Meeting Minutes
Thursday, August 4, 2016
Garden Senior Center
►The meeting was called to order at 3:25 pm by D. Villagran, LCSS Chairperson.
►Roll Call Roll Call was conducted by C. Rodriguez. Members present: G. Bryant, E. Flores, R. Irwin,Y.
Recio, E. Savoy, D. Villagran, P. O'Brien, S. Fierro,J. Garcia and P. Lewis
Members absent: R. Buckwalter,T. Garcia,W. Hardeman, and J. Lawrence (All Excused)
►Approval of Minutes
The minutes from the May 5, 2016 meeting approved by R. Irwin, second by E.Savoy. All were in favor.
►New Business
A. LCSS Member Vacancy
L. Oliver reported one vacancy with Community sector. She asked that members assist in
recruiting an additional person to fill that slot.
►LCSS Subcommittee Session/Project Status Report
A. Development&Special Events—E. Flores reported upcoming events on calendar:
July
• Corpus Christi's Greatest Treasures to be posted-poned until October 13th and
possible reduced rate change and venue change TBA.
August
• Summer Feeding Program ends 5th of August
• 27th—Every Body Walk Event at Oso Park,walk starts at 7:30am
September
• 1St- LCSS Meeting at Ethel Eyerly
• 91h—Family and Friends Caregiver Festival at American Bank Center from 8:30a-
2:30p
• 23rd—Senior Day at West Guth Pavilion from 7a-3p
• 28th- Grandparents and Other Relatives Raising Grandchildren Conference at
American Bank Center from 8a-1p
October
• 4th—Texas Night Out at Garden Senior Center with time TBA via email from
C. Rodriguez.
The new 2016-2018 Aging and Disability Resource Directories have been produced and bundles are
being sent out to all sites. E. Flores mentioned J. Garcia will begin the Senior Sack Lunch Day starting at
the WellMed Clinics and is awaiting a letter head from SCS. E. Flores is attempting to create a larger
event with the Rotary Club to be able to help more than one client on the Meals on Wheels Program.
B. Program Evaluation - E. Savoy reported 73 Comment Cards received with 2 reports of
complaints. H. Lara introduced the Every Body Walk event going on weekly with hopes to attract
the 50+ (Baby Boomers.)The walk is in partnership with the Mayors Fitness Council.
C. Program Operations—D. Villagran reported on the donations from community partners
providing exercising equipment for senior centers. A donation letter was drafted and approved
by the committee. Donation letters are to be distributed to community ties with organizations.
An update on the SCS Accreditation was held on July 111h and staff reported compiling
documentation needed to be submitted to complete the accreditation. A recommendation was
made to have a retreat for the committee members to review and examine the areas needing to
be discussed for accreditation. Dates that are being review to host the retreat are September 7th

or 14th from 9a-1pm. P. Lewis has volunteered to visit with a key center's special events
committee to create an audit tool for monitoring finances.The tool will help committees at all
sites to follow standardized procedure. L. Oliver reported for subcommittee work that needed
to be done can be schedule independent of the retreat. If a subcommittee meeting is requested,
designated staff liaison will need to be notified and agendas will need to be posted as well as
the retreat agenda. G. Bryant motioned the LCSS Retreat be held on September 7th and cancel
the regular meeting held September V.J. Garcia second. All were in favor. D. Villagran
mentioned to inform all committee member via email of the cancellation meeting for
September V. C. Rodriguez will send out appointment reminder for Retreat information.
►SCS Division program updates
A. General highlights—L. Oliver reported the budget process with the committee members and
reminded all of the city's fiscal year starting in October of every year and ending on the last day
of September. All members will be informed of the overall impact to the Parks and Recreation
department soon.The Elderly Nutrition Program is in the process of renewing the grant contract
agreement October V.
The Every Body Walk Grant is in partnership with the Mayor's Council on Fitness is open
to all ages in the community and has a goal is to recruit 500 walkers.
The Parks and Recreation Dept. will soon be receiving the final program master plan in
the next couple months after the consultant that is contracting through the department
completes after taking a look at programing within the department. Recommendations have
been made to senior programing and senior center facilities.The committee members will all be
informed once the department receives the final document.
B. Senior center operations—H. Lara reported the maintenance at the following facilities:
• Lindale: completed north and north east side of roofing
• Lindale: Relocating HVAC units from roof to ground level
• Roofing material has been ordered for Greenwood
• Garden: 2 HVAC units down in dining room and office area; awaiting bids for units to be
replaced
• Northwest: 2 compressors needing to be replaced; awaiting bids
Two Administrative support vacancies were posted and scheduled for interviews to fill the
positions within the next couple weeks.The following vacancies were reported:
0 1 full time at Garden Senior Center
0 1 part time at Zavala Senior Center
• 1 Building &Grounds vacancies,waiting on HR to post on city website
o 1 full time at Ethel Eyerly Senior Center
A new program CarFit with TxDot will be initiated this month. A Car-Fit event at Lindale Senior
Center will be held on September 13th from 10a-2p and 4p-6p that will be open to community.
The program will help educate the community on driving safety for older adults. A training for
all SCS Staff will be held on September 12 from 1-5pm, all staff are to be certified.There is no
charge for training.
The Voting Sites that have been confirmed are Ethel Eyerly Senior Center, Oveal
Williams Senior Center,Zavala Senior Center and Lindale Senior Center. Also reported was the
issues with thermostats and a few center;facility maintenance has been contacted to resolve
the issue and the back door has been replaced at Oveal Williams Senior Center.
C. Program performance reviews—C. Reschman reported the last day of summer feeding program
ends August 5, 2016.

A couple monitoring visits were conducted for two grants. On the first monitor visit conducted,
the kitchen received an 87.6%through the Texas Department of Aging and Disability(DADS.)
There were reports of 2 findings that were not made aware of and in speaking with AAA, other
counties were also incompliant. As of Sept. 1, 2014, anyone with direct contact with HDM
clients' requires a background check. Also there is a new reporting process for all HDM for abuse
and neglect exploitation. A reporting process was developed shortly there-after and as of August
1st, the correction action was submitted.The kitchen inspection portion was "aced" during the
monitoring.The second monitoring was for the Summer Feeding Program,were no grade was
issued. Only minor findings were brought to staff's attention. Henry and Connie will be working
together in correcting procedures for next year. For the Cool Corpus Christi Fan Drive,fans were
collected from WellMed sites Mid-July and distributed to HDM sites requesting fans; 50+fans
were distributed.The ENP grant is coming to a close and will be working in retaining
benchmarks.
►Items for next Agenda
Discussion to consider moving meeting date to another date due to Labor Day weekend. Date has not
been established. G. Bryant motioned to move the meeting date seconded by R. Irwin. All were in favor.
