Roland Medrano called the meeting to order and Donna Cisneros conducted roll
call. Jerry Wagoner requested to be excused from February's meeting due to v
illness. A motion was made by Anna Gonzales and seconded by Marion Ball to d,`°
excuse Mr. Wagoner. The motion was approved.
MINUTES
A motion to approve the meeting minutes for February was made by Jerry
Wagoner and seconded by Apolonia Cantu. The minutes were unanimously
approved.
COMMITTEE REPORTS
PROGRAM OPERATIONS: Barbara Deguzis reported on the following
items:
A. Medicare Forum — The forum was held on February 16th at Del Mar
College South Campus. Senior Community Services and the Area Agency
on Aging staff assisted approximately 100 seniors with Medicare Part D
questions.
B. Accreditation —The manual has been received and the estimated cost
of accreditation will be $1,800 with additional expenses of peer reviewers.
The cost is a combined budget of all the senior centers. The committee
will be working towards prioritizing the steps to begin the process and
contact local community volunteers to serve on this subcommittee.
C. Wisdom Works Grant—The committee researched the level of details
required in submitting the grant and with only 10 days to prepare for it
decided there was not sufficient time to submit the grant.
D. Senior Net —The non-profit organization called with interest in funding 2
computer rooms: (1) one in a disadvantaged, minority neighborhood and
(1) one in a general area. In researching the request staff is considering
Zavala and Garden Senior Centers. The project would consist of
purchasing 5-6 computers with internet access and a possibility of
computer classes. In addition, provide intergenerational programs where
we partner with high schools or Del Mar College students to teach the
seniors basic computer skills. Elsa Munoz and Lisa Oliver will be meeting
with Senior Net staff at the NCOA Conference in March.
PROGRAM EVALUATION: Donna Cisneros reported that the committee is
still working on compiling the meal survey report for the Home Delivered Meal
and Congregate Meal Programs. The information will be made available at
the next meeting.

• SPECIAL EVENTS: Barbara Deguzis reported that Girling Healthcare
cancelled their Casino Night event with proceeds to benefit Senior Community
Services. Senior Community Services will be hosting "Not Your Granny's
Bingo"Casino Night on Friday, August 11, 2006 at the American Bank Center
from 6:30 p.m. to 10:00 p.m. The sponsorship packets and tickets are ready
for distribution and the cost is $25.00 per person. The committee will be
working with senior center Site Councils to seek donations. Thank you letters
for last year's sponsors were mailed out.
STATE OF THE SENIOR CENTER ADDRESS
Ms. Johnnie Mae Hoodye, Site Council Vice President provided information on the
special events held at the Oveal Williams Senior Center for the months of
January and February:

B. Celebrating the Legacy
C. Black History Month
D. Valentine's Day Celebration
E. Senior Games Day
F. Soul Food Day
PROGRAM HIGHLIGHTS
➢ PROGRAM PERFORMANCE DATA REVIEW: The following program data
was provided by Lisa Oliver for January '06:

> SENIOR CENTER UPDATES: Lisa Oliver provided updates on senior center
Improvements as follows:
A. Broadmoor— An automatic door opener to the front and dining room doors
were installed. Job is 100% complete.
B. Lindale &Greenwood —Work is pending due to mold remediation work.
C. Zavala — Drainage area needs to be completed.
D. Ethel Eyerly— Roofing and chalking of window trims was completed.
E. Northwest— Reconstruction of patio columns in progress, other work is still
pending.

Ms. Oliver also reported that bond projects would initiate after completion of
senior center improvements.
➢ TEXAS RECREATION AND PARKS SOCIETY: Mary Ann Mondragon, Ethel
Eyerly Senior Center Supervisor, will be attending conference in Fort Worth
with Elsa Munoz.
➢ NATIONAL CONFERENCE ON AGING: Elsa Munoz and Lisa Oliver will be
attending conference on March 13th through March 17th in Anaheim, CA.
> RSVP & SCP: Lisa Pollakis, Temporary Volunteer Services Coordinator, has
been assigned to oversee both programs and will be attending training from
March 28th through April 1st.
➢ NESC: Thomas Smith reported that 11,253 meals have been served for the
month of January '06. In addition, reported that Mrs. Pollakis obtained a
$1,500 donation from St. Nicholas Greek Orthodox Church Ladies
Organization to sponsor a Home Delivered Meal Program client. The R&R
supply delivery agreement is currently being reviewed and it has been
recommended to retain contract.
On March 22, 2006, the Nutrition Education and Service Center will join a
national event"Mayor's for Meals"with Mayor Henry Garrett. This event focuses
on the importance of nutritious meals for the elderly homebound.
Mr. Smith announced that program instructions from DADS informed Senior
Community Services the program will no longer be reimbursed payments for
serving a second meal at meal service. Staff is currently reviewing data from
October to present to submit to AAA on what monetary impact that has to our
program.
NEW BUSINESS
➢ OPEN MEETINGS TRAINING: Lisa Oliver announced, as per a memo from
the City Secretary's office, that the Texas Municipal League for"Open
Records Act" is recommending that all Board/Committee members attend a
training through a video or designate a Public Information Coordinator as
stated on Senate Bill 286. It was moved by Marion Ball and seconded by
Anna Gonzales to view the video at the next meeting. In addition, a motion
made by Barbara Deguzis and seconded by Donna Cisneros to appoint the
City Secretary's Office as the committee's Public Information Coordinator.
The motion was approved.
