John Adams Comments: 1. Raymond Rose presented a brief traffic report regarding Mustang Island over the past weekend. Traffic was backed up northbound as far as Corpus Christi pass until 6pm. Southbound traffic began backing up around 10 am which started to cause safety concerns. 2. Bill Barton shared his experience traversing the intersection of Jackfish, Verdemar and PR22 on a wet cold evening. He was hit by passing motorist totaling his vehicle and causing back problems. He feels that he is lucky to have survived the accident, and spoke about the necessity of a traffic light at this intersection. 3. Donna LeCompte supports the addition of a traffic light at the intersections of Jackfish, Verdemar and PR22. She has 276 additional signatures other people in support of a traffic light. 4. Janice Ainbinder expressed her support of a traffic light at the intersection of Jackfish, Verdemar and PR22. Traffic on PR22 keeps children from being able to easily access packery channel park or Shchlliterbahn water park depending on which side of PR22 they are on. Placing a light at this intersection would allow pedestrians and people on bicycles the opportunity to freely cross PR22 5. Mark Gilliam voiced his concern over TxDOT's recommendation of placing turning islands in the intersection of Jackfish, Verdemar and PR22. Mr. Gilliam was concerned that the City was also recommending that turning islands be placed at this intersection. Turning islands would restrict golf cart access to all of the new facilities that are being constructed. Mr. Gilliam supports the installation of a traffic light at this intersection to promote safety and easy access to areas of the island. 6. Tracy Watson Pastor of Padre Island Baptist Church is not in favor of closing the intersection of Jackfish, Verdemar and PR22. He is optimistic about the speed reductions the traffic light at Aquarius will bring, but is also in favor of an additional mechanism to slow down traffic at this intersection. He also reminded everyone that a number of people turn left onto the northbound lane of PR22 which should be included in the evaluation of this intersection. 7. Kelly Byrom gave a beach update. She referenced the berm on the beach and the standing water that pools between the dunes and the berm. South Packery to the Holiday inn held standing water after the rains on April 18'and 19`x'. Trashcans,trash,port-a-potty's and beach facilities were all in standing water because it has nowhere to drain. Beach operations has drained the standing water in the past,but has not dredged a path for the trapped water to recede lately. She is concerned that the condition of the beach with standing water poorly reflects the reality of Padre Island to tourists. 8. James Skrobarczyk is a long time developer of the island and wanted to introduce himself to the committee and mention his upcoming run for city council. 9. (Unintelligible Did Not Sign In)regularly uses the intersection of Jackfish,Verdemar and PR22 and voiced concern of the safety issues this intersection possesses. He is in support of a traffic light and additional signage at minimum. 10. John Adams reflected on a death at the intersection of Jackfish, Verdemar and PR22. He supports the development of a traffic light at this intersection. He also recommended placing large SLOW DOWN signs at the apex of the causeway bridge and along PR22. Ongoing Business Agenda Item:A,B,C,D Ongoing Business Presenter: E.Jay Ellington Comments: Jay Ellington began by reminding citizens thatyyycx xwctxnn has active beach cams for 2 areas of the north padre island beaches. Follow up to Resolutions from April 2016 1. PR22 Bridge—a memo was submitted to the engineering department through the ACM Office on 4.20.16 2. Beach Access Road Naming—a memo was submitted to the traffic engineering department through the ACM Office on 4.20.16 3. Beach Permit Amendments - a memo was submitted to Beach Operations through the ACM Office on 4.28.16 4. Island Blast—Emergency Services has approved the Event plan, the fire department has provided the appropriate permits,use permit is to be submitted by 5.5.16 5. ISAC Membership Ordinance —Passed on second reading 4.26.16, applicable candidates can apply online at the city secretary's homepage. Tuesday June 14'City Council will name the Mustang Island Member 6. 