The roll was called and a quorum was not present. Mr. Donald Victory, new commissioner, was welcomed and introduced to Landmark Commissioners. Mr. Victory is a native Corpus Christian and is employed as a Process Specialist with Betz Process Chemicals. Mr. Victory was appointed to the Landmark Commission on November 5 , 1991. ACTION ITEM(S) : Approval of October 24, 1991 Minutes: The minutes did not reflect Mary Whitmire's attendance at the October meeting. Ms. Whitmire' s name will be added to the October minutes. DISCUSSION ITEM(S) : Ms. Clark referenced several newspaper articles. The first article featured Ms. Alclair Pleasant, commission member, in the October 14, 1991 Caller-Times. The article highlighted Ms. Pleasant' s life and interest in the history of Corpus Christi. Ms. Pleasant is a native Corpus Christian who grew up in the Old Irish Town section of the city. The second newspaper article featured Ms. Clark as a panelist in the State AIA Convention regarding the Old Nueces County Courthouse on Friday, November 1, 1991. Status Report On Preservation Plan: Ms. Faryce Goode-Macon, Staff Liaison, gave an update on the status of the Preservation Plan. Ms. Macon stated that the Preservation Plan was scheduled as a discussion item on the Planning Commission' s agenda for Wednesday, November 20, 1991. Ms. Macon stated that a representative from the Landmark Commission should attend the meeting. Ms. Macon continued that Staff and the Landmark Commission had resolved previous issues/concerns that were in disagreement, one of which was Policy A.6 "Levels of Controls For HC" Zoned Classifications. Ms. Macon stated that Staff wanted to ensure that the Landmark Commission was aware of its limit of regulatory power regarding parking requirements; in that zoning regulations could not be changed. Ms. Macon informed commissioner members that Marion Loucks, Staff member of the Park and Recreation Department, contacted her about a new tenant in the Merriman-Bobys House in Heritage Park. Ms. Macon continued that the Old Time Sandwich Shop moved into the Merriman-Bobys House and is opened for business. Owners from the shop, along with Staff from the Park and Recreation Department, would be coming before the Landmark Commission to present their sign proposal for approval. The sign currently in place is temporary. Ms. Clark stated she received correspondence from John Tamez, who addressed the Landmark Commission in June and October regarding relocating, and restoring or renovating his family home. The house was moved to the corner of Kinney and Carrizo Streets. Ms. Clark continued that Mr. Tamez wanted to know what the requirements were for meeting historical codes in restoring/renovating his house. Ms. Clark stated that in order for Mr. Tamez to meet codes and apply for "HC" designation, the facade of the house should be restored back to its original state. The Landmark Commission has no control over the interior of the house. Ms. Collins asked if a checklist had been prepared for the house to find out what is wrong and Ms. Clark replied no that a checklist had not been compiled. Ms. Collins continued that the house should be inspected and a checklist prepared to see what is involved in the restoration. After making an inspection, the findings might be that it would not be economical feasible to restore the facade back to its original state. Ms. Landmark Commission Meeting November 20 , 19914 Page 3 V Clark added that Mr. Tamez should be given a year and period in which the house should be restored. Ms. Clark continued that based on the limited information that has been provided, the style of the structure appears to be in the 1910 era. After further discussion, Ms. Clark requested Mr. Williams and Mr. Nadkarni to perform an inspection on the outside of the house to determine a period in which the restoration would be based on and make a recommendation as to what materials will be needed to restore it back to the 1910 era. Mr. Williams was also requested to get with Mr. Nadkarni about the inspection since Mr. Nadkarni was not at the commission meeting. Ms. Collins asked if there was a list of specifications to help determine a particular period of time and Ms. Macon answered that the Department of Interiors provides a set of guidelines for restoration. Ms. Clark asked Staff if either Mr. Johnson or Mr. Burkett had been contacted and Ms. Macon answered that she had not contacted them, but Ms. Tinker contacted both attorneys and she did not know the outcome. Mr. Joe Williams, Liaison to the Heart of Corpus Christi, referenced a copy of the Heart of Corpus Christi's report titled "Vision." The report was designed and compiled by the Waterfront Design Group. The group was charged with the task of bringing focus to the 'vision' for downtown Corpus Christi. Mr. Williams voiced concern about there not being enough sensitivity for preserving and restoring some of the older structures in the area. Mr. Williams stated that the Commission should closely monitor the activity that will be forthcoming. The question was asked whether the Commission would have a December meeting. Ms. Clark stated that she would like to meet to complete the slide presention of the remaining properties in Old Irish Town. After all comments had been received, it was decided that the Commission would meet on Thursday, December 19, 1991 at the regularly scheduled time. Staff will find an alternate meeting place, if necessary. Slide Presentation of