Ms. Bunny Tinker, Chairman of the Master Review Committee, stated she wanted to discuss an item that was not scheduled on the agenda. The Item of discussion was review of an infill of new construction on Furman Avenue. Ms. Bunny linker stated that the Master Review Committee met this afternoon with Mike and Debbie Ruiz, owners of the properly located at 822 Furman Avenue, formerly owned by her. Ms. Tinker continued that the committee members present were she, Mr. Herb Morrison and Mr. Elmon Phillips. Ms. Tinker provided brief background Information regarding the property. Ms. Tinker continued that she was the previous owner of the property. After the original structure was destroyed by fire, restrictive deed covenants were placed on the property as a precaution. The restrictions were put In place to ensure that the new owners adhered to certain building codes and that the Landmark Commission had review of the final building plans and drawings before a building permit was issued. Ms. Tinker continued that Mr. Ruiz had already received his building permit,construction equipment was already on site, and construction had begun. Ms. linker continued she contacted staff In Building Inspections to inquire why a building permit was issued on the property since the properly was to be inputted in the computer with o special code signiMng that the Landmark Commission be contacted before the permit was Issued. Ms. linker stated she was tdd that no special code had been placed on the property address, Ms. Macon explained that the special code referred to "HC' and "potential landmark" properties only. This property was neither. Ms. Macon continued that contact codes for deed restrictions were not placed in the CIMS HTE system. Ms. linker stated after she spoke with Ms. Macon and Informed her of the situation, she requested her to schedule a meeting between Mr. Ruiz and the Master Review Committee to discuss and review the building plans for his home. Ms. Tinker continued that before the meeting was scheduled, she initiated a letter to Mr. Ruiz, signed by several properly owners on Furman Avenue, requesting him to meet with the Master Review Committee to discuss and review his building plans and to stop construction until such meeting could be arranged. Ms. linker stated today's meeting was very productive and Mr. Rutz' plans were very thorough and were in line with what she wanted for the properly. Ms. Tinker stated the covenants were for a duplex, but Mr. Ruiz had received a permit for single-family which was in compliance. Ms. Tinker continued that staff was requested to help design guidelines regarding density and roof pitch. Ms. linker stated that the building code called for a 30-toot setback and Mr. Ruiz has his setback at 36 feet and the building plans showed Hardy pine lap siding. Ms. Tinker continued she was very happy that Mr. Morrison was part of the committee because his knowledge as an architect was very helpful. Mr. Morrison posed questions regarding several items on the plans, which were resolved and Mr. Morrison even suggested several things for Mr. Ruiz' consideration. Ms. Tinker stated the meeting was very productive and after SCANNED Landmark Commission Meeting April 22,2004 Page 2 review of the plans, the Master Review Committee accepted and approved the submitted plans yithout modifications. Ms. Tinker stated that the Master Review Committees recommendation Is for the Landmark Commission to accept the committee's recommendation to approve the building plans and draws as submitted by Mr. Ruiz. Ms.Tinker stated the plans were approved by Mr. Morrison and Mr. Phillips,with her being recused from the vote. The item will be brought to the Landmark Commission for action at the May 27, 2004 meeting. ACTION ITEM: approval of March 25, 2004 Minutes: The minutes for the March 25, 2004 meeting will be approved at the May 27, 2004 meeting. OTHER MATTERS: Tour and Review of the Museum Display on the History of Corpus Christi: Landmark Commission members reviewed the historical video on the history of Corpus Christi, which was funded through efforts of the Landmark Commission through a Texas Historical Commission Grant. The video depicted the early history of Corpus Christi and Its people starting in the late 1800s. After review of the video, commission members toured the Museum's display of the video through various exhibits depicting different scenes outlined in the video.
