LANDMARK COMMISSION MEETING

III. Approval of Minutes: July 25, 2019 Meeting
• Motion to approve made by Randy Dees; seconded by Craig Thompson. Motion
passed unanimously.
IV. Discussion and Possible Action:
Furman Avenue Historic District: Andrew Dimas made an informational
presentation about the Furman Avenue neighborhood, and a proposed timeline
for designation with an emphasis on community involvement and finding a
"champion" from neighborhoods being considered for designation. There was a
question if the City's previous Historic Preservation Plan (1996) was rendered
moot by the recent adoption of Plan CC.
Craig Thompson made a motion for the creation of a Historic Preservation Plan
Committee; motion was seconded by Christin Robbins. Motion passed
unanimously. Volunteers for the committee are: Craig Thompson, Jillian Becquet,
Christine Robbins and Kathleen de la Garza.
Centre Theater Walkthrough: Andrew Dimas presented to the Commission
photos of the Centre Theater and attached buildings taken during a Development
Services walkthrough of the properties in relation to a Certificate of
Appropriateness for Demolition presented at the July 25, 2019 meeting of the
Landmark Commission. Commissioners discussed the possibility of requiring a
structural analysis as part of the Certificate of Appropriateness application.
UDC Text Amendment — Certificate of Appropriateness Applicability: Andrew
Dimas presented to the Commission an overview of the proposed text
amendment, which would allow the interior of an historic building to be
changed/remodeled on the inside without following the Secretary of State
Guidelines while keeping the exterior intact. Motion to recommend adoption of
the text amendment was made by Ira Freeman; seconded by Christine Robbins.
Motion passed unanimously.
V. Items to be scheduled on the next agenda:
• Craig Thompson requested information about plans for the old Memorial Hospital
building.
• Randy Dees requested an update on Voices of South Texas and the Old
Bayview Cemetery.
VI. Director's Report: Nina Nixon -Mendez reported on her attendance of CLG training held
in Seguin, TX on July 16, 2019. The Texas Historical Commission (THC) conducted
training covering the legal basics of preservation, the Secretary of State's Guidelines,
establishing Historic Preservation Plans and a community-based approach to identifying
historic resources, and tips for public outreach. Nina reminded commissioners that THC
requires at least one Landmark Commissioner attend CLG training.
Ms. Nixon -Mendez announced a new Director of Development Services is slated to
begin on September 16, 2019, and a new Assistant Director, Michael Dice, will begin on
August 26, 2019 and she will be assuming the role of Assistant Director after Mr.
Raymond starts. Commissioners expressed their appreciation for Ms. Nixon-Mendez's
service to the commission and requested information on whom to contact to request she
stay in her role as the City's Historic Preservation Officer.