Historic Survey: Ms. Faryce Goode-Macon, Staff Liaison, provided a brief background summary of the historic survey for Mr. Victory, new commissioner. Ms. Macon stated that the Landmark Commission hired a preservation consultant to conduct a historic survey of approximately 1 ,200 properties listed throughout the city in Phase I. For Phase II of Landmark Commission Meeting November 20, 199 Page 4 11110 the survey, the Landmark Commission selected two hundred and seventy-one ( 271) properties for the consultant to perform more indepth and comprehensive research on. The consultant performed the research and each property was given a priority rating of either low, medium, or high. The slide presentation presented at today' s meeting is from the Old Irish Town Subdivision. The following properties were reviewed and rated are as follows: 1500 Lower North Broadway: Built between 1915-1919; condition - fair, no rating given by Commission. Consultant' s rating - high because of its commercial influence in the area. 1315 North Chaparral: Built between 1900-1920; historic domestic; style - Prairie Four-Square; medium priority. 1319 North Chaparral: Original owner - Lola Goode, Queen Anne style, and built between 1890-1990 - priority high. 1325 North Chaparral: The Mona Ethel Bates' Home, built between 1890-1990; A-symmetrical domestic; Style - Classical Revival; , - priority high. 1402 North Chaparral: Built in 1870, Greek Revival Domestic influence. Structure has marker - priority high. 1403 North Chaparral: The William Dreyer Home, modified L-Plan, Queen Anne style domestic influence - priority high. 1415 North Chaparral: The Landmark Commission considered this structure for placement in Heritage Park, house was built in 1895 - priority low. Structure was given a low priority because of excessive add-ons during various time periods. Historic Homes currently located in Heritage Park: Grande-Grossman House - vacant. French-Galvan House - the City' s Multicultural Center. McCampbell House - offices for the Irish Cultural, Inc. group. Recently leased to the Old Time Sandwich Shop for a restaurant business. Littles Martin House - offices for the NAACP. Gugenheim House - offices for the Camp Fire Girls. Sidbury House - offices for the Junior League. Lichenstein House - offices for the Creative Arts Center, Inc. 1309 North Chaparral: Building was constructed between 1900-1910. Priority rating - high. 413 Fitzgerald Street: This structure was part of the Woods ' Estate. House was built between 1900-1930. Bungalow style - property is currently owned by the City of Corpus Christi. Recommended priority rating - low. Rating was based on the fact that the structure had synthetic siding and alterations to the porch. The Landmark Commission changed priority rating to high. Nueces County Courthouse - priority rating - high. 1201 Mesquite: This structure was the Gillespie Buick Showroom. Structure was selected because of its commercial influence to the area. Priority rating - low. 1215 Mesquite: Structure was built in 1893 and was the home of Clara Turner. Structure is in fair condition; Style - Classical Revival. Priority rating - medium. Commission changed priority rating - low. 1216 Mesquite: Structure was home to Judge Pat Whelan and Family and to Anna Ross Teasdale is the current owner. Style - Classical Revival; domestic influence. Priority rating - high. Commission changed to medium priority rating. 1217 Mesquite: Style - Classical Revival - priority rating - low. 1224 Mesquite: Structure was built in 1885. Owned by Eugene and Helen Dority. Structure currently used as Landmark Commission Meeting • November 20 , 1991 Page 6 V411110 an apartment unit with three (3 ) apartments; style - A-symmetrical Class Revival. Priority rating - medium. Commission changed to a low priority rating. 1225 Mesquite: Structure built between 1920-1940. No style - commercial influence. Priority rate - medium. Commission changed to a low priority rating. 1302 Mesquite: Structure built in 1903. Currently owned by Mr. Frank Saenz. Structure suffered fire damage in 1987. Priority rating - low. 1307 Mesquite: Structure is one of the Woods ' Estate properties. Structure built approximately 1908. Severally deteriorated. Limited data available - priority rating - low. 1308 Mesquite: Structure built between 1920-1940. Currently owned by Mr. Frank Saenz. Style - bungalow. Priority rating - low. 1309-1/2 Mesquite: Structure built between 1910-1930. Style - bungalow. Priority rating - medium. Commission changed to a low priority rating. 1310 Mesquite: Structure provided commercial influence to the area - no style available. Priority rating - low. 1315 Mesquite: Structure built between 1940-1950. Commercial trade to the area - priority rating - low. 1318 Mesquite: Structure was built in 1945. Style - Prairie Four-square. Structure is in good condition. Priority rating - medium. 1320 Mesquite: Structure built between 1900-1920. Style - Bungalow; priority rating - medium. 1324 Mesquite: Structure built in 1910; Style - Queen Anne; priority rating - high. 1401 Mesquite: Structure known as Toups ' Boarding House; built in 1900. Structure has six (6) units - two floors. Style - Prairie four-square; priority rating - medium. 1407 Mesquite: Structure built in 1895. Style - A-symmetrical Queen Anne. Structure is in poor condition. Priority rating - medium. Commission changed to a high priority rating. There being no further business, the meeting was adjourned at 6 p.m.
