Public Comment Presenter/s: 1. Neil McQueen 2. David Pierce 3. John Pope Comments: 1. Neil McQueen gave an update on the Surf Rider foundation.Although Neil is not a part of the Water Shore advisory committee he did update ISAC that the Water shore Advisory Committee unanimously supports a north Padre Island plastic bag ban. Internationally,last week 13 sperm whales washed up on the beaches of Germany; each whale had plastic in its belly. All 27 North Padre Island retailors were contacted about the plastic bag ban. 19 store owners,including Stripes,are in favor of banning plastic bags on North Padre Island. 2. David Pierce spoke about protecting the structure of our sand dunes. Restrictions on 4 wheelers on the beach have been historically un-enforced, Mr. Pierce feels that a City sponsored beach sticker for 4 wheelers would allow the police to differentiate between local 4 wheeler owners and people who break the law by using 4 wheelers in the dunes. 3. John Pope reported a sewage issue to the committee for the residences between Gypsy and Cuttysark. A resident complained about sewage issues and Mr. Pope simply wanted to bring up the issue and see if anyone at the City could be available for a statement. Action:na City Staff/ISAC Action Items: Pasty nsible Deadline NA NA NA *Agenda Item VI was Heard Earlier per Chair's Request U New Business Agenda Item: 1 Regional Parkway Mobility Presenter: Jeff Pollock Corridor Study Bob Leahy Raymond Chong Jeff Pollack from the MPO introduced ISAC with the regional parkway mobility corridor planning process. The MPO is currently in Phase 11,the planning and environmental linkage study. Jeff introduced Bob Leahy the project manager on this study to present the current status of the project and next steps. Responsible planning demands anticipating the fiiture.As Corpus Christi,Nueces and San Patricio Counties and other surrounding communities grow,additional transportation infrastructure will be needed to accommodate this growth. Several years ago,transportation planning entities in this region undertook a Feasibility Study of a facility which could create a second connection to North Padre Island swinging around through Nueces County and ultimately connecting to 1-37 in San Patricio County via a new crossing of the Nueces River. The Feasibility Study was completed in 2013.As envisioned,this parkway would be an at-grade facility with limited access.It could accommodate vehicles and possibly mass transit,bicycles,and/or pedestrians.As practical,it might incorporate existing roadways as well as include construction of new roadways and bridges.It is likely to be phased. The Study determined that the parkway was feasible and identified seven segments. These segments each encompass a broad area,but the study did not identify a specific path for the facility within each segment.It did set the stage for fiiture work and also identified two segments as potential priorities for additional efforts given the growth in those areas.These are: Segment A from Park Road(PR)22 to a proposed Rodd Field Rd Extension(approx.9.5 miles);and Segment B from a proposed Rodd Field Rd Extension to State Highway(SH)286(approx. 6.2 miles). The City of Corpus Christi(City)and the Corpus Christi Metropolitan Planning Organization(MPO),two of the original partners in the Feasibility Study,wished to move forward on the next level of study for Segments A and B and have fiinded a Planning and Environmental Linkage(PEL)Study on these two segments. A PEL Study is a step in the national and state defined environmental review process at the corridor level. The goal of a PEL Study is to inform the environmental review process on the environmental,community,and economic goals of the area.It helps minimize duplication of effort,promotes environmental stewardship,encourages meaningfiil public engagement,and reduces delays in project implementation. This PEL Study will identify up to three route alternatives, including a no-build option,in each segment.It is a long-range planning effort;construction of the proposed parkway, if built,would not take place for many years.Design and construction fiinding have not been identified. The NEPA (National Environmental Policy Act)process would require an Environmental Impact Study(EIS)or studies to be undertaken if any federal fiinds will be used in the project.Again,no fiinding has been identified for fiiture phases,if any. Action:None City Staff/ISAC Action Items: Responsible Party Deadline NA V. Ongoing Business Agenda Item:A,B,C Updates by City Staff Presenter: E.Jay Ellington Follow up on Motions from May 2016 1. Plastic Bag Ban—City Legal Department is currently reviewing a draft ordinance restricting point of sale plastic bags on North Padre Island. Only the following individuals can have this item placed on the agenda for City Council: The Mayor, 5 City Council Members, or the City Manager. This ordinance will be presented to the City Manager by Jay in the next coming weeks. 2. Traffic Light at Verdemar,Jackfish&PR22—This item will be added to the current traffic management study 3. Access Roads Easement—City abandoned previous easement and has moved east. 4. HOT Taxes—Jay provided a better representation of HOT Tax sources and uses 5. 3 "D" Process — ISAC was presented with discovery of the items included in the current traffic management study. This study and its scope of work is scheduled to be presented to City Council on first reading on July 19`n. The committee raised a few other items they would like included in the study, including integrating the proposed Moore plaza development driveway, paper streets and future intersections. Raymond Chong from traffic engineering stated they could be included as an operational consideration. • A motion to support the traffic management study as proposed was seconded and unanimously accepted. Island Engineering Project Updates 1. Park Road 22 Bridge - Plan review comments have been issued back to Urban Engineering. The public comment period is closed consultant is preparing responses to 29 comments.Discussions between the city and developer continue. Expected construction this fall. 2. Bond 12 JFK infrastructure Project — Anticipated Completion May 2016, waiting on AEP to provide electricity to the site to allow for final review. • Will Striping be included in the project? 3. Beach Access 3a& 2 The Final Engineering Letter Report(30%)was received and a submittal meeting was held. 60%design plans are expected within the next month. 4. Beach facility,Continuation of Discussions Concerning Project Optimization of Final Site with Nueces County. Any direction from ISAC regarding this facility is welcomed by City Staff. Padre Bali Park has been analyzed as a site location. It's the goal of the City and County to avoid unnecessary road crossing. 5. Traffic management study-The consultant selection is complete,approved by TXDOT on April 29.The final scope will be developed during contract negotiations. Possible action needed by ISAC in June Approve the Consultant Agreement. • ISAC Motioned to support this study earlier in this meeting 6. Left turn lane at Commodores—Anticipated Construction May 2016. Members asked about the right turn lane towards northbound PR22. ACM has asked engineering review this portion of the intersection. Options include light timing and control which will allow for the center straight only lane to also be used for right turns. Members had a brief discussion about traffic concerns in this intersection for businesses and tourist traffic to and from Port Aransas. 7. Aquarius signal—Kickoff was held on June Pt which included a notice to proceed being issued to a contractor to begin the project within 30 to 60 days. 8. Billish Park—Project Bids Came in Over Budget,an Analysis and Discussion of Alternatives continues Beach&Park Management 1. Beach Status—Natural forces have moved most of the burdensome sand. Pooling water hasn't been an issue recently despite heavy rains. Beach operations will continue to monitor the status of the beach and intervene as necessary. Water trucks have been approved by City Council and will be paid for with State HOT fiends. 2. Beach Enforcement—The City is short on beach enforcement and life guard positions. Hiring is ongoing. 3. Trash Operations—55 Gallon trash cans have been replaced by 96 Gallon trash cans. Processes are still being streamlined to ensure the beach is clean of litter and trash. 4. Watershore& Beach Advisory Committee—Public comment was received about driving in the dunes and littering on the beach. A workshop with local law enforcement was recommended to reestablish these ordinances as a priority. The committee also unanimously passed a resolution in support of a plastic bag ban. Filling understaffed beach positions is underway. Action: 1. Support of Traffic Management Study City Staff/ISAC Action Items: 1. Once the revisions are received,the subcommittee will reconvene and review the document before publicly posting it for 30 days. A public hearing will held tentatively on July 9'.
