HomeMy WebLinkAboutMinutes Landmark Commission - 11/14/2002 fJ MINUTES LANDMARK COMMISSION MEETING SIXTH FLOOR CONFERENCE ROOM NOVEMBER 14, 2002 MEMBERS PRESENT: Ms. Deborah Douglas, Chairman Ms. Sharon Brower Mr. Michael Cleary Mr. Myron Grossman Mr. Kevin Maraist Mr. Elmon Phillips Mr. Tom Stewart Ms. Bunny Tinker MEMBERS ABSENT: Ms. Susan Abarca (Excused) Mr. Alan Belcher, Vice Chairman (Excused) Dr. Thomas Kreneck (Excused) Ms. Grandis Lenken (Excused) Dr. Richard Moore (Excused) Mr. Alan Wahlers (Excused) Ms. Deborah Douglas, Chairman, called the meeting to order at 4:45 p.m. The roll was called and a quorum was declared. ACTION ITEMS: Approval of Minutes for July 25, 2002 Meeting_ The minutes for the July 25, 2002 meeting were approved as distributed. "HC" - Historical-Cultural Application for Temple Beth EI Synagogue located at 1315 Craig Street: Ms. Macon stated this item was scheduled as an action item for the August 22, September 26, and October 24, 2002 meetings, but a quorum was not present at the first two meetings, and the October meeting was canceled due to severe weather conditions. At the August meeting, the commission recommended to Reverend Danny Spears that the church apply for the "HC-1" designation instead of the "HC-III," which would include the exterior, interior, and the grounds of the structure. Reverend Spears stated at the meeting that he could not make that decision without the Board of Director's approval. Ms. Macon stated after the August meeting, Reverend Spears called her stating the board and congregation approved applying for the "HC-1" designation rather than the one originally requested. Ms. Macon continued that the commission had previously reviewed the application and now the item is ready to be approved. After a brief discussion, the following action was taken: SCANNED Rendmark Commission Meeting 41110 November 14, 2002 Page 2 IT WAS MOVED BY MS. TINKER AND SECONDED BY MR. PHILLIPS THAT THE LANDMARK COMMISSION APPROVES THE ZONING APPLICATION SUBMITTED BY THE METROPOLITAN COMMUNITY CHURCH REQUESTING A "HC-I" DESIGNATION OVERLAY FOR THE BUILDING, FORMERELY THE OLD TEMPLE BETH EL SYNGAGOGUE LOCATED AT 1315 CRAIG STREET. MOTION PASSED. "HC" - Historical-Cultural Application for South Bluff United Methodist Church - 1329 Seventh Street: Ms. Macon stated this application was scheduled as an agenda item for the September 25 and October 24, 2002 meetings. The original application submitted also requested the "HC-III" designation, but the request has been changed to the "HC-I" designation. Pastor and Mrs. Edwards attended the September meeting to provide additional information and answer questions. There being no further comments or questions, the following action was taken: IT WAS MOVED BY MR. STEWART AND SECONDED BY MR. PHILLIPS THAT THE LANDMARK COMMISSION APPROVE THE ZONING APPLICATION SUBMITTED BY THE SOUTH BLUFF UNITED METHODIST CHURCH REQUESTING A "HC-I" DESIGNATION OVERLAY FOR THE BUILDING LOCATED AT 1329 SEVENTH STREET. MOTION PASSED. "I-1C" - Historical-Cultural Application for Oak Park United Methodist Church - 878 Oak Park Avenue: Ms. Macon stated that Reverend Edward Garcia is pastor for both South Bluff United Methodist and Oak Park United Methodist Churches. The board approved submittal of a zoning application requesting "HC-I" designation overlay for this structure as well. The church was built in September 1939 according to the City's historical archives. Ms. Tinker added that portions of the church were built in 1945 and, at one time, Oak Park was considered one of the premier subdivisions in the city. Ms. Tinker continued that having three "HC" applications submitted at the same time was really exciting and a good thing. There being no further comments or discussion, the following action was taken: IT WAS MOVED BY MR. PHILLIPS AND SECONDED BY MR. GROSSMAN THAT THE LANDMARK COMMISSION APPROVE THE ZONING APPLICATION SUBMITTED BY THE OAK PARK UNITED METHODIST CHURCH REQUESTING A "HC-I" DESIGNATION OVERLAY FOR THE BUILDING LOCATED AT 838 OAK PARK AVENUE. MOTION PASSED. Quadrant Production Video Script: Mr. Grossman stated that at a first review of the script, it looked relatively accurate. At the first committee meeting, there were a number of facts