LEADERSHIP COMMITTEE FOR SENIOR SERVICES

January 8,2004
Alan Bligh called the meeting to order with Lucy Johnson conducting roll call. Marion
Ball requested an excused absence for the last meeting. Motion was made by Anna
Gonzales and second by Helga Graham. Motion was approved.
MINUTES
The meeting minutes for November were approved with a motion by Rex Amick and
seconded by Apolonia Cantu.
Alan Bligh distributed a copy of the Senior Guide from the Better Business Bureau for
members to review.
COMMITTEE REPORTS:
> Program Operations-No report.
> Program Evaluation-No report.
➢ Funding& Resource-No report.
➢ Special Events- Helga Graham stated that no meeting was held but gave a report on
the "2003 Holiday Dinner". She heard only good things concerning the dinner with
the exception of one gentleman who said his meat portion was very small. There were
minor complaints concerning the music and the sound system, but this is a problem
most often associated with special events. The general opinion was that it was
beautiful, very classy and she thanked the staff and volunteers for all of their hard
work. Sonia Garza, Northwest Senior Center Supervisor requested that all "Holiday
Dinner"evaluations be completed and returned.
PROGRAM HIGHLIGHTS
➢ SCP& RSVP- State funding appropriations were approved by City Council in
December($4,375 -SCP, $18,115 -RSVP).
> Area Agency on Aging FY '04-We have received four Notifications of Funds
available from the Area Agency on Aging in the amount of$276,922. We anticipate
receiving additional funds throughout the rest of the year.
S. Site Visit Summaries-Visits will be conducted on a regular basis. General
observations will be noted with emphasis in the following areas:

NOTE: A detailed Site Visit summary will be distributed at the next meeting.
➢ Contribution Policy- Staff reported that the Participant Contribution Policy has not
been reviewed for several years. It was suggested that the Funding and Resources
Subcommittee consider updating the current policy.
OLD BUSINESS
The nominating committee presented their recommendations for the new slate of officers
as follows:
Chairperson-Roland Medrano
Vice Chairperson -Alan Bligh
Secretary-Marion Ball
Treasurer-Rex Amick
Alan Bligh requested nominations from the floor (three times as per Robert's Rule of
order). There being none, Anna Gonzales moved that slate be approved as submitted.
Apolonia Cantu seconded and the motion was unanimously approved.
It was brought to the attention of the committee that several members' terms of service
were about to expire. The members were polled to determine their interest in being
reappointed. Members included are Rex Amick, Apolonia Cantu, Anna Gonzalez, and
Roland Medrano, all members agreed to be considered for reappointment by City
Council. Pauline Johnson and Gloria Farias were not in attendance and will be contacted
by telephone to determine their interest in reappointment.
STAFF ANNOUNCEMENTS & COMMENTS FROM FLOOR
3, Anna Gonzalez stated that she was very impressed with the Lindale Senior Centers
"Fiesta Celebration" to honor the students from Texas A&M Corpus Christi
Democracy Project and Dr. Karen Middleton's leadership. The students secured
$32,000 to provide extensive upgrades to the facility.
> Helga Graham voiced the support for staff recommendations to hold LCSS meetings
at the senior centers. She advised that she would need directions to some of the
centers. It was agreed that staff would coordinate a carpool for transportation to the
meeting locations. Interested members should meet at City Hall on the Sam
Rankin Street entrance by 2:15 p.m.on Thursday, February 5,2004.
S. Larry Imhoff provided an update on the Senior Companion Program. The bi-annual
report is being prepared and at this time and the program is right on target for contract
requirements. Mr. Imhoff briefly explained funding status and evaluation process.
He noted that by the end of the year there would be approximately 400 clients that
would be served by the program. They have received very positive client response to
the program. Mr. Imhoff also noted a decrease in local funding for the state
supported, which was eliminated. The Area Agency on Aging has maintained
funding to support some of the clients that were impacted by those cuts. Mr. Imhoff
will research potential funding options through state and federal grants.
➢ Lisa Oliver complimented the students from Texas A&M Corpus Christi and Dr.
Middleton.
• The renovations included new furniture, painting the entire facility(including
ceilings), new carpet and floor tile and a karaoke system. The Lindale Senior
Center will begin to offer a Karaoke Night on Wednesdays.
• Ethel Eyerly had a great New Year's Celebration and received extensive TV
and newspaper coverage.
• The FY '04 CDBG grants proposals to be submitted to City Council include
senior center improvements (roof repairs, lighting, etc.), burglar and fire
alarms, and expansion of the Broadmoor Senior Center. The department will
prioritize key projects that will make the"fmal"grant request to be submitted.
• The Park & Recreation Department and Senior Community Services will
jointly sponsor a community approach to health through the Centers for
Disease Control.
• Joe Lopez was recognized with the Unsung Hero Award from the Rotary
Club.
• The Ninth Annual Ms. Coastal Bend Senior Pageant deadline has been
extended to Friday,January 16,2004.
• The Area Agency on Aging has released a press release concerning the
upcoming Silver-Haired Legislature elections.
> Tom Smith thanked all staff and volunteers who worked on the meal for the "Holiday
Dinner."He is currently researching funding sources for equipment needs, including a
new mixer and food warmers at an estimated cost of$25,000. Average meal counts
are 1,140 per day.
> Lillian Narvaez and Norma Rodriguez will be working at a health fair at St.Joseph
Catholic Church on Saturday, January 10,2004. The event is free to the public.
➢ Oveal Williams Senior Center will be hosting a"Martin Luther King Day"celebration
on Thursday,January 15,2004 at '1:30p.m.
> Elsa provided an update on Gloria Farias who is recuperating from a stroke.
Members recommended that we send a get-well card. LCSS members will send
condolences to Mrs. Pauline Johnson for the lost of her husband over the holidays.
