ROLL CALL:
Mr. Elmon Phillips, Acting Chairman, coiled the meeting to order al 4:35 p.m. The roll was
called and a quorum was not declared.
ACTION ITEM:
Approval of the June 24. 2004 r rates:
The June 24, 2004 minutes wilt be approved at the September 23, 2004 meeting.
DISCUSSION ITEMS:
'HC Designation of ProoeM Located at 1323 North Chaparral Street:
Ms. Faryce Goode-Macon, Staff Liaison, addressed the commission. Ms. Macon stated that Mr.
Johorm Collins, owner of the properly located at 1323 Nath Chaparral, was interested in having
his property designated with a AHC' designation. Ms. Macon continued that the properly was
one of the properties listed on the site survey and listed as one of the City's potential landmarks.
Ms. Macon continued that the property owner was aliendng today's meeting to answer any
questions the commissioners might have regadng the property. Ms. Macon stated that she
informed Mr. Coffins that the Master Review Committee world be tasked to review the
property and make a recommendation to the hit commission mission at the September meeting.
Mr. Johann Collins introduced himself to the commission and stated he was glad and excited to
be at the commission meeting and he hoped that the commission would be in support of his
application for the 'HC' designation. Mr. Collins continued that according to the Nueces
County tax rolls, the house was built in 1962. Many of the tax records have been transferred to
microfiche. Mr. Collins reiterated that he was at today's meeting to answer any commissions
regarding the properly. Mr. Colin went on to say that he restored the house as close to its
original condition as possible.

Mr. Philtlps asked if the gingerbread awnings that were there had been duplicated and Mr.
Collins answered that the two entry doors leading to the kitchen were still there. Mr. Collins
continued that central air aid heating were installed and all the duct work was placed hh the
attic. The transoms over the door were restored. Mr. Collins stated that commission members
could tots the house to see what had been done. Mr. Covin stated a picket fence was
placed In the front yard. The front porch was new, but dl of the columns were the original ones
aid the windows were original. Mr. Collins stated he had the option to replace the original
windows with aluminum ones, but he wanted to maintain as much as the original Integrity of the
house as possible. After dl comments and dscussions concluded, no action was taken. Ms.
Macon told Mr. Collins that the Land Irak Commission would take action on the Master Review
Committees recommendation and that recommendation would be forwarded for action by
the Raining Commission and find action by City Council. Thanks were expressed to Mr.
Collins for attending todays commission meeting.
After further discussion regarding when the Master Review Committee could meet, it was
decided that the best time for everyone was Monday, August 31, 2004 at 4:30 p.m. The
caro r ice would meet to discuss the Chapard property and make tts recommendation to the
full commission at the September meeting.
Schedulina Landmark Commission Workshop:
Ms. Macon stated It was time for the commission to decide about Its annual fall workshop. Ms.
Macon continued that normal, the workshop was held off-site from city hall and last year's
workshop was held at the farm site of Ms. Benny Tinker. Ms. Macon requested commissioners to
be considering where the workshop should be held, possible projects and gods for 2005.
Other Matters:
Ms. Macon stated that the Ctty has been requested to look at the possidity of designating the
former medical office of the late Dr. Hector P. Garcia. Ms. Macon continued she was contacted by Mr.
Tom Utter requesting the Landmark Commission's ocodance In compiling the necessary information for
the application to be submitted. The medical office was located in the Morgan Avenue and Bright
Street area. Ms. Macon continued that the building itself might not be arctltecturdly significant, but
under the guidelines, the designation can be obtained based on an Individuals history and community
involvement. Ms. Macon stated that Dr. Kreneck, commission member, has been compiling
information from the University's Dr. Hector P. Gacla's Collection that can be used in the background
information for the designation. Once the Information was compiled, It will be submitted with the
application.
Dr. Blanke asked if the G.I. Forum or the University and staff were involved and had they
endorsed the project and Ms. Macon stated she did not have all of the Information but by the
September meeting, she would have more details as to what entities were involved. After a brief
discussion, no action was taken.
Ms. Macon informed commissioners about the Housing 2000 project, which will Include a
number of properties that are fisted on the historical site survey. Ms. Macon continued that Ms. Tinker
and Mr. Phillips have been Identifying historical battings In the area. The project area Is from
Carahcahua Street between Coleman over to Hancock and from Water Street over to Furman Avenue.
The ropes'home, which was moved from the Ma Vista Subdivision In 1920's, was planed for relocation
aid adaptive reuse as apartments. fie May Caroti house and other possible structures are planed to
be moved onto vacant tots in the area along Coleman Street and Furman Avenue.M of the properties
In the area, except the church, ore owned by the Lichtenstein Trust and the proposal is to move the

houses that can be moved and use them as rental properties. The first phase of the project is to
construct approximately one hundred fifty (150) one bedroom and additional two or three bedroom
units in a four-stay building with garages. The developers are attempting to attract clientele that are
professional. The style of the apartments would be similar to the Santa Fe Townhomes and the
Sagemont and Fairvew Apartment complexes. Ms. Macon stated that Mr. Grossman, Larxirhark
Commission Chairman, was the representative for the developer. Mr. Phitlips stated he felt it was going
to be a great project and continued that the Trust has great interest in moving the historically significant
structures which would help rebuild Furman Avenue and Coleman Street. Ms. Macon stated that if the
project was successful In moving the structures, it would be documented with pictures,
Mr. Thompson stated there were a lot of structures in the area and he understood that one of
the houses may hove been the Furman's home. Mr. Thompson continued that the owners of the old
Curry bulking, which was now an antique store, was looking at the possibility of developing the area
simila to the Crossroad Center.
Ater all comments and discussion concluded, no action was taken. There being no further
business, the meeting adjourned at 5:20 p.m.

1. The Landmark Commission heard a request for a "HC-IV" designation on property located at
1323 North Chaparral. No action was taken.
2. Ms. Faryce Goode-Macon, Staff Liaison, informed commission members about an
upcoming proposal to pursue a designation for the former medical office of Dr. Hector P.
Garcia. More detailed findings will be presented at the September meeting.