that had to be fleshed out. Mr. Grossman continued that between the first and second meetings and different individuals reviewing the script, the committee was satisfied with the final proposal with the noted revisions. Ms. Tinker stated that the script concentrated on three major characters: General Kinney, founder of the city, Roy Miller, and Hector P. Garcia. Ms. Tinker continued that it should be clear that the post was an actual gift to the city. Ms. Tinker stated that handmark Commission Meeting 40 11110 November 14, 2002 • Page 3 initially when the Commission was considering working with the Forest Glen Production Company, the video was to be used also by the Tourist Bureau as well as the school districts. Ms. Tinker continued that the current script proposal is aimed strictly at third, fourth, and fifth graders. Mr. Stewart commented that he thought the original concept for the video was to be for the general public and not just the school districts. Ms. Brower, also a member of the video committee, stated she found the script boring. Ms. Brower suggested that the script might be more fun if the setting could begin with the kids on a field trip rather than for them to already be seated in the classroom. After they enter the classroom, the script could call them for the characters to be in period dressing. Ms. Tinker stated she spoke with Laura Bryant with the Harbor Playhouse about the possibility of using some of their costumes and Ms. Bryant stated the playhouse did have clothes that could be used for the script. Ms. Tinker stated she thought it would be a great idea because all three are linked -- the Museum, Harbor Playhouse and the Landmark Commission. Ms. Brower stated also the script needed to more specific in details regarding the events and characters depicted in telling the story to the kids. The script ended up being very broad and general In its statements and details were not specific. Ms. Brower suggested that the video be filmed at the Old San Patricio School or in a classroom at the museum. After all discussion and comments concluded, the following action was taken: IT WAS MOVED BY MR. PHILLIPS AND SECONDED BY MS. BROWER THAT THE LANDMARK COMMISSION ACCEPT THE SCRIPT, SUBMITTED BY QUADRANT PRODUCTIONS, WITH THE NOTED REVISIONS BY SESQUICENTENNIAL VIDEO COMMITTEE, AND SUBMIT THE FINAL SCRIPT PROPOSAL TO QUADRANT PRODUCTIONS. MOTION PASSED. After the motion passed, Ms. Tinker asked if commission members would be able to preview the video before it was completed and Ms. Macon answered that the script approved by the Landmark Commission would be given to Quadrant Productions and there would be no further revisions. DISCUSSION ITEMS: Ms. Macon stated that both the November and December regular meetings are canceled. Today's meeting will be the meeting for November. Mr. Groomsman asked what was the status of the marker for the Gold Star Memorial Court because he passed by the bluff area and the monument had not been laid down as agreed. Ms. Macon stated she would check with Mr. Whitworth and see what is happening on the project. Mr. Grossman stated he would like to see the old cotton gin located behind the old Curry's Nursery building designated as a historical landmark. It was disclosed that Ms. Tinker's grandfather was one of the original owners of the old cotton gin. Ms. Tinker stated she found a license for the gin that was dated 1928. In those days, the gin was made of concrete because fires were prevalent with cotton lint. Mr. Grossman asked how he could • ''hndmark Commission Meeting 4 • November 14, 2002 Page 4 find the name of the current owner of the gin and the address of the site. Mr. Grossman continued that hopefully by the next meeting in January, he would have more information regarding the gin. Currently, BFI Company is storing its small trash bins at the site. Ms. Tinker stated that the Centennial House Is re-opening after an extensive restoration. Ms. Tinker extended an invitation for commissioners to attend the reception scheduled for Friday evening, December 6, 2002 starting at 5:30 p.m. Admission tickets for the preview gala are available for $2.00. Raffle tickets are also being sold for $1.00. For members and invited guests the cost for the evening is $20.00.
