Complete. Traffic Management Studies-RFQ should go out this Friday. Commodore/SPID Left Turn Lane-Double right hand turn lane- Initiated contract for evaluation of the two right hand turn lanes. Looking at extending left turn lane to provide more queue area. Initial analysis shows that signal pole will pose a problem. PR22/Aquarius-Bid again and received one bid. Reached out to contractors who could do the work, but they do not want to deal with street work involved. TxDOT requires nova chip material,which gave contractors pause.Will separate this project into two different projects (street and signal)and have asked for nova chip relief. Budget for project is $600,000 range. Billish Park-Projects identified City cost of$500,000. Have $200,000 commitment from PIPOA for total of$700,000. Will provide water quality update next meeting. Seawall-City owns section of the seawall (see attached schematic)adjacent to the Windward Drive parking lot. City staff is researching cost analysis and funding options. City owns approximately 400 feet of seawall next to the parking lot. Discussion: Ricky Daily, TxDOT- Nova chip was used to repave PR22. Not a lot of contractors work with this material. Willliam Goldston-TxDOT issue change orders for a contractor using the nova chip. Jerry S.-TxDOT will allow the City to break into the next big order of nova chip to obtain 32 tons needed, but prefer asking for relief from using this material. William G.- Does the fact that the City owns a portion of the seawall mean some cost sharing between City and seawall land owners? Greg Smith asked Maybeth Christensen if the City's ownership of a portion of the beach means they are member of the Seawall Committee. Maybeth responded that the Interim Beach Maintenance Superintendent, Russell Armstrong, has been attending the meetings. What are the maintenance requirements of the seawall?Jerry-Similar to what is done at bay seawall (ie. make sure surface of the concrete is not deteriorating to expose rebar and that joints are not separating). Maybeth Christensen commented that there is spalling on the seawall. Carter Tate- Re: Commodores right hand turn lanes-does not sound like the two right hand turn lanes is going to happen. Can we make one protected right hand turn lane and another that's not protected when the light is green?The City is looking at all of the options to try to make it work. The massive pole will be a hindrance. Greg Smith-Will City run RFQ on traffic study by William Goldston? No, because it is a confidential document before it is released to the public. Kathleen Pratt asked about the stressed palm trees near the JFK bridge. Jerry-Trees went into shock; they are being monitored. If they do not improve, they will be replaced. There is a one year warranty. Greg on JFK-Seems like it is behind. Jerry-January 161h is still the target date for the public meeting. There will be a 30 day notice for the meeting. If the date slips a few weeks, that will not affect construction schedule. John White- has financing been settled? Mark V.V- No. Action items Dept. Responsible Deadline ✓ Provide Traffic/Street Updates Capital Projects 01/05/16 Jay Ellington, Director of Agenda item: Beach & Park Management Presenter: Parks and Recreation Comments: Jay E. introduced Russell Armstrong, Interim Beach Superintendent. Beach Status-Preliminary work completed on Access Road 3A related to drainage. 2 Packery Patrol Training-defensive driving, boat operators and boat training, customer service. Primary purpose of Packery Patrol is to keep speeds low in the channel. Beach Trash Collection (see attached presentation)-Trial trash pick-up program that will create less stress on the beach. Port A has 300 gallon cans, but City went with smaller option. City of Corpus Christi is transitioning from one 55 gallon trash barrel to three 96 gallon rolling containers that will be housed in a corral area and that will be emptied with an automated arm. Will increase trash capacity by 300%.Will have green cans initially and over time implement recycling cans. Can currently be found at Whitecap going South. Cans will be labeled as beach cans. Kathleen Pratt asked about timeline-Jay E. Parks and Rec is trying to implement this initiative by Spring Break. Billish Park Improvement- (see attached schematic). Discussion: Stan Hulse-excited for what the beach trash collection will do for visitor experience. Watershore & Beach Advisory Committee Update-Jay Gardner-Parks & Rec is doing a really good job, are responsive and work quickly.WBAC passed the fire ordinance and it is being reviewed by Legal.WBAC briefly discussed the increase in state hotel occupancy tax to $2.9 million. Funding will be used for gulf beach maintenance, gulf beach lifeguards and safety, and bay beach