Leadership Committee for Senior Services (LCSS)
Meeting Minutes
Thursday, September 6, 2018
Lindale Senior Center
►The meeting was called to order at 3:32 pm by D. Villagran, LCSS Chairperson.
►Roll Call Roll Call was conducted by C. Rodriguez.
Members present: T. Garcia, G. Bryant, E. Flores, W. Hardeman, K. Heslip, J. Meehleib, P. O’Brien,
E. Bell, P. Lewis, K. Diggs and D. Villagran
Members absent: M. Hansen (Excused), Dr. M. Zhao (Excused) and I. Garcia
►Approval of Minutes
T. Garcia requested to make one add on to the last month minutes, to add her to roll call. The
meeting minutes for August 2nd were then approved by P. O’Brien and seconded by K. Heslip.
All were in favor, none opposed.
►New Business
A. Department and Division Reorganization
L. Oliver reported the position for Program Manager for Program Services is still needing to be
filled. The vacant position is anticipated to be filled by sometime next month (October). Once
the position is filled, the transition for senior services would then report to the Program
Manager.
B. City Budget Update
L. Oliver informed committee members of the last budget meeting with City Council to be on
September 25th. During the budget meeting, Council should be able to finalize the finances and
present an update. As for now, no changes will be made. Ethel Eyerly Center will continue to be
a full-time site (40 hours a week), Broadmoor Center will remain open at part time (19 hours a
week) and no cuts will be made to Administration staff’s hours.

►LCSS Subcommittee Session/Project Status Report
A. Special Events – N. Chavera reported the following events coming up in the next 3 months:
Sept. 21st for Grandparents and Other Relatives Raising Grandchildren, Sept. 22nd for La
Tardaeda-Evening Dance inviting for special events committee to volunteer 2 hrs during event to
help sell concession snacks to help raise fund for future events, October 12th for Senior Day at
the Park at Heritage Park, Oct. 15th for Open Enrollment begins, Oct. 16th for Open Enrollment
Event, Oct. 17th for Financial Exploitation at Joe Garza Recreation center, Nov. 3rd for Walk For
Memory at the Water’s Edge Park, Nov. 7th-9th for Coushatta Casino Trip, Nov.15th begins the
Share the Love event and runs till Jan. 2nd, and center closure for all sites on Nov. 22nd and 23rd
for Thanksgiving Holiday.
B. Program Evaluation – J. Meehleib read a comment regarding the handicap parking being an
issue to some at the centers. It was asked for center staff to enforce the non-handicap drivers
who may be parked in the wrong area to move their vehicle. A comment from one center of
bingo being played for money was reported, L. Oliver informed the bingo is played for small
amounts of moneys such as pennies and nickels or most of the time played by sponsored prizes.
One of the comments addressed the lack of custodial staff at sites, L. Oliver informed all the
shortage on custodial staff- 2 per site. J. Meehleib read another comment card questioning the
prepackaged bread, L. Oliver informed the bread is sometimes prepackaged for Meals on
Wheels program, if bread is left over it is then sent to senior centers for meal service. E. Bell
reported most of comment cards reported for excellent service.

C. Program Operations – P. O’Brien informed committee members of a temporary hold on
updates for Accreditation and RFP sue to shortage of staff. Updates to come once positions are
filled.
D. Fund Development – No report, subcommittee to report updates at next month’s meeting.
►SCS Division program updates
A. General highlights/Senior Center Ops- Nutrition Program- Program performance reviews –
L. Oliver reported the most recent partnership with South Texas Art Museum to conduct a 8-
week program at 3 sites. Members will be able to participate in the 8 art classes at no cost. The
Nutrition site currently hired on 2-part time Outreach workers paid out through the Texas
Feeding Texans Grant. Once the outreach staff can function independently the center leads will
then be able to continue overseeing their center activities and special events accordingly.
L. Oliver reported 52 persons currently on the Meals on Wheels waiting list. The Share the Love
event will partner up once again with the Meals on Wheels Campaign. Last year a grant of
$6000.00 was received towards our local program for participating. Once L. Oliver receives the
criteria, she will then send to all committee members to review. The Community Development
Block Funds was applied towards replacing the roofing at the Central Kitchen, now it is in the
works to have new AC units installed at the kitchen in the next 13-15 weeks. The CBG Grant was
approved for replacement of kitchen equipment with possible purchase of a new delivery van.
