Introduction of New Member Presenter: Libby Edwards Middleton Comments: ISAC Chair introduced Kendra Kinnison. Kendra Kinnison is the GM of Port Royal and is the 14m member of ISAC. Approval of Minutes from June 3rd 2016 Presenter: Libby Edwards Middleton Comments: Action:Motion to approve minutes from June was seconded and unanimously accepted. Consideration of Request for Excused Presenter: Libby Edwards Middleton Absences Comments: Action:Motion to excuse absences for Stan Hulse,Rick Sowash and Paulette Kluge was seconded and unanimously approved City Staff/ISAC Action Items: Responsible Party Deadline NA NA NA Agenda Item:V. Public Comment Presenter/s: 1. David Pierce 2. Heather Cooley 3. Greg Smith Comments: 1. Mr.Pierce gave an update to the plastic bag ban in regards to support from the surfrider foundation. Mr.Pierce made comments on enforcement at the beaches. He claims officers are not familiar with local ordinances related to the beach. It was recommended that ISAC have a workshop with the other agencies involved with beach management and enforcement to clarify roles and better understand local beach ordinances. 2. Mrs. Cooley made comments about the condition of the Schlitterbahn materials yard and how its unpleasing appearance impacts the local neighborhood. She wanted to know how much longer residents will be forced to look at a waterpark that is incomplete. 3. Greg Smith presented updates to the Windstorm Bill that is moving through congress. Action:na City Staff/ISAC Action Items: Party nsible Deadline NA NA NA VI. Ongoing Business Agenda Item: 1 Updates by City Staff Presenter: Kent Meek Active ISAC Items 1. JFK Striping -was included only in the parking lot in front of Doc's because the related street is considered to be residential which does not require striping. 2. Access management study — This study is an analysis of access to local businesses from the corridor. The committee asked why other recommendations weren't expressed in the memo to engineering declaring ISAC's support of the study. The committee requested that another memo be drafted to engineering acknowledging ISAC's wishes to include other areas into this study. 3. Plastic Bag Ban — Legal completed a draft ordinance of the plastic bag ban. The committee discussed the language of compostable paper and exceptions to enforcement with Senior City Attorney Lisa Aguilar. Island Engineering Updates 1. Park Rd 22 Bridge —Contract negotiations with the developer are still underway. 2. Access management study—previously discussed 3. Commodores drive—fall construction 4. Aquarius signal light—Expected construction start very soon. 5. JFK Infrastructure Project—Committee asked who are responsible for the access roads, TxDOT or City. Limited signage and unclear striping makes merging onto PR22 dangerous. Beach and Park Management 1. Billish Park—Parks is still working with the PIPOA 2. Beach access roads 3a&2— design submittals are to be reviewed by next month 3. Beach maintenance facility — the City has a preliminary draft inter-local agreement with the County to develop a new beach maintenance facility. 4. High capacity solid waste trucks and water trucks have been purchased. 5. 2 beach enforcement officers have been hired and are in training. Water shore&Beach Advisory Committee Update (Inaudible) 1. The watershore advisory committee is coordinating workshop between all parties who help maintain the beaches and enforce the local ordinances. A motion was made to fully support the development of the proposed workshop and name ISAC individuals to attend on behalf of the committee. Motion was seconded and unanimously passed. Padre Island Area Development Plan Subcommittee 1. The Padre Island ADP open house is scheduled for July 30t'', sign in sheets were passed around for volunteers to assist in setting up the event. The area development plan now has an email address and facebook page in addition to the content located on the ISAC city webpage. New Business Agenda Item: Schlitterbahn Cleanup Presenter: Amy Gazin Schlitterbahn Public Relations Amy Gazin with Schlitterbahn Water Park announced that cleanup is underway and will continue through this season. Schlitterbahn recently had 66 trucks of debris taken to the dump and 44 trucks of building materials taken to the New Braunfels location. Schlitterbahn is in the process of building a 280 ft.fence to enclose their maintenance yard which should minimize the negative appearance local residents have of the park. The fence is expected to be made of tight mesh to improve appearances and keep children from entering unsafe areas of the park. Schlitterbahn is also in the process of re-organizing their maintenance yard to further improve the appearance of the park. A question about landscaping was asked. Schlitterbahn maintains that landscaping is a multi-season endeavor. Areas of the park that were planted a few years ago have had enough time to develop into pleasing grounds. There are areas of the park which were recently planted and won't be as developed until a few seasons have passed. Concerns about the parks development were answered. Amy reminded the committee that bond parks traditionally don't develop as quickly as their private counterparts. For example The Schlitterbahn in Galveston was still developing new waterslides in year 8. Additionally,the Schlitterbahn located on North Padre Island is a River resort which places emphasis on chutes and its river system as opposed to large water slides.
