LANDMARK COMMISSION MEETING

Ms. Deborah Douglas, Acting Chairman, called the meeting to order at 4:40 p.m. The
roll was called and a quorum was not declared.
ACTION ITEMS:
Approval of Minutes for February 27, March 27, and April 24, 2003 Meetings: The
minutes will be approved at the next regular meeting of June 26, 2003. No action was
taken.
Nominating Committee's Recommendation for Slate of Offices for 2003: The
Nominating Committee's recommendation will be presented to the full commission at the
June 26, 2003 regular meeting. No action was taken.
DISCUSSION ITEMS:
Second Preview of the Historical Video Production: Ms. Faryce Goode-Macon, Staff
Liaison, addressed commission members present. Ms. Macon stated after commission
members reviewed the video at the April 24, 2003 meeting, several minor changes were
recommended for the production team to consider for incorporation into the final
production. Ms. Macon continued that those minor changes were made and the credits
have been added. Ms. Macon stated to commissioners who were absent from the last
meeting, that it was the overall consensus of commissioners present that the video was

very good and the production team did a great job. At this point in the meeting, the
video was shown.
After the video was shown, comments were made. Favorable comments were received
from commissioners who had not seen the video for the first time. Ms. Macon stated
that Rick Stryker, Director of the Museum of Science and History, viewed the video and
was very pleased with the finished product.
A question was asked regarding if copies of the video would be available for sell and Ms.
Macon answered that because of the cost, only a few copies of the video would be
made available. Other videos would have to be made when funding became available
and monies were not included in the grant for mass production. A copy of the video will
be provided to the school district and Dr. Brower will be contacted in assisting in the
distribution to the school district. A copy of the video will be retained at the Museum, in
Planning, and a copy will be submitted to the Texas Historical Commission. Additionally,
Museum staff will be working with a group of educators with CCISD in preparing the
workbook for the video.
Mr. Phillips stated he was glad that the video reflected the correct date of Dr. Hector P.
Garcia's death. Ms. Macon stated staff would be submitting the final report to the Texas
Historical Commission by the end of August. Final payment has already been processed
to Quadrant Productions.
Ms. linker informed commission members about an upcoming conference entitled "How
to Teach History." The conference will be sponsored by one of the state wide historical
entities. Ms. Tinker continued that she accepted the "Mary Moody Northern Award" on
behalf of the Corpus Christi Heritage Society for the renovation project of the Centennial
House. The awards presentation was held in Austin, Texas and sponsored by the Texas
Preservation Group.
Ms. Macon informed commissioners about the article that was written about the City of
Corpus Christi in the Texas Historical Commission publication "Medallion." Ms. Macon
continued she would like to obtain several copies of the publication to place along with
the historical video in the Landmark Commission's files.
Ms. Tinker asked what was the status of the "potential landmark" designation for
property located at 1008 Furman and Ms. Macon answered that the designation was
approved by the Planning Commission. Ms. Macon continued that all of the properties
have been approved and the owners have received their plaques. Ms. Macon went on
to say that she has spoken to four property owners who are interested in obtaining the
"HC" designation for their properties. The applications will be presented at the June
meeting if all the information has been received by the deadline. Ms. Macon continued
that she is very excited that the Landmark Commission has acquired a total of four (4)
new "HC" designations, in addition to the "potential landmark" designations, with the
possibility of adding four additional ones.

Ms. Tinker stated she felt the City Council needed to generate some enthusiasm and PR
for the Landmark Commission's preservation efforts. Ms. Tinker continued that when
Council approved the four "HC" applications and potential landmark applications, the
media interviewed both she and Deborah Douglas, but neither interview was aired. Ms.
Tinker went on to say that as hard as the Landmark Commission has worked since 1976
in trying to preserve the city's historical resources, and in this year alone, adding four
additional "I-IC" properties and two"potential landmark" properties, should warrant some
positive media coverage.
Ms. Tinker stated that in the May 2003 issue of the "Preservation Texas Reporter,"there
was an article regarding state funding for renovation of county courthouses and she was
really concerned about the continued funding of the courthouse. Ms. Tinker continued
that State Representative Mary Helen Berlanga came on board and thought they would
only get $10M for the renovation program for county courthouses and actually received
$45M for the program. Ms. Tinker continued that while she was in Austin, she had an
opportunity to visit with one of the congressmen about heritage tourism; which was very
interesting. Ms. Tinker stated that as a result of that discussion, she discovered that
heritage tourism:
• Generated more than $1.4 billion in the state of Texas and supported
approximately 41,000 jobs;
• Historical designations increased property values by approximately 20
percent; and
• Increase in revenue because of incentive programs offered by state and
local governments.
Ms. Macon asked if any of the commissioners had any updates of legislative information
on tax credits for residential housing and it was answered that no new information was
known. Such tax credits were still available for commercial properties only.
Ms. Tinker asked why couldn't city officials be requested to designate certain areas for
bond monies that are passed. Ms. Tinker referenced the housing development proposed
for construction off of Everhart Road and Lamont Street. Ms. Tinker asked how were
the monies obtained for that development and Ms. Macon answered that Mr. Richard
Franco, Director of the Housing Authority, secured the monies for that project from
HUD. Ms. Macon continued that the project referenced was actually a zoning case and
the applicant requested a change of zoning to allow construction of an apartment
complex for low-to-moderate income residents, but the homeowners in that area were
in opposition to the zoning change. Ms. Macon continued that the Housing Authority
changed the plan to build single-family homes instead of apartments since the zoning
was already in place for single-family homes. Ms. Tinker suggested that Mr. Franco be
invited to speak to the Landmark Commission regarding federal funding and Ms. Macon
stated that a member from the Landmark Commission should make an appointment to
talk with Mr. Franco regarding federal funding.
