Approval of Minutes from February 7,2017 Presenter: Libby Edwards Middleton Comments: Item 6 of New Business,the committee decided against forming a sub-committee to discuss the water fowl ordinance. Mrs.Kinkel is a 16 year resident of Padre Island and wanted to thank the committee for their efforts in moving the various engineering and construction projects that will benefit the community forward. Action:na City Staff/ISAC Action Items: Responsible Deadline Party 1. Kent NA NA NA V. Ongoing Business Agenda Item:A,B,C Updates by City Staff Presenter: E.Jay Ellington TIRZ#2 Recap 1. The TIRZ#2 committee was presented with the existing Six Pack items,Park Road 22 Bridge Project and the Packery Channel Monitoring program on 2.21.17 and 3.7.17. TIRZ #2 supported using $312k for purchasing solar powered restroom units,$100k to build showers and$l Ok to install donated Mobi-Mats from Nueces County. 2. Bryan Gulley spoke about the TIRZ#2 meeting specifically the item regarding the Packery Channel Monitoring Contract. Mr.Gulley reiterated the position that the City can save money by going directly to the individuals who are contracted to survey Packery Channel and analyzing their reports internally. ISAC convened a sub committee to review the historical expenditures for this service in their analysis of the pending contract from FYI 6/17. The committee's work was tedious and expeditious considering the lack of information available to them. The group collectively agreed that monitoring the Packery Channel is a necessary tool to accurately monitoring the channel,but can be done more cheaply. The group expressed this opinion to the TIRZ#2 board this month during public comment for the monitoring item which is currently listed as costing around $250,000 dollars. City Council has not authorized the monitoring contract yet,but is scheduled to hear it in the coming months. Island Engineering Updates 1. Mobility&Access Management Study: MBITS is working on Coordinating 2017 Spring break counts at signalized intersections on Padre Island to include the new signal at Aquarius Dr. They are Developing the 2026 and 2036 turning movement counts under various operational configurations including: Direct Connector, Partial Diamond Interchange, Full Diamond Interchange, Preparing the write-up report for 60% submittal. Preparing Passer and Synchro modeling of PR 22 and SH 361 proposed roadway improvements. 2. Aquarius Signal Light: The Aquarius light is substantially complete and operational. There have been no operational issues. The LED equipped advance warning signs were not the correct size and are in the process of being replaced. There are still some marking and signage issues that we are working through. We are working to get as much of that addressed as possible before spring break. 3. Park Road 22 Bridge—Draft project schedule now shows the bridge will begin construction in May 2017 and finish in September 2018 4. Billish Park—The Contract between the City and The PIPOA is being finalized. The PIPOA has sought bids for the project and will finish up the agreement once they've settled on a scope of work. The Parks Department is hoping to receive something next week. POA Representative said 3 Landscape designers are presenting their proposals to the POA this week. 5. Beach Access Road 3a & 2 — Beach Access Rd 3a is under construction. Activity will be suspended March 8-21 for Spring Break. Contractor will safe up site for 2-way traffic prior to suspending activity. 6. Beach Maintenance Facility- A memo has been prepared for the City Manger to inform the New City Council about this project and potential partnership with the County. The Architectural/Engineering preliminary design is being executed. The City continues to work with Nueces County for adequate building accommodations. Current planning is focused on site at the corner of Beach Access Road 5 and Elliff Road Construction completion of Phase 1 anticipated by Spring 2018. 7. Beach Status—Preparing for Spring Break,meeting with other maintenance and enforcement agency for planning efforts;lifeguards went through USLA training in conjunction with Port A. 8. Water shore & Beach Advisory Committee Update — The Watershore committee received a presentation on herbicides that the city are spraying in the right of way. They also received spring break preparation update. Parks crew are working hard to prepare the beaches and are in the process of negotiating a new Skidocan portapotty contract. New Business Agenda Item: Sea Shore Learning Center Presenter: Lisa Scheerer Seashore Learning Center is conducting their annual"Whoop it Up"fundraising event. Seashore learning center is a Public charter school that does not receive the same funding as the local ISD's. Currently, Seashore teaches Kindergarten through 81n grade. Children attending Seashore receive college preparation courses to be prepared for advanced placement classes when they move to high school. With financial assistance from the community Seashore learning center is hoping that they will be able to break ground on new facilities and continue to expand their enrollment numbers.