operations. Draft budget to be reviewed by WBAC in January or February 2016. Did not talk about seawall issue. Greg Smith-State HOT tax funds can be used for erosion response structure (ie. Seawall). Jay G. -A large portion of funding will go to renourishment projects, protective projects and banking for larger scale projects. Action items Dept. Responsible Deadline ✓ ISAC would like to see draft HOT Budget Parks & Rec 01/05/16 Agenda item: PlanCC Comprehensive Plan Update Presenters: Dan McGinn,Assistant Director of Environmental and Strategic Initiatives Comments: PlanCC 2035 went to Council on November 171h and asked for more time to review the document and offer feedback. Staff will then run through the planning commission, then back to Council and public comment. No timeline for that. William Goldston-Will public be able to view comments? Mark V.V- Public will be able to view comments attached to the Planning Commission agenda. Comments may or may not be available on the website.William-would like to be notified when Planning Commission agenda with Council comments are available to the public. Downtown Area Development plan waiting for resolution from City Council before moving forward with process. Greg Smith-What are the costs? Budgeted total $400,000 for both Downtown and South Side Area Development Plan. Jodi Steen asked if plans are completed locally or regionally. Mark V.V.-The City published an RFQ open to anyone and only two bidders responded and neither one of them was from Texas. There are not a lot of firms that do this work. City no longer has a planning staff. Action items Dept. Responsible Deadline ✓ Notify ISAC when item goes to Planning Commission Staff Support NA Mustang/Padre Island Area Development Plan Agenda item: Subcommittee Presenter: William Goldston Discussion: William will meet with subcommittee this month and go over work plan and begin work in January 2016 with one meeting per week and address one chapter each time. Intention to be posted as workshops so that public can be invited. Has started on a list of people who can be invited to discuss certain topics. The POA has offered to fund half($2,000)a temporary administrative worker and PIBA is going to be asked to fund the other($2,000). Once there is consensus within the committee, ISAC will have a public meeting then make recommendation to the City. Action items Dept. Responsible Deadline ✓ None NA NA 3 Greg Smith, Mark VV, Agenda item: PR22 Bridge Presenter: Jerry Shoemaker Discussion: Greg Smith- Hearing that all projects are coming in higher than expected. How confident is the City with the $10.3 million estimate for PR22?Jerry-confident in the conservative estimate. Costs are market driven. Greg-What is the status of MOU with private developer? Mark V.V. -Staff briefed the City Council and received enough direction to begin a draft. Until there is a final agreement between City and developer, the MOU will not be public. Alex Harris- how much money was available from the bond?Jerry- Roughly$6.5 million. Looking for$3.5 million. Alex H asked if there is any possibility of changing the design of the bridge. Jerry-caution having that discussion. Permitting process was very arduous. Changing bridge span and height is not just an amendment, it is a complete reset which would require the permitting process to start over again. Jerry-Will not know more about cost of bridge until bids are received.A bridge like this has not been built in the area. Greg-what's the bidding schedule? February timeline. Action items Dept. Responsible Deadline ✓ Bring timeline to February meeting Capital Programs 01/05/15 Greg Smith, Jay Gardner, Agenda item: Sand Accumulation on the Seawall Presenter: Maybeth Chistensen Discussion: Greg Smith- Public has perpetual easement to the seawall. Owners are required to complete maintenance. Sand blows up onto the seawall from the beach and City is citing owners to maintain the seawall for public use. Mustang Island is privately owned and is cleaned by the City. South end of the seawall is closed to vehicles because it has become so narrow.Where are the City's limits on cleaning?What beach Management practices cause sand to accumulate? Need to look at practices of keeping sand away from the toe of the seawall. David Pierce-Seawall Committee is in the process of hiring a consultant to write an application for a $2 million grant to remove sand from the seawall steps and make cosmetic repairs. Hope to come to a written agreement with the City that once the sand is removed from the steps by the owners, the City can continue to keep it off the steps. Maybeth Christensen-Seawall is included in the Municipal Management District, so as a public entity would qualify for additional grants. There is the problem of vacant