3 "D" Process—The City utilizes a process of Discovery, Discuss and Decide when making decisions. The ACM would like to extend this process to ISAC for future use. 7. Additional Meetings with the ACM—Jay Ellington will continue to hold meetings with ISAC members at their convenience,please contact Kent Meek for scheduling. Island Engineering Project Updates 1. Beach Access 3a&2—Final Engineering Letter Report was received and a submittal meeting was held. Design plans are expected within the next month. An issue with land owner's easement is being discussed,city staff will report to ISAC in June what steps were taken to resolve this. 2. Beach facility,Continuation of Discussions Concerning Project Optimization of Final Site with Nueces County. Any direction from ISAC regarding this facility is welcomed by City Staff. Padre Bali Park has been analyzed as a site location. It's the goal of the City and County to avoid unnecessary road crossing. 3. Bond 12 JFK infrastructure Project—Anticipated Completion May 2016 4. Billish Park—Project Bids Came in Over Budget,an Analysis and Discussion of Alternatives continues 5. Park Road 22 Bridge - Plan review comments have been issued back to Urban Engineering. The public comment period is closed consultant is preparing responses to 29 comments.Discussions between the city and developer continue. The topic of starting a subcommittee was brought up, interested members should speak with Carter Tate. 6. Traffic management study-The consultant selection is complete,approved by TXDOT on April 29.The final scope will be developed during contract negotiations. Possible action needed by ISAC in June Approve the Consultant Agreement. 7. Left turn lane at Commodores—Anticipated Construction May 2016. Members asked about the right turn lane towards northbound PR22. ACM has asked engineering review this portion of the intersection. Options include light timing and control which will allow for the center straight only lane to also be used for right turns. Members had a brief discussion about traffic concerns in this intersection for businesses and tourist traffic to and from Port Aransas. 8. Aquarius signal—Project has been awarded and construction is scheduled to begin in May 2016 9. ACM was asked to explain what the Traffic Management Study includes and what is defined under "accessibility" 10. Plan CC—comprehensive plan update goes to the commission on the 18'. Anticipate 2 or 3 meetings that will work through any amendments or changes. 11. City Staff will forward link to Plan CC 2035 when available. 12. Beach Status—No new information. City staff have received ISAC's request to amend their operations permit. Said request for amendment is being considered by Parks staff and the GLO. ACM will visit with beach operations about standing water. Action: Respond to Beach Access Roads Easement Resolution Define"Accessibility"as it pertains to the Traffic Management Study Respond to Standing Water on North Padre Beaches City Staff/ISAC Action Items: Responsible Party Deadline NA E.Jay Ellington 6.7.16 Agenda Item:E Padre Island Area Development Sub Committee Presenter: William Goldston Mr.Goldston informed ISAC that there would be about two more subcommittee meetings. The document is currently in draft format. Next steps include making the plan public and presenting it to ISAC with a 30 day review period. An open house is scheduled for Saturday June 4'at Sea Shore learning academy gym from l Oam to Noon and they need about 10 volunteers to assist with setting up. Volunteers should show up around gam. Action:NONE City Staff/ISAC Action Items: Responsible Party Deadline NA NA NA Agenda Item:VII New Business Presenters: Neil McQueen Janice Minter Surfrider Foundation—Plastic Bag Ban Vice Chair for the Coastal Bend chapter of the Surfrider foundation Neil McQueen presented ISAC with a presentation regarding the adverse effects plastic bags have on local wildlife. Neil has seen first-hand the alarming growth of plastic bags in the coastal ecosystem and the negative impacts plastic bags have on endangered wildlife. This year Port Aransas put a plastic bag ban into place which hasn't reduced tourism. Stores in Corpus Christi put out 300,000 plastic bags a day which equals 110 million plastic bags a year. If only I%of those bags come loose its 3,000 bags a day. Turtles like the Kemp Riddley mistake floating plastic bags for j elly fish and unknowingly eat them. Ingested plastic has been found to be detrimental to hurtle life and other animals indigenous to this area of the coast. An ordinance incorporating language from both South Padres Island,Laguna Vista and Port Aransas has been drafted by members of ISAC which includes Flour Bluff. Janice Minter—Traffic Light at Jackfish,Verdemar&PR22 Janice Minter provided ISAC with another presentation about the dangers present at the intersections of Jackfish, Verdemar and Park Road 22. Janice has received more than 200 signatures from the community and island businesses in support of a traffic light at this intersection. Furthermore,she stated the general disfavor to both closing off this intersection or installing island turning medians as a response to safety concerns.
