Sayles, Chairperson. ►Roll Call Roll call was conducted by E. Munoz. Members present: B. Sayles, E. Savoy, S. Beltz, E. Flores, W. Nardeman, H. Lopez, R. Irwin, and A. Martinez. Members absent: C. Mutchler, K. Mutchler, B. Rye, I. Hobbs, L. Nardeman, and J. Gomez. ►Consider Committee Member Attendance Issues • E. Munoz reported that C. Mutchler and K. Mutchler have resigned from their appointed positions. • E. Munoz reported that Araceli Cabral and Val Salinas have been appointed by the City Council to the LCSS committee. Senior Community Services will contact A. Cabral and V. Salinas regarding their orientation and the Open Records Act training schedule. The swearing in for A. Cabral and V. Salinas is tentatively scheduled for either October 5, 2013 or October 8, 2013. No-Approval of Minutes • Minutes from the September 12, 2013 meeting were distributed for review. A motion was made by E. Savoy and seconded by S. Beltz to approve the minutes. The motion was unanimously approved. No-Old Business Strategic Plan—Goals Review • L. Oliver distributed the handout"21ST Century Centers - LCSS Subcommittee Assignments." • S. Beltz reviewed the handout and explained that the Joint AdHoc subcommittee has divided the strategic plan into 3 components based on the responses from the Town Hall meetings and the LCSS Retreat. The Funding and Resource/Special Events; Program Evaluation; and Program Operations subcommittees have been assigned three responsibilities to address and must select at least one to complete. Each assignment is based on priority according to the information gathered. The Funding and Resource/Special Events subcommittee is assigned Promotion/Marketing. The Program Evaluation subcommittee is assigned Attracting 50+Seniors (Baby Boomers), and the Program Operations subcommittee is assigned Extreme Makeover — The Ideal Facility. Senior Community Services staff is available to provide each subcommittee with any background information, such as current projects and historical background. Each subcommittee will then develop an action plan, timeline, and present progress reports to LCSS. 1 ►New Business New LCSS Member Endorsement • E. Munoz reported that there are two more vacancies on the LCSS committee with the resignations of C. Mutchler and K. Mutchler. Ms. Munoz invited the LCSS committee members to recruit new members and direct them to City Nall, or complete an online application through the City Secretary's office. The City Council prefers to have an assortment of applications to review for appointment and there is only one application currently on file. • A motion was made by H. Savoy and seconded by S. Beltz to table the endorsement of new LCSS members until more applications are filed. The motion was unanimously approved. ►LCSS Subcommittee Reports Funding and Resource/Special Events • R. Irwin addressed the issue that, in lieu of costs, the Harvest Moon Ball has been changed to the Harvest Moon Masquerade. Mr. Irwin added the subcommittee has received twenty-nine donations of Silent Auction items and two donated raffle baskets, with a combined total value of over $2,500.00. R. Irwin commended the committee for the work and commitment that each person has given to the Harvest Moon Masquerade. • R. Irwin reported that the Nside Coastal Bend Mixer held Wednesday, September 18, 2013 at KATZ 21 raised $685.00. Theo Dimopoulos of KATZ 21 selected Meals on Wheels as the charitable organization to receive the proceeds from the networking mixer. T. Dimopoulos will match the $685.00 for a total of $1,370.00 benefitting the Meals on Wheels program. A photo shoot to include T. Dimopoulos is being coordinated to occur at the Nutrition Education Service Center. • E. Munoz commended R. Irwin and E. Flores for their work and effort with regard to the Harvest Moon Masquerade. They worked diligently to insure a successful Silent Auction and their results were phenomenal. • N. Chavera reported the 30th Annual Holiday Dinner will be held Thursday, December 12, 2013, 9:00 a.m.-3:00 p.m. at the American Bank Center. DJ Joe Lopez, an Elvis impersonator, and the Joyful Noise City Choir will provide the entertainment. The cost for Senior Center members to attend is $7.00 and guests will pay $10.00. A menu of roasted turkey, baked ham, traditional dressing, sweet potato souffle, cranberry jelly, green bean casserole, pan gravy, dinner roll, apple pie a la mode, iced tea, water and coffee will be served. • L. Oliver reported that a Medicare Open Enrollment event is slated for Monday, October 21, 2013 from 7:30 a.m.-12:30 p.m. at the Del Mar College Economic Development Center. The event is to help individuals learn more about Medicare or to receive one on one assistance for enrolling in Medicare and/or selecting a plan. L. Oliver stated that a Health Care Marketplace for the Affordable Health Care Act will also take place in the afternoon from 1:00 p.m.-4:00 p.m. • E. Munoz reported that the Alzheimer's Symposium is being held Friday, October 4, 2013 at the Del Mar West Campus. E. Munoz added the Northwest Senior Center Fall Festival will be Saturday, October 12, 11:00 a.m.