Meeting Minutes
Thursday, April 6, 2017
Zavala Senior Center
►The meeting was called to order at 3:45 pm by D. Villagran, LCSS Chairperson.
►Roll Call Roll Call was conducted by C. Rodriguez.
Members present: G. Bryant, E. Flores, D. Villagran, P. Obrien, S. Fierro, P. Lewis, M. Zhao, M. Hansen,
G. Berry, K. Heslip and E. Bell
Members absent: T. Garcia (Excused), Yvonne Recio,J. Garcia (Excused) and Willie Hardeman
►Approval of Minutes
The meeting minutes had some adjustments as to D. Villagran from the March 2, 2017. Once corrected,
minutes documented were approved by P. O'Brien, second by P. Lewis. All were in favor. None opposed.
►New Business
A. Election of Officers- L. Oliver announced the election of officers, D. Villagran was reelected for
Chairperson by P. Lewis. Both T. Garcia and E. Flores were reelected by P. O'Brien.T. Garcia for
secretary and E. Flores for Vice Chairperson. G. Bryant seconded. All in favor. None opposed.
►LCSS Subcommittee Session/Project Status Report
A. Development&Special Events—G. Bryant listed the upcoming events to look forward to for the
months of May and June.The events include: May 3rd &41h for the Coastal Bend Hurricane
Conference at the Richard Borchard Fairgrounds; May 41h is next month's LCSS meeting at
Northwest center; May 18th for the APS Aging Symposium at First Methodist Church from 8a-5p;
Ma y 191h is tentative for a new event called Senior Prom with more details to come; May 23rd
will be the kickoff for the Cool CC Fan Drive normally taken place at Lindale Center; Centers will
be closed May 291h for the City Holiday- Memorial Day.As for the month of June, events
reported are:June 1St for the LCSS meeting held at Greenwood Center;June 2nd the 3rd quarterly
staff meeting will be held at Greenwood from 1p-5p. All centers are to close early for staff
meeting. On June 7th, the Community Hurricane Preparedness Workshop will be held at
Greenwood Center form 1p-3p;June 12th the Summer Feeding program will commence for its 8-
week program;June 15th the World Elder Abuse Awareness at the First United Methodist Church
from 6p-7p;June 23rd for the Hurricane Evacuation Drill at the Corpus Christi Gym form 2p-5p-
all community is invited. On June 25th, SCS will host its 22nd Annual Ms. Coastal Bend Pageant at
the Selena Auditorium form 3p-5p;June 28th,the 3rd annual Forever Young celebration will be
hosted at the Garden Senior Center. N. Chavera reported the works of a Senior Prom to be
planned for the month of May as a fundraiser event to donate to the Meals on Wheels program,
more details to come.The Dime Bottle Fundraiser held from January to March at the centers
raised a total of$488.55, also to be donated to the Meals on Wheels program.
B. Program Evaluation—H. Lara reported 207 comment card were received will all satisfied
remarks. He also shared the information and planning for the Baby Boomers program to the
new committee members recently added in.
C. Program Operations—D. Villagran shared the purchase of a recumbent bike to be purchased for
Broadmoor, Oveal Williams and Greenwood Center that has been approved by the city's budget.
Getting back on track with the Senior Center Accreditation, a date of May 17th at City Hall 3:30p.
I. Hobbs will be contacted to view her interest to continue assisting with the Accreditation. In
the matter if I. Hobbs declines, P. O'Brien has volunteered to step in. A date for the treasury
monitoring training will be scheduled once the Special Events summit has been completed. L.
Oliver explained the proposed joint operation RFP to the new committee members.The initial
recommendation from the program operations committee was the Northwest center and based
on the recommendation from administrative staff to include Oveal Williams and Ethel Eyerly
into consideration for the proposed sites for the RFP.
►SCS Division program updates
A. General highlights—L. Oliver explained the monies received for the Home Delivered Meal
programs is received through the Older American's Act title 3 fund which is still being proposed
for reduction.The Meals on Wheels association has been providing information on what's been
happing on the federal level and the meaning behind it locally.The grant renewal application
has been received for the new FY17-18 staring in October. No directive has been given towards
the reduction, so a submission for a current funding level will be sent for processing.The
Mobility Now project that is being carried out by the Coastal Bend Center for Independent Living
has locally received a grant to assist with the on-demand transportation for persons with special
needs. Community assessments will take place through the senior centers for focus groups or
service meetings. A letter of support was summited for K-Space Contemporary to help enable to
provide services through senior projects and setting up various activities at the centers.
Activities provided by K-Space will all be funded by the grant received, making the activities
available at no cost to the center members.
B. Senior center operations—H. Lara reports the facility improvements from Certificate of
Obligation funds are still in progress. Work continues at Lindale and Greenwood Centers.
Northwest Center had been completed. Lindale is installing hand dryers in the restrooms,
finished acoustic paneling in dining room, installing mirrors in room#6,finished acoustic
paneling in room#6. Greenwood is painting in the rooms, kitchen cabinets and counters
installed, acoustic paneling replaced. Ethel Eyerly, Lindale, Garden, &Oveal has completed their
floor maintenance. Broadmoor, Greenwood, and Northwest are next on the list. For the one full-
time Senior Center Lead the applications are now being screened. Interviews are planned for
next Thursday.The one full-time B&G Custodian, applications are now being screened.
Interviews are planned in 2 weeks. Extraordinary Performance, Deborah Henry was nominated
and won "Employee of the Quarter"for the City.TAMUCC provided over 20 volunteers from
their Big Bang Event to help clean out our Storage Unit and touch up and restripe parking lot
which included curbs and lines. Northwest has increased in their participation due to the new
Silver Sneakers exercise class.The Mardi Gras Carnival Event had an estimated amount of 400 in
attendance. New programs to look forward to are Pickleball at several centers and hopefully
Ben Garza Gym and Adult Coloring time at the centers. Garden Center has picked up an evening
program called Cardio Strong as well as Ethel Eyerly Center with evening Tai Chi classes. Both
programs are scheduled during afterhours of the center's normal schedule.
C. Program performance reviews/Nutrition Program Operations— C. Reschman included the
nutrition program is being the 1St stages of preparation for the Summer Feeding Program
starting in June and will run for 8 weeks. Meals during the program will increase from 800-900
meals a day. Community volunteers will be accepted during the 8-week program to help plate
and pack meals.The 2 staff vacancies are for the kitchen administrative support and Outreach;
both will begin conducting interviews in the next couple days. L. Oliver requested a meeting at
the central kitchen in June, giving the new committee members a chance to see the facility and
daily operations.
