ACTION ITEM(S): Approval of Minutes for February 27. March 27. April 24. May 24. and June 26. 2003 Minutes: The minutes were approved as distributed. Nominatina Committee's Recommendation for Slate of Officers for 2003: Ms. Bunny Tinker,Chairman of the Nominating Committee, addressed the commission. Ms. Tinker stated that Ms. Grandis Lenken and Dr. Richard Moore served as members on the Nominating Committee. Ms.Tinker continued that the committee is recommending that Myron Grossman and Kevin Maraist serve as the 2003 Chairman and Vice Chairman, respectively. Ms. Tinker stated that she had spoken with both nominees and they were willing to serve. After a brief discussion, the Landmark Commission accepted and approved the Nominating Committee's recommendation for the 2003 officers. Ms. Macon stated that before the Landmark Commission began its discussion regarding the zoning applications submitted on the six properties, she wanted to share brief background information. Ms. Macon continued that Mr. Glen Peterson is the owner of the six properties that the zoning applications are submitted for. Mr. Peterson is interested in pursing the "HC"-1" designation for the entire exterior of the structures. Ms. Macon stated that four of the properties are located on Clifford Street, one on Ocean Drive, and one in the downtown area on Peoples Street. The properties are listed on the Landmark Commission's site survey and they satisfy the qualifications for"HC"designations. Ms. Macon continued that Mr. Peterson is at today's meeting to answer any specific questions the Commission may have on any of the properties. Dr. Moore asked what was the uniqueness of the structures on Clifford Street and Ms. Macon answered that several years ago, a historical site survey was conducted of all city properties to determine their potential. The preservation consultation, that conducted the survey, identified these six properties as "potential historical resources." The properties located on Clifford Street have the same typical roo0ine style and their architectural style is that of cottages. Ms. Macon continued there are a lot of similarities in each house. Mr. Grossman added that the architect that designed the houses on Clifford Street was revered in the City of San Antonio for this style of architect. Mr.Grossman continued that the architect was the same person that SCANNED Landmark Commission Meeting 410 August 28,2003 Page 2 designed and built the homes in Saxet Subdivision. Mr. Peterson provided information on each of the six properties: "HC"—Historical Cultural Designation on Property Owned by John J. Nelson Located at 311 Clifford: Mr. Peterson stated he purchased this house from Mr. John Nelson. The structure has not been altered in the renovation project. The original concrete slab was replaced with a new slab. Concrete slabs were attached to the perimeter beam and it pulled the fascia. A wood deck was placed over the concrete slab. "HC"—Historical Cultural Designation on Property Owned by Glenn Peterson located at 333 Clifford: The original concrete slab was not salvageable; therefore, a new concrete slab was poured. The exterior of the structure was not changed. HC"—Historical Cultural Designation on Property Owned by Glenn Peterson located at 337 Clifford No alterations have been made to the exterior and the structure has its original plumbing. HC"—Historical Cultural Designation on Property Owned by Glenn Peterson located at 402 Clifford Dr. Moore stated he had a question regarding this structure. Dr. Moore stated on the site survey sheet,the consultant's description was that each of the structures was Mediterranean architectural style and he did not think the style was Mediterranean. Mr. Peterson stated that the houses located at 327, 329, and 402 were built during the same time and they have the same roof pitches. Each of the houses has several doorway entrances to the house. Mr. Peterson continued he asked one of the numbers why there were so many doors and he was told that some of the homeowners subleased rooms in their houses to the Port for their workers. The workers had a separate entrance leading to their individual room that was leased without have access to the entire house. Ms.Tinker asked Mr. Peterson is there were any alterations made to the enclosed porch and windows and Mr. Peterson answered no. After all comments and conduded regarding the properties located on Clifford Street,the following action was taken: IT WAS MOVED BY MR. GROSSMAN AND SECONDED BY MR. MARAIST THAT THE LANDMARK COMMISSION ACCEPT AND APPROVE THE ZONING APPLICATIONS REQUESTING "HC-1" DESIGNATION FOR THE FOUR CLIFFORD STREET PROPERTIES AND THE APPLICATIONS BE FORWARDED FOR FURTHER PROCESSING. MOTION PASSED. HC" — Historical Cultural Designation on Property Owned by Glenn Peterson located at 1511-1533 Ocean Drive: Ms. Macon stated that this property was originally known as the Sam Moser property. The structure was built in the 1930s with art-deco flair. The structure was previously designated as a "potential landmark" and since Mr. Peterson has obtained ownership of the property, he now wants to pursue the "HC"-1"designation for this property also. Mr. Phillips asked how many units were included in the property and Mr. Peterson answered there was a total of eight units. Mr. Peterson continued that very little had been removed from the interior of the units, but some of the original floors were repaired. Mr. Maraist asked Mr. Peterson if the structure still had its original facade and Mr. Peterson responded that according to the neighbor, this was the original facade of the structure. Ms. Macon added that John Wright,a local architect and former member of the Landmark Commission,did a walk through review of the structure and according to his findings, the structure was an excellent example of art deco style that was popular in the 30s. After all comments concluded,the following action was taken. IT WAS MOVED BY MR. GROSSMAN AND SECONDED BY MR. PHILLPS THAT THE LANDMARK COMMISSION ACCEPT AND APPROVE THE ZONING APPLICATION REQUESTING "HC-1" DESIGNATION FOR THE PROPERTY LOCATED AT 1511-1513 OCEAN DRIVE AND THE APPLICATION BE FORWARDED FOR FURTHER PROCESSING. MOTION PASSED. Landmark Commission Meeting rt V August 28,2003 Page 3 "HC"- Historical Cultural Designation on Property Owned by Glen Peterson located at 402 Peoples