Comments:
1. Carter Tate spoke to the general complaints he has heard related to the expansion of development on the
island. Carter is optimistic of the proposed developments and feels that the community concerns
regarding blowing sand,trash and construction blight shouldn't prevent or stall development on the
island. He asked that island residents focus on solutions to complaints as a group and further advance
fraternity between members of our community.
2. Heather Cooley responded to Carters comment. She feels that Carter is right that our community needs
to further fraternity,but she also did not make excuses for legitimate problems that some developers
have created. She also mentioned pending legal challenges levied on developers which have upset
residents.

V. Ongoing Business
Agenda Item:A,B,C Updates by City Staff Presenter: Keith Selman
Traffic Consultant Status
• Waiting on getting data from City Traffic Engineering for 2017 Spring break counts at signalized
intersections on Padre Island. Incorporating counts on Synchro from the Developed 2026 and 2036 turning
movement counts under various operational configurations including:No Build;Direct Connector;Partial
Diamond Interchange; Full Diamond; Interchange. Finalizing write-up report for 60% submittal should
be finished next week. Finalizing Passer and Synchro modeling of PR 22 and SH 361 proposed roadway
improvements. ISAC will receive a presentation when the project reaches 90%
Island Engineering Updates
• Packery Channel "Six Pack" Engineering Projects: Solar Powered Restrooms - The Portable
Restroom Trailers were approved by City Council and a Purchase Order has been requested.As soon as it
is processed,the order will go through to AMS Global.
• Billish Park—The agreement between the PIPOA and the City to allow the PIPOA to redesign the park,
construct$400,000 in improvements and assume$14,000 in annual maintenance of Billish Park has been
completed and will be presented to City Council for action in the coming weeks. May 10"and May 17th
@ 5:30 community input will be
• Beach Access Road 3a&2—Beach Access Rd 3a construction has been completed and is going through
close out. Beach Access Rd 2 construction is expected to begin this fall.
• Beach Maintenance Facility - A meeting with the County will be scheduled to discuss the interlocal
agreement to allow for the construction of the facility at Padre Bali Park.
• Beach Status—The contract for Skid-O-Kan is now in effect which means 10 ADA cans and 10 Regular
cans on our Gulf Beaches through the summer season. We have completed 2 portable restroom enclosures
on the north side of Packery Channel.Material is being ordered for more enclosures. We are experiencing
small amounts of Sargassum/Seaweed being washed up along the coast line for an extended period of
time. As it dies,we are cleaning it up. It may not look that way because as it is being removed from the
sand more is washing ashore.But we are staying on top of it. We get a lot of questions about seaweed so
we are developing signage about Sargassum/Seaweed to explain to our beach patrons the good qualities
of the seaweed and why it has to stay on the beach for a period of time. Life Guard stands will be getting
placed on the beaches from May 15-24,in preparation for the kick-off of the summer season and Memorial
Day weekend.
• Water shore& Beach Advisory Committee Update—The committee hasn't met yet,but at their next
meeting they will discuss ADA parking and access at Packery. Also to be discussed is Sargasm and the
agreement between the City and GLO regarding bollards along the beach.

VI. New Business
Agenda Item: ISAC TIRZ42 Sub Committee Presenter: Libby Edwards
The ISAC sub committee reviewed revised numbers for the packery channel improvements including restrooms
and shower installation. TIRZ42 project plan was also reviewed,the committee needs an updated copy of the
plan. The group also discussed the current use and funding for a Marine Patrol Boat operated by the Parks and
Recreation Department and funded by TIRZ42 dollars. The subcommittee would like to review the patrol boat in
greater detail,the City will work with them to provide information. The subcommittee also reviewed the
TIRZ42 Project Plan administrative allocation charge that was recently removed. The group is still unclear if
TIRZ43 includes a similar administrative allocation.