property owners. Can City remove the sand on the vacant property? Condo and hotel owners are willing to keep sand off once the massive build-up is removed. Jay Gardner-encourage the Seawall Committee to work with City staff in Parks department. Sand accumulation is partially due to dredging. The City beach maintenance has been and will continue to do better.You cannot stop blow sand. David Pierce-Corpus Christi Explorers have made an offer to keep the sand off the top steps as a volunteer effort.There is only 8,000 cublic yards of sand on the seawall today. If the City will maintain the 41 step and keep the sand off then there will not be any more sand. Russell Armstrong-City cleaned Windward steps again today. Greg and Jay G-There is a grant application to renourish the beach, but is there enough sand in the Packery to complete that? Keep track of corps permit and when it expires. Need to extend permit for 3 years and amend it to spread sand out. Motion to support agreement between the City and the seawall owners in reaching an MOU to get rid of the sand that is on the steps of the seawall now by Libby Edwards Middleton, 2nd by Carter Tate. Island Engineering Updates Island Strategic Action Committee City of Corpus Christi Status as of.November 30, 2015 Updates for this month's report are highlighted in re(1 itafics. 1. Park Road 22 -Bridge: 0 2011 — 2013. The Design Contract was awarded in 2011 to Urban Engineering with a project kick-off meeting in 2012 with TxDOT and USAGE. Based on the initial traffic information from TxDOT and design basis at that time, TxDOT determined only a Categorical Exclusion (CE)was required with the archeological and historical information, which was submitted in 2012. A separate project coordination meeting was held with the USACE and a determination that a nationwide permit will be required which was submitted in 2013. 0 2014. Bridge layout was revised. The 90% design was submitted to TxDOT and returned to the City with comments. It was determined that a higher level of Environmental Clearance was required than the Categorical Exclusion and that an Environmental Assessment with a formal Public Comment Period and Hearing is required. 0 2015. Comments were received from TxDOT with the public comments in May. The Public Hearing was originally scheduled from June 2015 to August. It is anticipated the Environmental Assessment (EA) clearance will be complete and the Public Hearing by September with the bid phase immediately following and construction beginning in early 2016. The Public Hearing is pending scheduling by TxDOT. o On August 141', 2015, TxDOT informed the City that the EA would not be acceptable until the USACE's permit, being outlined by the development, was complete and documented. o USACE permit was approved, and discussions initiated with TxDOT to complete the EA and schedule the public hearing in January 16th 2016. o A Developer Agreement will be initiated for the respective requirements and funding for the Developer and City. High tides continue to delay contractor start, however, the completion date remains May 2016. 3. Beach Access Roads 3a and 2 (Bond 2014, Proposition 2): o The design is underway with construction planned to start before the summer of 2016. 4. The counts were coordinated with TxDOT for Park Road 22 and HWY-361. o Traffic Demand Modeling. This study is pending coordination with TxDOT for a more comprehensive coordinated approach. o The Regional Parkway study by HDR is underway with data collection and will be completed by the summer of 2016. Assess Management Study. Improved Left-Hand Turn at Commodores Drive and Park Road 22 Intersection o The design is underway to complete the construction in the Fall of 2016. o ISAC requested the inclusion of a double right-hand turn from SH 361 onto Park Road 22. Engineering will study the feasibility to determine if this project could be reasonably appended to the scope of work on the Commodores turn lane project. 8. Padre Island Drive and Aquarius Signal Project: o This project proposes to install a new signal at the intersection with appropriate lane and median improvements including advance warning flashers. The final scope and cost is under review pending approval by Staff and City Council. This was previously approved by ISAC in December 2014. The City entered into a Developer Agreement that was approved by City Council in September 2015 that provides $420,000.00 from the Developer with the remaining cost City funded. o The design was completed by the Developer and the project bid in October 2015 with no bids. A rebid was immediately initiated with stronger outreach and notifications to potential contractors. The project rebid date is in November with the anticipated construction to start in February 2016.
