Comments: The motion allowing the ISAC Packery Channel Sub Committee to provide their recommendation
on behalf of the ISAC committee at the TIRZ42 meeting on 1.17.17 was not included in the minutes.
Action: Motion to approve minutes with the addition of the Motion referenced above was seconded and
unanimously accepted

Comments:
1. Mrs. Smith disapproves of boats going too fast in the residential canals of the island. She requested
stricter enforcement by the police department of no wake zones.

3. Mrs.Kempf spoke in favor of keeping the local fowl hunting ordinance. She is opposed to any
restrictions on hunters blanketed by the standing water fowl ordinance.

Active ISAC Items
1. 6 Pack Subcommittee: WBAC Recommendations have been submitted to the Engineering Department
for pricing and review
2. Packery Channel Monitoring Sub Committee: Bryan Gulley spoke on behalf of the subcommittee.
They subcommittee feels that although this service is vital it can be done cheaper.
1. Fire Hydrant Testing: Last Complete inspection by Utilities was conducted 3 years ago. The Fire
Department regularly inspects and operates all Hydrants in their zones annually. Visual & Operational
Testing Includes: Condition of Paint and State of Corrosion,Greasing all threads and the operating Nut&
Stem,Observing water flow/pressure while fully open,and Checking for leaks while closed
Island Engineering Updates
1. Mobility & Access Management Study: Received, reviewed and analyzed the complete 2016 traffic
volume data from permanent traffic counter on Park Road 22. Adjusted growth factors for PR 22 and SH
361 using the 2016 data. Developed cost estimates and drainage studies for adding multi-use pathways
along PR 22/SH 361 including:Adding pathways immediately adjacent to travel lanes(no grade or barrier
separation between high speed traffic and low speed traffic,Adding pathways both on/off State Highway
System by adding grade separations or barrier separations between main-lane traffic and multi-use
pathway, Met with Development Services concerning paper streets and new/proposed developments.
Prepared report of possible driveway consolidation showing each location and recommendations,
Preparing the write-up report for 60% submittal, Evaluating existing traffic signal timing and proposed
traffic signal locations,We are evaluating traffic signal coordination with added signalized intersections
2. Commodores Drive"Left Hand"Turn Lane—Project complete
3. Aquarius Signal Light: A new power pole and transformer have been set, but have not yet been
terminated to the new service pole which will provide power to the new signal cabinet. Traffic is trying
to assist in getting this service connected. Once power is provided, the contractor will troubleshoot the
traffic signals along with equipment vendor reps,which will take several days. Once all is working, the
contractor will stripe the new section of the roadway. Contractor will install the new advance led warning
signs that where requested by the Island residents next week but will have them covered to avoid any
confusion,until the traffic signals are in operation.Testing will begin this week.
4. Park Road 22 Bridge—Bid opening has been delayed until February 22nd. The Assistant City Manger
plans on returning to the TIRZ42&NPIDC boards for funding on February 21S`
5. Billish Park—The PIPOA sent an edited version of the agreement this week which is currently being
reviewing by the City Legal Department. We hope to have a final version next month.
6. Beach Access Road 3a & 2 — Limited Dune excavation completed last Friday. Dune Permits were
received yesterday, allowing construction to begin. Project baseline schedule has been requested from
contractor. Construction has substantial completion date prior to March 9,2017
7. Beach Maintenance Facility-A memo has been prepared for the City Manager to inform the New City
Council about this project and potential partnership with the County. The Architectural/Engineering
preliminary design is being executed. The City continues to work with Nueces County for adequate
building accommodations. Current planning is focused on site at the corner of Beach Access Road 5 and
Elliff Road. Construction completion of Phase 1 anticipated by Spring 2018
8. Beach Status—Preparing for Spring Break,meeting with other maintenance and enforcement agency for
planning efforts;lifeguards went through USLA training in conjunction with Port A.
9. Water shore&Beach Advisory Committee Update-Concerns about kite boarders were discussed. It
was found that the actions of the kite boarders is illegal and a number of complaints have been made that
involve kite boarders cutting in front of boaters.

VI. New Business
Agenda Item: Waterfowl Ordinance Presenter:
ISAC discussed the waterfowl ordinance as it is written. David Perry directly addressed individuals at the
meeting who are for or against the issue. Mr.Perry believes that this issue is not going away lightly. He made
arguments for and against recommending changes to the current ordinance. ISAC held a roll call vote to approve
a motion to create of a subcommittee to discuss this issue. The roll call vote failed to meet quorum in favor of
creating a subcommittee,the motion failed.