Street: Ms. Macon stated that the structure at 402 People Street is also on the Landmark Commission's site survey. The consultant's rating of the structure was good. Ms. Macon continued that the top parapet of the building had been removed. The building has gone through several renovations; with the last one done by Jesus Leija, local architect and former commission member. Ms. Macon continued that she tried to contact Mr. Leija to see if he would provide a copy of the plans used for the latest renovation, but she was unsuccessful in contacting him. Ms. Macon continued that she, Ms. Tinker, and Mr. Phillips met Mr. Peterson at this building for a tour of the building to see the latest renovations done to the building and whether those renovations altered the historical integrity of the building. Ms. Macon stated she would let Ms. Tinker provide her comments as to what see saw on the tour. Ms. Tinker stated that they did tour the first floor of the building and saw the work that Mr. Peterson had done on the interior of the structure. The entire top of the building had been removed, but the windows were still in place. Those windows above the first floor were changed. Ms. linker continued that the cladding had been left on the building,which was great. Ms.Tinker went on to explain that"cladding"was a legitimate designation which helped preserve the exterior of the building. Ms. Tinker cited wonderful examples of buildings with cladding located on Leopard Street east of Staples Street. Ms. Tinker continued that the cladding helped restore the structures to its original state. Mr. Phillips asked if the interior of the structure was original and Mr. Peterson answered that the building was originally a bank and much of the interior was left intact and the hardwood floors were restored to its original pine finish. .Ms. linker asked if Mr. Peterson about the last renovation done by Mr. Leija and if he any of the plans that were used. Mr. Peterson stated he contacted Mr. Leija before today's meeting and asked him if he could provide a copy of the plans and drawings and Mr. Leija stated he would. Mr. Peterson continued that the exposed brick has been incorporated into the wall. Mr. Peterson referenced the picture included with the application packet and he stated the windows could be seen in the picture, but the middle section had been covered. Mr. Peterson continued that this building was the first multi-story structure In the downtown area with wood exterior and brick interior. Mr. Peterson stated that the exterior was actually tiered. After all discussion and comments concluded,the following action was taken: IT WAS MOVED BY MS.TINKER AND SECONDED BY DR. MOORE THAT THE LANDMARK COMMISSION TABLE ACTION ON THE ZONING APPLICATION AT 902 PEOPLES STREET TO THE SEPTEMBER MEETING TO ALLOW THE MASTER REVIEW COMMITTEE TIME TO REVIEW THE PLANS AND DRAWINGS OF THE LAST RENOVATION PROJECT. After the motion was on the floor, a brief discussion ensued regarding whether or not it was really necessary to hold up the zoning application. Ms. Tinker explained that the Master Review Committee needed the time to make sure that the renovations have not altered the historical integrity of the structure. Ms. Tinker stated she was really excited about Mr. Peterson's interest and involvement in historic preservation and he was to be commended for his efforts. After all discussion concluded, MOTION PASSED. Ms. Macon expressed thanks to Mr. Peterson for attending today's meeting and she would keep him informed when the zoning applications would be forwarded to the Planning Commission. OTHER MATTERS: Mr. Grossman stated he had spoken with Geraldine McGloin regarding her status as a member of the Landmark Commission and Ms. McGloin told him that she would be out of town during the summer. Mr. Grossman continued that Ms. McGloin told him that she did not know that she was being appointed to the Landmark Commission and that she was not notified that she was even being considered for an appointment. Ms. Macon clarified that Ms. McGloin was sent correspondence from staff explaining that her name had been submitted as a possible appointment for the Landmark Commission, along with an application that she completed and returned to staff and it was forwarded to the City Secretary's Office. Mr. Grossman stated that Ms. McGloin also serves as the Chairman of the Nueces County Historical Commission and she was not sure if she wanted to serve on both boards, but she would let him know. Ms.Tinker referenced a newspaper article in the Caller Times that stated the Lady Lex had been designated as a National Landmark. Ms. Tinker stated she did not know what group submitted the paperwork for the Landmark Commission Meeting fie ri August 28,2003 Page 4 designation, but she thought all designations had to be reviewed by the Landmark Commission and she didnt understand how the Lexington received its designation without coming before the Landmark Commission. Ms.Tinker suggested that maybe the board should be contacted to inform them that the Landmark Commission was the city appointed board that reviewed any type of historical designations for the city. Ms. Tinker stated that the ice cream cone artwork is located at the residence of 517 Wilshire. Ms. Tinker continued that she would like for a letter to be written to the homeowner letting them know that the Landmark Commission is very appreciative of them taking care of the ice cream cone, and before they do anything else with it, the Landmark Commission should be notified. Ms. Tinker went on to explain that the Ice cream cone was located at the barbershop in Six Points. Ms. Tinker explained that the ice cream cone is considered as "art" and the Department of Interiors'definition categories the ice cream cone as"Roadside Art? Ms. Macon expressed thanks to Ms. Abarca for doing the title search on the six properties being considered for the"HC designations. The Landmark Commission accepted and approved five zoning applications requesting the"HC-1" historical designation. The properties are located at 311 Clifford, 333 Clifford, 337 Clifford, 402 Clifford, and 1511-1513 Ocean Drive. 2. The Landmark Commission tabled action on one zoning application requesting the "HC-1" historical designation on property located at 402 Peoples Street. The Landmark Commission will take action at the September meeting.
