June 3, 2004
Roland Medrano called the meeting to order and lead the pledge of allegiance followed
by a brief prayer. Marion Ball distributed the sign in roster.
INTRODUCTIONS
Elsa Munoz introduced Paulette Mayfield, a University of Houston student intern. Ms.
Mayfield shared that she is a local area resident from Odem, Texas. The last two years
she has commuted to attend the University of Houston, Graduate School of Social Work.
Ms. Mayfield is currently assigned to Senior Community Services for her practicum. She
expects to complete her field practicum in early August and will be an August candidate
for graduation. She stated that she has been really busy and has already learned a lot about
the services that are provided in the Corpus Christi community.
MINUTES
The meeting minutes for May were approved with a motion by Anna Gonzalez and
seconded by Lucy Johnson.
COMMITTEE REPORTS:
➢ Program Operations-Alan Bligh
• Reviewed highlights from the May 25th committee meeting as follows:
✓ The Member Survey Form was updated as previously recommended. The tool
will be used to highlight Monthly Site Visit observations.
✓ A June 4th field trip to the Nutrition Education Service Center was scheduled
to tour the facility and observe operations.
✓ Senior Center Accreditation — Elsa reviewed the "basics" and "frequently
asked questions" about Accreditation. She distributed materials from the
NCO/NISC website for the committee to review. The committee will be
Q researching the web site for more detailed information regarding the
W Accreditation process. Alan also stated that the committee needs to decide if
we will apply for Accreditation and if so do we process/ apply for one Senior
Center first or do we process all Senior Centers.
Q ✓ The committee will be reviewing program data from the ENP, SCP, and
RSVP on a monthly basis. The April Program Performance data reflects the
following statistics:
• RSVP-980 Volunteers and 146,591Year To Date service hours.
• SCP- 52 Volunteers serving 72 Clients.
• ENP (Elderly Nutrition Program) - 12,252 Senior Center meals served to
1,156 Congregate Meal Program members and 7,038 home delivered

meals served to 379 homebound clients.
> Program Evaluation—Marion Ball
• Marion reported that the comment cards have been sent to the printer.
➢ Funding& Resource—Elsa Munoz reported in Rex Amick's absence
• Elsa introduced Vivian Benavides, Management Aide. Her primary duties
involve coordinating grant related activities including budget, expenditures,
contracts, grant research and proposals,bids and purchasing.
• Funding reports for Coastal Bend Senior Pageant, and the Holiday Dinner
were reviewed and discussed. (See attached for more details.)
➢ Special Events—Lou Trlica reported the following:
• Coushatta Bus trip: We chartered two buses,with 91 guests and 5 staff on this
trip. The seniors had a wonderful time.
• The Committee reviewed the planning calendar for 2004 and revised the dates
regarding the upcoming Senior Corp Recognition(July 9, 2004).
• The Committee will be planning for the 2004 Holiday Dinner.
➢ PROGRAM HIGHLIGHTS—Elsa Munoz,Superintendent
• Elsa reported that the City received a petition from the Ethel Eyerly Senior
Center regarding the men's restrooms. The restrooms were modified to meet
ADA compliance requirements last year. One stall in the men's restroom was
removed to meet ADA requirements for wheelchair accessibility. The City's
Engineering Department will be meeting with Ethel Eyerly Senior Center
members to address their concerns. Staff will also follow up with a formal
written report.
• Members of the Ethel Eyerly Senior Center visited the Robstown Senior
Center to view the table and chair equipment at that site. Staff is working with
the Ethel Eyerly subcommittee to develop and finalize specifications for a bid
purchase by August 2004.
• Due to staff oversight, representatives from the HEB prescription card
programs were allowed into our facilities to promote their prescription drug
card program. Staff will be reviewing the procedures regarding Guest Speaker
and Presentation guidelines. Our policies prohibit the solicitation of goods or
products to our Senior members.
• Due to a staff shortage,the monthly calendars will be mailed next week.
> Senior Center Updates—Lisa Oliver(Vacation)

> Retired Senior Volunteer Program—Ward Kirkpatrick

> Senior Companion Program-Larry Imhoff
• Larry stated that this is the last month of the 2004 Grant year. SCP
successfully met all corporation goals for FY 2004.
• Larry and Ward will be attending the National and Community Service Points
of Light Volunteer Conference in Kansas City, Missouri. This conference is
the largest conference in the United States drawing over 4000 attendees.
• The 2005 grant proposal has been completed via E-Grant (electronic
submission).
> Nutrition Education Service Center-Tom Smith
• Tom reported that ICI Channel 3 visited the Nutrition Education Service
Center to conduct a report on gas prices and the effects that fuel have had on
the Home Delivered meals program.
• Elsa advised that we are currently experiencing some challenges / issues with
the R& R delivery service. We are working with Russell James, the owner of
R&R Delivery to resolve the problems and address driver concerns.
• Roland commended staff for their prompt response in addressing an
emergency referral for a client who was very ill. Leticia Ochoa expedited the
referral and the client was able to receive services the very next day.
OLD BUSINESS
➢ Lillian presented an update on the proposed casino night fundraiser. There is a
local group (High Rollers) that coordinates casino night fundraisers for various
community organizations. They operate a "turn key" project and charge $100 for
table games (black jack, etc.) and craps tables for $200. We can sell tickets at
$25.00 per person, which will include dinner and gambling chips that can be
redeemed for prizes. A cash bar will also be available. We will reserve the
Bayfront Plaza Convention Center and target September or October dates for the
event.
➢ The Special Events and Fundraising subcommittee will remain after the meeting
is adjourned to outline plans for the event.
NEW BUSINESS
➢ Marion Ball announced that the Ethel Eyerly pool is now offering water aerobics
for the summer program.
D The Zavala Senior Center paint project has been completed and members are
encouraged to visit the Center to observe the recent improvements. Senior and
Recreation center facility crew members completed the work. Please be sure to
acknowledge their effort next time you see them.

PUBLIC COMMENT
S. Roland announced that the Department of Human Services would be setting up a
food pantry in his office located on the 3r° floor of the courthouse. They will be
receiving food from the Food Bank and will establish guidelines for assisting
people in need of emergency food. They will also need volunteers to help bag and
distribute the food. Roland will meet with Elsa to discuss options for expanding
this service to the elderly. Senior center supervisors advised that the site councils
currently sponsor a food pantry at their respective centers. Opportunities for
program expansion and/or enhancements will be explored.
➢ Alan Bligh was honored with a plaque recognizing his dedicated service as the
Leadership Committee for Senior Services "past" Chairperson. His vision and
leadership provided invaluable support for the transaction of the advisory
committee consolidation process. He was very instrumental in guiding the
committee through this major paradigm shift and challenged LCSS members to be
actively involved in working with staff and constituents in developing a premier
organization for senior services.
