LANDMARK COMMISSION MEETING

Ms. Bunny Tinker, Acting Chairman, called the meeting to order at 4:35 p.m. The roll was
called and a quorum was not present.
ACTION ITEM:
"HC" - Historical Cultural Application for former Temple Beth EI Synagogue located at 1315
Craig Street: Item will be approved at the September 26, 2002 regularly scheduled meeting.
DISCUSSION ITEM:
Update on Sesquicentennial Activities: Ms. Faryce Goode -Macon, Staff Liaison, gave an
update on the upcoming planned activities for the Sesquicentennial celebration. Ms. Macon
stated that the City has proceeded on In scheduling celebration activities. The activities Will
begin on Friday, September 7 and conclude on Monday, September 9, 2002 with a city
vehicle parade. Ms. Macon continued that Invitations would be sent to the various city
boards to attend a reception at the Museum. There are different activities scheduled
throughout the weekend. On Saturday and Sunday, the Folk Life Heritage Festival will be
held In Heritage Park and on Monday, a parade of city vehicles will start from the Memorial
Coliseum area and travel Up the bluff ending at City Hall. The City Council meeting has been
rescheduled for Monday afternoon and excerpts from official historical council minutes will
be read.
Ms. Tinker gave an update on the time capsule. Ms. Tinker stated that items were still being
accepted to place Inside the capsule. Ms. Tinker continued that the Sesquicentennial
Committee received and accepted the Items suggested by commission members for
placement in the capsule. Ms. Tinker stated that the Caller Times agreed to set up a link to
their website for Citizens to access s0 their Ideas could be submitted on-line. MS. Tinker
continued that the capsule would be made of a 24" polyurethane pipe material. City staff
will have a company from Houston, Texas with a special machine to seal the capsule. The

capsule will be 4.1/2 feet In length. The Items will be placed in the capsule In the council
chambers during a special ceremony after which It would be taken and sealed on the yard
of City Hall. Ms. Tinker requested that donated Items t0 be placed in the capsule not be
larger than a loaf of bread.
Ms. Macon added that staff has begun building the base for the anchor to be placed on.
The Port Authority donated the anchor to the city In honor of the 150tl1 year celebration.
Ms. Tinker stated she talked with Mr. Reding regarding pursing "HC" designation on his
properties. Ms. Tinker continued that Mr. Reding owns two properties on Furman Avenue.
Ms. Tinker stated With Mr. Reding's two application submittals, there would be a total of
four properties on Furman Avenue applying for a "HC" designation. Ms. Macon stated that If
the applications are Submitted, they might be scheduled for action by the Landmark
Commission at the September meeting. Ms. Macon continued that the Landmark
Commission also had to approve the "HC" application submittal for the Old Temple Beth EI
Synagogue presented at the July meeting.
Dr. Moore asked If the Landmark Commission would be providing input on the video
production and Ms. Macon answered the commission would have review and Input after the
tlmft of the script was ready.
Mr. Maralst asked if It was true that all of the "HC" classifications affected the interior of a
structure and Ms. Tinker answered that the intent was that one of the classifications covers
the interior of a structure. Mr. Maralst went on to say that he had visited with Mr. Smith,
who lives on Furman Avenue, about applying for a 'HC" designation for his property. Mr.
Maralst continued Mr. Smith was concerned about the "HC" tlesignatlon being too restrictive
because he wanted to replace the pine flooring in his kitchen. Ms. Macon stated to Mr.
Maralst that she would recommend that Mr. Smith consider the "HC -F" designation, which
would be for the facade only of the house. Ms. Macon continued that Reverend Spears did
emphasize that they did not want a "HC" designation that would place restrictions over the
Interior of the church. Ms. Macon stated she felt the application would be ready for the
commission's approval at the next meeting.
Ms. Tinker asked for an update on the Gold Star Court and Ms. Macon answered that the
situation was still under staff review. Mr. Phillips asked what could be done and Ms. Macon
answered staff was still trying to find a workable solution. Ms. Tinker stated she would like
for staff t0 be at the next meeting to discuss the Gold Star Court project. Ms. Macon stated
she would check with Mr. Whitworth to see if he was able available to attend the September
meeting to give an update on the status Of the project.
