ACTION ITEMS: Approval of Aunust 28. 2003 Minutes: Minutes for the August 28, 2003 meeting were approved as distributed. Master Review Committee's Recommendation on"HC" Historical Cultural Designation on Property Owned by Glenn Peterson located at 402 Peooles Street: Ms. Bunny Tinker, Chairman of the Master Review Committee, addressed the commission. Ms. Tinker stated that Mr. Jesus Leija, architect on record for the last renovation project of the structure located at 902 Peoples Street, was to have provided a copy of the building plans to Planning staff for the Master Review Committee to review. At the time of this meeting, Mr. Leija had not submitted any plans for review. Ms. Tinker continued that since Mr. Leija had not followed through in submitting the building plans, she would like to submit a formal request for Mr. Leija to bring the plans to the next meeting so that he could answer questions about the renovation project. Ms.Tinker went on to say that the Master Review Committee did not have anything to report or recommend since there were no plans to review. After Ms. Tinker's comments, Ms. Faryce Goode-Macon, Staff Liaison, addressed the commission. Ms. Macon stated she spoke briefly with Mr. Leija regarding the renovation project of the building at 402 Peoples Street and the possibility of him providing a copy of the plans for the Master Review Committee to review. Ms. Macon continued that Mr. Leija stated he could provide a copy of the plans, but his work schedule was so full that it would be difficult for him to attend a meeting. Ms. Macon went on to say that Mr. Leija asked what specific information did the Master Review Committee wanted to know and he was told that they wanted to ensure that the renovation/construction work completed maintained many of the architectural features during renovation. Ms. Tinker stated she felt that at a minimum Mr. Leija should attend the meeting to answer questions to help identify what materials were found and used and also clarify about the cladding of the building. Ms. Abarca commented that it would be very embarrassing for the Commission to pursue"HC"designation on the structure if it was not really worthy of that designation. Mr. Maraist asked if it was a reasonable expectation that the exterior of the structure will be close to as it was originally. Mr. Maraist continued that it would be nice to get more information on the building so that a decision could be made on whether or not the commission would forward the zoning application to obtain approval for the designation. SCANNED Landmark Commission Meeting September 25,2003 Page 2 A question was raised regarding who Mr. Leija was and Ms. Macon answered that Mr. Leija was the architect for the 402 People Street building, and at one time was a member of the Landmark Commission and has served on several local city boards. Ms. Macon clarified that this structure is listed on the City's Site Survey of historical structures and it was identified by the consultant as significant. Ms. Tinker added that she is excited that Mr. Peterson is interested in pursuing "HC" designation on the structure, but she just want to ensure that the renovation project was done correctly. The structure has some merit to it. Ms. Tinker commented we were so far behind in educating the community about historical preservation. Ms. Tinker clarified that she was not against structures that had cladding because that method of preservation on structures was allowed. The cladding provided protection for the structure from the elements. Ms. Tinker cited several buildings from Leopard Street to Tancahua Street that are cladded, including the Lovenskoild building in the downtown area. Also, there are several buildings on Staples Street that are cladded. Ms. Tinker continued she felt the commission should put off making a decision until the Master Review Committee could meet again with new information. After all comments and discussion concluded,the following action was taken: IT WAS MOVED BY MR. PHILLIPS AND SECONDED BY MR. GROSSMAN THAT THE LANDMARK COMMISSION TABLE ACTION UNTIL THE OCTOBER MEETING ON THE ZONING APPLICATION REQUESTING A "HC-F" DESIGNATION ON THE PROPERTY LOCATED AT 402 PEOPLES STREET, THE MOTION PASSED WITH TWO MEMBERS VOTING NO. OTHER MATTERS: Ms. Abarca informed commission members that she tried to do a search on the property on Wilshire Place where the roadside art of the ice cream cone was located, but the address given did not come up in the computer system. Ms.Tinker stated she would go by the house and get the correct address. Ms. Macon extended an invitation to commission members to attend an upcoming council hearing to witness the formal presentation of the historical video to the council. The meeting will begin at 1:30 p.m.and a short portion of the video will be shown. Ms. Macon continued that all commissioners should attend, since it was through the Landmark Commission grant funding the video was produced. Ms. Macon stated the commission should be thinking about a possible date to schedule a fall workshop. Ms. Macon explained that the workshop is normally held off-site in a more relaxed environment whereby the commission reviews projects completed during the year and set new goals for the upcoming year. After a brief discussion, it was decided that the workshop would be held in lieu of the regular October meeting and it would be held at Ms.Tinker's farm site. Staff was requested to make the necessary arrangements and provide directions in the packet. A question was raised regarding when the commission would schedule a historical bus tour and Ms. Macon stated most likely, the tour would be in the early part of 2004. Ms. Macon continued that normally the meetings in November and December were canceled because they fell during the holiday week of Thanksgiving and Christmas. If an alternative meeting was needed, the meeting date would be rescheduled one week earlier before the Thanksgiving holiday. Ms. Tinker informed commission members that she saw a television program that highlighted roadside art and how cities are now acknowledging and designating roadside art as historically significant. The program was very informative and educational and Ms. Tinker added that there were several other roadside art pieces in the city other than the ice cream cone on Wilshire. Ms. Tinker stated she would like for staff to give a report on how much money was spent in having the monument laid down in the Gold Star Park. • • Landmark Commission Meeting S September 25,2003 Page 3 Mr. Phillips asked if planning staff was part of the greenbelt project that was discussed at the last council meeting. Mr. Phillips continued that he hopes council will find another project rather than the proposed greenbelt - since the project has been previously discussed several years ago. The Landmark Commission tabled action on one zoning application requesting the "HC-I" historical designation on property located at 402 Peoples Street. The Landmark Commission will take action at the October meeting. 2. The Landmark Commission approved having a workshop meeting in place of the regular meeting in October. The workshop will be held off-site from City Hall at the farm of Landmark Commissioner Bunny Tinker.
