Carter Tate spoke to the general complaints he has heard related to the expansion of development on the island. Carter is optimistic of the proposed developments and feels that the community concerns regarding blowing sand,trash and construction blight shouldn't prevent or stall development on the island. He asked that island residents focus on solutions to complaints as a group and further advance fraternity between members of our community. 2. Heather Cooley responded to Carters comment. She feels that Carter is right that our community needs to further fraternity,but she also did not make excuses for legitimate problems that some developers have created. She also mentioned pending legal challenges levied on developers which have upset residents. Action:na City Staff/ISAC Action Items: Responsible Deadline Party Y 1. Kent NA NA NA V. Ongoing Business Agenda Item:A,B,C Updates by City Staff Presenter: Keith Selman New Ex-officio • Keith McMullin has been elected as the ex-officio over the Nueces County water controld district 44. He comes to ISAC with over a decade of experience in local government as the ex mayor of Port Aransas. Assistant City Managers Updates • TIRZ#2 Administrative Allocation Action to Support Adding the Following Amendment"Zone funds will compensate for the costs of ongoing administration of the Zone, including but not limited to accounting, legal services, consulting services, document production and maintenance, and other administrative costs." Brvan Gullev asked if the Citv provides funding for the TIRZ#3 board. Motion to support including the administrative allocation to the TIRZ#2 project plan was seconded and unanimously accepted. • Shoaling Notice to Mariners At the advice of the Conrad Blucher Institute a Press Release was issued to warn boaters of Shoaling at the mouth of Packery Channel. The US Coast Guard will analyze the conditions of Packery Channel and issue a formal "Notice to Mariners". • Blowing Sand Complaints 32 Active Cases Filed by the City of Corpus Christi Due to Pending Litigation City Officials were advised not to comment on this matter. Island Engineering Updates • Packery Channel"Six Pack"Engineering Projects • Solar Powered Restrooms The have been ordered Anticipated arrival, Oct]7. • Showers Engineering is doing their part on the water lines from the main feed to the beach location where the showers will be located • Mobi-Mats Specifications have been requested for the Vehicle Access Decking. Once received then suppliers will be contacted for bids. • Packery Monitoring US Coast Guard is analyzing the channel for navigability issues related to increased shoaling. No hires have been made at this point to operate the Packery Channel boat. • Billish Park City Council Approved this Agreement on June 13, 2017, The agreement between the PIPOA and the City allows the PIPOA to redesign the park, construct 5400,000 in improvements and assume 514,000 in annual maintenance ofBillish Parr • General Beach Status Update The City beaches are in very good shape,and all have great driving lanes. Trash is being picked up daily.We've been having issues with people leaving canopies over night in front of the seawall which has prevented Beach Operations staff from being able to grade the beach in that location.Due to"No Camping"anywhere in front of the seawall,the staff have been instructed to remove canopies that have been left on the beach, in front of the seawall only, so they can complete their operational tasks. • Hurricane Preparedness&Dune Management Russel Armstrong,Superintended of Beach Operations briefly spoke about the efforts parks and recreation are taking to monitor the beaches and dunes in preparation of hurricane season.All dunes adjacent to the City Beaches are in good shape and healthy with a lot of growth to stabilize the dunes in the event of severe weather. Our Beach & Park Enforcement Officers monitor the dunes daily to ensure that no vehicles are beyond the toe of the dune line. 9.23.17 annual cast event for children with disabilities at Packery Channel. Volunteers needed to sponsor the kids who will attend. This year parks is expecting more than 50 children. • Water shore&Beach Advisory Committee Update—no new updates City Staff/ISAC Action Items: Responsible Party Deadline NA VI. New Business Agenda Item: ISAC TIRZ42 Sub Committee Presenter: Libby Edwards The ISAC TIRZ42 sub committee met with J.J.Hart to discuss getting TIRZ42 funds into an interest bearing account. JJ has been working with the City finance department to ensure funds are providing the highest interest available. The group also discussed the marina patrol boat expenditure and uncompleted six pack engineering projects. The city asked the committee to continue reviewing exiting capital projects and to also start thinking of new capital projects that could be funded by TIRZ42 in the future. The sub committee is scheduled to meet again before next months meeting. Action:NA City Staff/ISAC Action Items: Responsible Deadline Party Agenda Item: ISAC Packery Channel Sub Presenter: Libby Edwards Committee The ISAC packer channel subcommittee went through packer channel with Jerry Watkins to see the issues related to packer shoaling first hand. The group discussed the history of packer channel and ongoing concerns from the community. They mentioned previous dredging and areas near the mouth of the channel that doesn't appear to have been dredged adequately. The group is very concerned with the depth of packery channel and the danger large vessels have while navigating the channel. This concern is even more legitimate when considering island development and increasing incoming residents with larger boats. The group would like to see the upcoming shoaling reports and will reach out to the Conrad Blucher Inst for future updates. The city has initiated a US Coast Guard investigation of the channel. The US Coast Guard will issue a formal notice to mariners if their investigation deems it necessary.
