Approval of Minutes from March 7,2017 Presenter: Libby Edwards Middleton Comments: Mr.Tate indicated that the minutes from March 71 lacked elaboration on Bryan Gulley's statements regarding the Packery Channel monitoring Subcommittee and their efforts. Consideration of Request for Excused Presenter: Libby Edwards Absences for Stan Hulse and David Perry Middleton from March 71n 2017 Comments: Action: a motion to excuse absences for the above referenced committee members was seconded and unanimously accepted. Lisa Scheerer commented on the recent backup of traffic on the JFK Causeway Bridge during springbreak. She was approaching the island with her children in the car when she was abruptly stopped by backed up traffic just over the crest of the bridge. She also indicated that the engineering department stated that the new light at Acquarius is not supposed to allow for this type of traffic backup according to its on board radar&software. 2. Carter Tate spoke about the ongoing issue with campers on the causeway. He is concerned that families are intimidated by the volume and repulsion of campers under the causeway bridge. Carter brought pictures of camping trailers,trash and camping RV's dumping their waste into the ocean. This is a safety concern and Mr.Tate would like the City to remedy this matter. Ongoing Business Agenda Item:A,B,C Updates by City Staff Presenter: E.Jay Ellington TIRZ#2 Recap • City Council tabled the TIRZ#2 Project and Financing plan on 3.28.17 pending more information. • TIRZ#2 Recommendations to City Council include the following funding amounts: $257,745 Packery Channel Monitoring Program; $4M PR22 Bridge; $312k Packery Restrooms; $100k Packery Showers; $1Ok Mobi Mats The committee was provided with the TIRZ#2 Project and Financing plan. The committee was explained that this "plan' has been presented to and approved by City Council in previous years. City Council is preparing to approve the 2017 amendments,the 2014 amendments have not been historically approved by City Council and Could require a full review beginning with the ISAC committee. City Council is scheduled to approve the project and financing plan this month. City staff will notify ISAC if their review of the document is needed moving forward. Island Engineering Updates • Mobility&Access Management Study: MBITS is working on the items below: Coordinating 2017 Spring break counts at signalized intersections on Padre Island to include the new signal at Aquarius Dr. Developed 2026 and 2036 turning movement counts under various operational configurations including: No Build; Direct Connector; Partial Diamond Interchange; Full Diamond Interchange. Preparing the write-up report for 60%submittal. Preparing Passer and Synchro modeling of PR 22 and SH 361 proposed roadway improvements. The group is tentatively scheduled to give a Presentation to ISAC in May • Packery Channel "Sig Pack" Engineering Projects: Solar Powered Restrooms - The agenda item is being prepared and should be in front of city council in April 11th&Passed on April 18th. Delivery will take 8 weeks. Packery Channel Showers—TIRZ#2 approved$100,000;Mobi Mats—TIRZ#2 approved $10,000. Parks&Recreation is in contact with Nueces County to receive the Mobi Mats they offered to provide.Park Road 22 Bridge—TIRZ#2 approved ISAC's supported$4 Million Dollars. • Billish Park—The PIPOA is in final stages of honing the scope of work to be included in the Interlocal Agreement for development of the park. We are supposed to receive their final edits to the document soon. • Beach Access Road 3a & 2 — Beach Access Rd 3a is under construction. Activity will be suspended March 8-21 for Spring Break. Contractor will safe up site for 2-way traffic prior to suspending activity. • Beach Maintenance Facility-A memo has been prepared for the City Manager to inform the New City Council about this project and potential partnership with the County. The Architectural/Engineering preliminary design is being executed. The City continues to work with Nueces County for adequate building accommodations. Current planning is focused on site at the corner of Beach Access Road 5 and Elliff Road Construction completion of Phase 1 anticipated by Spring 2018. A meeting with the County will be scheduled to discuss the interlocal agreement to allow for the construction of the facility at Padre Bali Park. • Beach Status—Spring Break was a Great Success:Beach Ops tried a 2 Way Traffic concept on the beach road from Newport Pass to JP Luby which was very beneficial to beach goers. 10,000 Trash bags were handed out to beach goers. Permit Sales During the 10 Days of Spring Break were FY16 $14k, FY17 $44k.Beach from Newport Pass to Marker 203 is under Nueces County Care. Life Guard Stands will be placed in May prior to Memorial Day. Beach Ops has Purchased 3 wheelchairs with Balloon Tires for rental. They are located at the Lifeguard Stands at Seawall, JP Luby and McGee Beach. Expect to see more Turtle Patrol Vehicles,its Turtle Season. • Water shore& Beach Advisory Committee Update—The committee hasn't met yet,but at their next meeting they will receive a report from Paulette Kluge about State HOT fund financial policy, ADA parking and access on North beach, and the city's agreement with the GLO to maintain the beach width in front of the sea wall. New Business Agenda Item: Lake Padre Development Presenter: Paul Shexnailder Paul Shexnailder is a private developer on the island who owns the land that is being developed on the East side of Park Road 22.He presented illustrations that were shown in the Island moon newspaper of the proposed development which has begun on the east side of PR22. The development will include a 220 room Hilton hotel, retail spaces,a marina,a Lou Lou's restaurant,maintained beach,townhouses and 90 new residential lots.
