Public Comment Presenter/s: 1. Henry Quigley 2. Carter Tate 3. Stan Hulse 4. Greg Smith Comments: 1. Mr. Quigley asked that further consideration be made to the idea of creating a secondary route connecting Port Aransas and Mustang Island to Corpus Christi to reduce congestion. Mr. Quigley has experience in planning and is concerned that all of the propositions for traffic mediation will not be sufficient. 2. Carter Tate brought up the abandoned boats across from Snoopy's. 3 boats are currently abandoned in that area and no one wants to claim jurisdiction over them. Carter asked that the City legal department research who is responsible for this area and what remedies can be made. 3. The City will no longer provide the recycling dumpster located near the North Padre POA office. The contents regularly found in this dumpster are not recycling materials and the City can no longer accommodate providing this service as a result. 4. Greg Smith reported that rates would not be increased according to the most recent TWIA board meeting. Action:na City Staff/ISAC Action Items: Responsible Deadline Party NA NA NA VII. New Business (Chair Requested Presentation be Moved Ahead in Agenda) Agenda Item:VII A Padre Island Hike and Bike Trail Presenter: Scott Cross Scott Cross submitted a community recreation hike and bike trail concept application to the national park service in Austin to seek funding sources and including match funding. The concept seeks to connect Padre Bali Park to the national sea shore via a 10 mile hike and bike trail. Conceptually, the trail would follow the TxDOT right of way along PR22 for the first 1.5 miles until it nears Kleberg property. Once within the Kleberg area the trail would meander on the east side of PR22 through the coastal grasslands avoiding the wetlands. The trail would have shaded rest areas every 2 miles which could support water fountains because there is already established infrastructure in that area. Each shade area would also include educational panels featuring the history and ecology of the island. Action: NA City Staff/ISAC Action Items: Responsible Deadline Party NA VI. Ongoing Business Agenda Item:A,B,C,D Updates by City Staff Presenter: Kent Meek Active ISAC Items 1. JFK Striping-was included only in the parking lot in front of Doc's because the related street is considered to be residential which does not require striping. 2. Access management study — The consultants will include each of ISAC's recommended proposals as operational considerations. ISAC will be approached by the consultants for input as part of their public outreach requirements. 3. Plastic Bag Ban—The ordinance has been reviewed by legal and ISAC. Potential dates for city council are first reading 9.27.16 second reading and final passage 10.11.16. Support for the ordinance in its final form was requested by City Staff. ISAC passed a motion to approve the ordinance which was supported unanimously. Island Engineering Updates 1. Park Rd 22 Bridge —Contract negotiations with the developer are still underway. Bond funding from previous years is available. This project is also being considered for TIRZ 42 funding. The committee discussed current TIRZ 42 funding levels and the cost of future dredging. ISAC passed a motion to convene a TIRZ 42 sub-committee meeting to discuss this project and TIRZ 42 funding. Projects included in the"6 Pack"will be presented to ISAC this fall for revision and recommendation. 2. Access management study—previously discussed 3. Commodores drive —Notice to proceed was submitted May 19`n 2016, no work has begun, ACM will follow up 4. Aquarius signal light—Construction appears to have started. Beach and Park Management 1. Billish Park—Parks is still working with the PIPOA 2. Beach access roads 3a&2—In permitting process in development services and will be advertised for bid in the coming weeks. 3. Beach maintenance facility—the City has a preliminary draft inter-local agreement with the County to develop a new beach maintenance facility. 4. Beach Enforcement Officers—finished advertisement and recruitment recently finished. In the 2 weeks following both of the hired officers have quit. Parks is going to re-advertise for the positions. Parks is also developing a more comprehensive training curriculum in line with CAPRA accreditation standards. Parks and Recreation is in the process of coordinating a quarterly meeting with all organizations responsible for beach enforcement. Water shore&Beach Advisory Committee Update(Inaudible) 1. The advisory committee is prepared to participate with parks and recreations quarterly meetings related to beach enforcement. The plastic bag ban is also a continuing item in discussion. Padre Island Area Development Plan Subcommittee 1. The Padre Island ADP open house was held Saturday with a light turn out. August 12'is the last date for public comments. On august 15"the ADP subcommittee is scheduled to meet and discuss bringing the final draft forward. Mr. Goldston also commended all volunteers for assisting with this endeavor. A motion was passed unanimously to thank all volunteers who have helped with this project. Action: 1. Plastic Bag Ban—Support of Ordinance 2. TIRZ 42 Sub-committee—To Meet 8.18.16 3.
