Comments:
1. Mr. Algeo asked that the improvements to Billish Park be streamlined and accelerated so children have
somewhere to recreate. Beach access road 3a has been flooding which keeps beachgoers from accessing
the beach on the north side of the bollards. Mr. Algeo also suggested that the street light at Aquarius be
postponed until ground is broken on the east side of PR 22.
2. Mr.Pierce spoke about the 3600 acres of beach that was recently acquired by Nueces County. Mr.
Pierce showed pictures of people driving in the dunes,littering and shooting firearms. His focal concern
is that this area of beach is underserved by law enforcement.
3. John Purcell,an island resident expressed his concern for out of Towner's speeding over the PR22
Bridge and encountering stopped traffic caused by the new Aquarius street light.
4. Mrs.Jorgensen brought up speeding and illegal driving on Aquarius. She claims that her dog was hit by
a speeding car and her daughter has nearly been hit by speeders despite school bus stops and loading
zones.
5. Mr. Gollihar is in favor of the street light at Aquarius and PR22. He claims that the residents that live in
the area of Aquarius have serious problems accessing PR22 during the weekends because of traffic. He
feels that the light at Aquarius solves a number of safety issues particularly for residents of the Aquarius
neighborhood.

VI. New Business

Agenda Item: 1 Safety Signage on JFK Causeway Presenter: Jeff Edmonds,Director
of Engineering
Jeff Edmonds presented background for the newly constructed Aquarius street light,safety concerns and
engineering's solutions to problems the signal light could cause. Mr.Edmonds explained the technical capacity
of the signal light and the technological systems contained within it to monitor traffic and predict potential
problematic traffic. Engineering has evaluated the concern of speeding traffic encountering stopped traffic on the
east side of PR22. The signal light includes an Advanced Warning for End of Green System(AWEGS),a Radar
Advanced Detection System(RADS)and signage on the east side of the JFK Causeway bridge as well as an LED
signal indicator sign on the west side of JFK Causeway. Engineering suggests that because the signal needs
testing it should be activated as soon as possible. During high traffic events like spring break and 4'of July
Engineering use TxDOT's dynamic message sign near the red dot pier to warn drivers as well as temporarily
placing a trailer mounted LED board on the west side of the JFK Causeway. A few ISAC committee members
met with Mr.Edmonds at City Hall and discussed Engineering's recommendations for safety concerns and felt
that they were sufficient. Mr.Edmond's reiterated that this signal light will be demand driven and relies on its on
board system to dictate green,red and yellow times.

Agenda Item:2 Ex-Officio Appointments Presenter: Libby Edwards
Chairperson Libby Edwards addressed the committee about the status of ex officio positions currently seated on
ISAC and the two vacant seats. Both the planning commission and the Nueces County Water improvement
district 44 have not formally appointed anyone as ex officious for ISAC. The planning commission will more
than likely nominate Dan McGinn for their seat,Nueces County has not yet notified ISAC of who they will
nominate.

V. Ongoing Business

Active ISAC Items
1. 6 Pack Subcommittee: Meeting is to be scheduled during the 1st quarter of 2017
2. Plastic Bag Ban: City of Laredo filed a petition with the Supreme Court Early November.
The Attorney General has filed suit against The City of Brownsville, Corpus Christi Ordinance currently
on hold
3. North Padre Island Area Development Plan: Development Services has received the Draft Area
Development Plan Presentation of the Plan to the Planning Commission December 14th @ 5:30pm City

Island Engineering Updates
1. Mobility&Access Management Study: Evaluated and Adjusted growth factors for SH 361.Evaluated
future facility types to reflect future increases Currently gathering traffic data Preparing a schematic for
possible driveway consolidation Preparing a driveway design standard Preparing a proposed sidewalk
proposal Meeting scheduled with Development Services to discuss paper streets and new developments

2. Commodores Drive "Left Hand" Turn Lane - Bid awarded to A Ortiz Construction and Paving Inc.
10.25.16, Construction is currently underway
3. Aquarius Signal Light: Light will be operational by the first week of December
4. Packery Channel Monitoring -This contract is expected to go before city council in the form of Task
orders. Committee members asked for a report of how much the city has historically spent for monitoring
in the past. It was also revealed that TAMUCC subcontracts with an organization to complete the
monitoring. A subcommittee was created to research the historical spending on this contract and the
possibility of contracting directly with providers of this data. The subcommittee will provide their research
to ISAC at Januarys meeting for action.
5. Park Road 22 Bridge—Construction time is expected to take 1 year and should begin in March 2017.
6. Billish Park—PIPOA has received an updated agreement from the Parks & Recreation Department to
oversee the execution of Bond funded improvements to Billish Park. The City is waiting for the PIPOA
to authorize the agreement.
7. Beach Access Road 3a&2—Bids opened for Beach Access Road 3a on 11.30.16. Construction time is
anticipated to last under 3 months with the complete closure of access road 2. Completion is anticipated
for late spring 2017
8. Beach Maintenance Facility-The Architectural/Engineering preliminary design is being executed. The
City continues to work with Nueces County for adequate building accommodations. Current planning is
focused on site at the corner of Beach Access Road 5 and Elliff Road. Construction completion of Phase
1 anticipated by Spring 2018.
9. Beach Status—Beach enforcement follow up meeting has been scheduled.Discussions between the City
Executive Department and Corpus Christi Police Department continue regarding Beach Enforcement

Water shore&Beach Advisory Committee Update
1. A subcommittee of the WBAC met onsite at Packery Channel to develop ideas and recommendation for
the 6 pack project lists. Each of the recommendations made by the WBAC were presented to ISAC. They
are anticipating a public comment period to receive input from the community about recommended
additions or changes to the 6 pack projects.
