LANDMARK COMMISSION MEETING

The meeting was called to order at 4:30 p.m. by Dr. James Klein, Chairman. The roll was called
and a quorum was declared. Dr. Klein expressed thanks to commissioners in attendance since it had
been several months the commission met because of not having a quorum.

DISCUSSION ITEMS:

July 15.2014. Effective July 21, 2014:
Ms. Commons asked how will the new ordinance affect which members would be retained and
which ones would be realigned. Dr. Klein stated that the commission had previously discussed how the
Ile realignment would be handled since several members would be terming out.

Miguel SaIdaAa, Staff Liaison, addressed the commission. Mr. SaidaAa provided a brief overview
of the newly adopted ordinance that realigned the membership of the commission. Mr. Saldaha stated
the new ordinance decreased the membership from fifteen (1 ) to eleven (11) and the quorum from nine
(9) to six(6). Mr. SaldaAa continued the required competencies were also realigned to two(2) historians,
two (2) history teachers were removed, one (1) licensed real estate person, one (1) registered architect,
one (1) structural or civil engineer, one (1) title searcher or land surveyor and five (5) regular members.
Mr. Saldaria stated at present, the commission has ten (1 0) members, and as soon as possible, the
competency of an engineer will be appointed since there is a person who is interested in being appointed
and was also a former member of the commission. Dr. Klein requested Staff to notify i Secretary staff
that the commission recommended appof nt of the applicant that would fill the competency f
engineer.
Mr. Saldaha stated that even though several members currently serving are ineligible for
reappointment due to term limits, they will continue to serve until after the November election when
reappointments/new appointments will be made. Mr. Saldaria explained that due to State Law, City
Council can take no official actions until after the November election and the new council is seated; which
means the first official meeting with new members would be possibly in December.

Stat s Report pD Mpoating the Bound Volumes of the Landmark Commission: Dr. Klein stated
that a number of commissioners had'independently reviewed some of the bound binders, and as part of
the review, the property addresses were goggled to verify if they were still on site. Dr. Klein continued the
binders have not been updated in twenty years and most likely a lot of the structures have been
demolished or in such disrepair that to repair them would too costly. Dr. Klein stated out of the thirty
binders, seven or eight have been reviewed and, at this point, he was not sure if the binders were still at
City Hall or have been moved to another location. Mr. Saldaha stated he would confirm if the binders are
still at City Hall or have been moved to Development Services and report back at the August meeting.

of Boftli-- cili Dr. Klein stated several months ago he received an email with an
attached photograph from Anthony Gavlik, a former member of the Landmark Commission. Dr. Klein
continued the photograph was of the RC Cola Bottling facility and Mr. Gavlik thought it was an interesting
building and possibly had some historical signifi cance. Dr. Klein stated the building is located at 1625
South Alameda and is the current location of McInturf s Custom Glasshaus. Dr. Klein stated according to
Ms. McInturf, property owner, the building was built in the early 1930s and she felt it would be a good
candidate to be included on the Landmark Commission's "Potential Landmark Designation Listing." Ms.
McInturf indicated she would like more information about the process and what would be involved and
how much time would be involved.
Mr. Olson stated he was very familiar with the property because his family owned the vacant
corner lot next to the property. Mr. Olson continued that the building is definitely art deco; which was
added to the original building. The art deco adds a great distinctive flair to the building. Mr. Olson

continued he was in favor of designating the building because it was first mechanical bottling plant in the
III' city.
Dr. Robbins asked if the property was possibly on the 1930 Sanborn Map and Mr. Olson stated in
the 1930s, there was very little at that location, so the property probably was not included on the map.
After continued discussion, Dr. Klein stated if the owner was really interested in having the building listed,
he suggested inviting the owner to the August or September meeting and commissioners concurred.
Discussion ensued regarding if it would be worth the effort to designate the property if the original building
had been altered and Mr. Olson stated even if the building had been altered, it would still be significant
since it was the first bottling plant in the city.
Dr, Klein requested staff to provide information as to the process to the owner to see if she was
really interested in pursuing the designation for the property; and based on her response, the commission
can extend the invitation to either the August or September meeting.
A Dr. Robbins informed commissioners about an upcoming workshop hosted by the Nueces County
Historical Commission and sponsored by the Texas Historical Commission (THC). THC will conduct an
"oral history workshop" sometime in October at the Del Mar for Economic Development Center off of
Kostoryz Road. The workshop will be opened to the public at no charge. Dr. Robbins stated he did not
have the definite date, but he should have more definite information by the August meeting. Dr. Robbins
