Mr.Rose reminded the committee that in the past the City Manager had attended ISAC meetings and requested an invitation be given to the current City Manager. Mr.Rose also asked that the PowerPoint presentations be posted online to better prepare the community for each meetings topics. 2. Mr.Algeo thanked ISAC,Jay Ellington and the Billish Park subcommittee group for their efforts in moving bond projects forward. He commented on the stickers that litter the park. Beach access road 3a had nearly a foot of water which presents a bad picture of the island for tourists. 3. A member of the Billish Park Subcommittee meeting with the POA presented numbers related to the development of Billish Park. 4. Mr. Goldston updated the committee about the upcoming presentation of the Draft Area Development Plan to the Planning Commission. City staff will notify ISAC and coordinate their member's attendance when the ADP draft is placed on the planning commission's agenda. Ongoing Business Agenda Item:A,B,C,D Updates by City Staff Presenter: E.Jay Ellington ACM Responses from October 1. Aquarius Signal Light: Both Developer and City have put forward 100%of project funding No permits have been issued for abutting land Solar powered flashing warning lights will be installed 1,500 ft before the Aquarius Signal Light(Existing pole at base of bridge) Active ISAC Items 1. Billish Park Subcommittee: Subcommittee meeting held to discuss Billish Park was held on October 25, 2016. ACM Ellington also attended the PIPOA meeting to discuss the design elements in the park,current uses,and current problems with executing the Bond improvements. 2. 6 Pack Subcommittee: Subcommittee meeting held to discuss the TIRZ 42 6 Pack projects was held on October 26,2016. Options for the existing projects were discussed. Once the project list is revised for cost,necessity and suitability the final document will be presented to both ISAC and the WBAC committee for approval. 3. Plastic Bag Ban—The Attorney General has filed suit against The City of Brownsville. Corpus Christi Ordinance currently on hold,pending Laredo appeal Island Engineering Updates 1. Traffic management studies—Traffic Demand Modeling Study is pending coordination with TxDOT for a more coordinated approach. The RFQ is out and open for bids. Regional Parkway Study. Anticipated completion winter 2016.The public outreach portion of this project has completed. Mobility & Access Management Study Approved by City Council on August 16". Consultants are currently conducting public outreach. 2. Commodores Drive "Left Hand" Turn Lane - Bid awarded to A Ortiz Construction and Paving Inc. 10.25.16, Construction is scheduled to begin after the holidays 3. Aquarius Signal Light- Completion is planned for November. Bryan Gulley asked if the developer is required to complete a portion of the project before receiving any city funds. The committee asked if warning lights will be installed on the causeway bridge. Solar powered flashing lights will be installed on the Advanced Warning System arm that is in place 1500 ft.ahead of the Aquarius signal light. Vice Chair referenced ISAC's original motion to support the Aquarius street light that included a different perspective on where the Advanced Warning system should be installed. The safety concern originally acknowledged by ISAC placed the advanced warning system before the J.F.K. Causeway bridge to warn drivers of the potential for stopped cars on the downward arch of the bridge. Sight distance is limited at the crest of the bridge and the Aquarius street light can cause stopped traffic on and before the bridge. A motion was made to recommend that the Aquarius signal light not be put into service until the safety concerns are resolved. • Motion to postpone the activation of the Aquarius Signal Light until the addition of an Advanced Warning system is installed before the upward crest of the J.F.K. Causeway Bridge for eastbound lanes of traffic approaching North Padre Island The motion was seconded and unanimously accepted 4. Park Road 22 Bridge—ACM Ellington was asked to address the City's decision to move forward with a bid for the bridge after discussions for a development agreement failed. The developer related to the discontinued development agreement was present at the meeting and participated in the discussion of this project moving forward in its current form. 5. Packery Channel Monitoring—This contract will be moving forward as annualized task orders,the first of which should be submitted to City Council before the end of 2016 6. Billish Park — The Billish Park subcommittee updated ISAC as to what was discussed during their meeting. The POA will continue to discuss overtaking park improvements with Parks&Recreation. 7. Beach Access Road 3a&2—Bidding is planned to begin within the next 30 days. Construction time is anticipated to last under 3 months as long as access road 2 is closed completely. Completion of the entire project is expected for late spring 2017 8. Beach Maintenance Facility - The City continues to work with Nueces County for adequate building accommodations.Current planning is focused on site at the corner of Beach Access Road 5 and Elliff Rd. Anticipate Architectural/Engineering design contract in place with LNV by the end of the year,with early concepts, phase planning, and costing already being finalized. Construction completion of Phase 1 anticipated by Spring 2018. 9. Beach Status—2 new beach enforcement officers were hired by the Parks&Recreation department. 10. Beach Enforcement is still hiring for the 2 vacant positions. An enforcement coordination meeting was held on September 291h 2016. Representation from each of the enforcement agencies was well received. A number of topics were discussed from the perspective of enforcing beach regulations at the highest level possible. Another meeting will be scheduled with the group before spring break 2017. Water shore&Beach Advisory Committee Update 1. A subcommittee of the WBAC met onsite at Packery Channel to develop ideas and recommendation for the 6 pack project lists. They are anticipating a public comment period to receive input from the community about recommended additions or changes to the 6 pack projects. Un Related Requests 1. Committee member Stan Hulse requested that an ex officio position be created in response to the proposal made by Keith McMullin ex-mayor of Port Aransas who offered himself as a willing advisor to ISAC. ISAC Chair asked that the City Legal department provide a summary of ISAC's ordinance and the process or ability to add an ex officio position at December's meeting. Action: 1. New Business Agenda Item:A Mobility&Access Management Study Presenter: Maldonado&Burkett Raymond Maldonado provided ISAC with a summary presentation of their study scope,expectations and deliverables for Traffic and Auto Access on North Padre Island. Average daily traffic volumes and high volume holiday traffic volumes for the island were shown along with design standards from both TxDOT and City Traffic Engineering. Both short range and long range solutions were presented. This study is expected to take roughly 12 months. ISAC will be updated to the status of findings and solutions at each monthly ISAC meeting. ACM Ellington reminded the committee that this presentation is part of the citizen input process and any perspectives, opinions and recommendations should be submitted to Maldonado Burkett. The City is happy to provide coordination of comments for this study to the consultants.