-4:00 p.m. • E. Munoz reported the 6th Annual Walk for Memory will be Saturday, November 2, 2013, 8:00 a.m.-11:00 a.m. All proceeds from the walk will stay in the coastal bend. Ms. Munoz encouraged the LCSS Committee to have a team participate in the event. 2 • N. Chavera reported a Veterans Day Breakfast is scheduled for Monday, November 11, 2013 at the Lindale Senior Center, 8:00 a.m.-9:30 a.m. The breakfast will be free to Senior Center members that are veterans and all other guests will pay $5.00. More information will be provided as made available. E. Munoz added that the guest speaker will be a retired major and that the Senior Center veterans who have passed in the last year will be honored. • E. Munoz reported that on November 6, 2013 a chair volleyball tournament will be held at the Ben Garza Gym, 1:00 p.m.-4:00 p.m. Program Evaluation • A. Martinez reported 133 comment card responses had been received this month. Northwest Senior Center had 34 good responses. Ethel Eyerly Senior Center had received 1 poor comment regarding the menu item of baked fish. A. Martinez added there were no comment card responses received from Broadmoor Senior Center, Oveal Williams Senior Center, and Zavala Senior Center. • C. Reschman reported that Garden Senior Center comment cards addressed an issue of the Nutrtition Education Service Center using pork in the menu item of pepper steak and not beef. C. Reschman stated the change was made in lieu of cost effectiveness. Program Operations • S. Beltz reported that the subcommittee is in the developing stages of formulating a model to address specific behaviors that will not be acceptable at the Senior Centers and added this item will be addressed at the November LCSS meeting. S. Beltz added at this time there have been no Standing Rules received from any of the Senior Centers, therefore, the Senior Center Standing Rules have not been reviewed. • S. Beltz reported that there will be a special Program Operations subcommittee meeting called to address the issues occurring at special events and will provide a report regarding these matters at the November LCSS meeting. ►SCS Division Program Updates General Highlights • E. Munoz acknowledged the Broadmoor Senior Center and their Special Events Committee for the delicious refreshments provided at the LCSS Committee meeting. • E. Munoz reported she and L. Oliver will be out of town, October 7-11, 2013, attending the National Parks and Recreation Association Congress. They both will be available via telephone or email. C. Reschman will be supervisor in charge. • L. Oliver reported the Ethel Eyerly Senior Center is in a transitional, holding pattern. Ms. Oliver provided a Power Point presentation reviewing plans for the center's entrance expansion, the addition of Men's and Women's restrooms, and the plumbing. • L. Oliver conveyed that the Ethel Eyerly Senior Center has been operating from the Waldron Road Baptist Church since March 2013 until September 27, 2013. The church was very gracious in accommodating us for the past 7 months. They now have other planned use for the community room. We have approached Fun Trackers, located at South Padre Island Drive and Flour Bluff Drive with a proposal to have them host a drive through type service to accommodate the Ethel Eyerly Senior Center members with their meal service. The alternate 3 service began on Monday, October 1, 2013 and will be conducted once a week for a one month period. Each Ethel Eyerly Senior Center member will receive one hot meal and four frozen meals each Monday throughout the one month period. • Senior Community Services is fortunate and thankful that Fun Trackers and Waldron Road Baptist Church were so kind to open their doors to the members. • E. Munoz reported that during the interim of Ethel Eyerly Senior Center completion, D. Henry, Senior Center supervisor will be working from City Hall, contacting Senior Center members and conducting Benefits Counseling. C. Kinnimonth, Ethel Eyerly staff assistant, will be working from the Lindale Senior Center. Additionally, Waldron Road Baptist Church will be recognized at the City Council meeting, Tuesday, October 29, 2013. The LCSS Committee is invited to attend the meeting. • E. Munoz added that the Ethel Eyerly Senior Center members collected a special offering and presented it to the Waldron Road Baptist Church. Senior Center Operations • E. Munoz reported that the current Federal Government shutdown will not have any impact on Senior Community Services grant programs. Program Performance Review • C. Reschman reported that the new grant became effective October 1, 2013 and a new system for SAMS and the Home Delivered Meals program is being utilized. • C. Reschman stated that the vacant positions for a Kitchen Supervisor and Outreach Worker at the Nutrition Education Service Center will be posted within the next week. ►Identify Items to be Placed on Next Agenda • Endorse new candidates to fill LCSS vacancies. ►Public Comment None ►Adjournment A motion was made by E.
