Miltan Martiz, Secretary, called the meeting to order in the absence of the Chair and Vice
Chairperson.

INTRODUCTION OF NEW MEMBERS
Elsa Munoz introduced the newly appointed LOSS members and they each shared some brief
personal background information. Judy McNamara has worked with seniors in homecare for 11
years and has also served on the Mayor's Council on Senior Citizens Affairs for the last three
years. Guy Williams is a trial lawyer in Corpus Christi.
MINUTES
Roland Medrano made the motion to approve the February 2007 meeting minutes with a correction
noting "Miltan Martiz reported ..." instead of Donna Cisneros on the Program Evaluation
Subcommittee report. The motion was seconded by Donna Cisneros and the minutes were
unanimously approved.
COMMITTEE REPORTS
1. PROGRAM OPERATIONS
The committee did not meet this month pending a revised meeting schedule. They will be
reviewing the Site Council Elections Process. Elections will be scheduled for late April or
early May.
Ms. Jan Atkins, SeniorNet Regional Consultant, arrived in Corpus Christi earlier this week
to provide technical support and training for the volunteer instructors. She has also worked
closely with Deborah Henry and Lisa Oliver in preparing for the Grand Opening scheduled
for March 28, 2007. She has worked for the SeniorNet program for 20 years and has been
involved in establishing 200 SeniorNet Learning Centers throughout the United States,
Japan, and other countries. The program is designed help seniors 50 years and older learn
the basic skills needed to use a computer. The Introduction to Personal Computers course
will include basic instructions such as turning on the computer and how to use a mouse.
The advanced classes will include internet access, e-mail, Adobe Publishing and Quicken.
The Greenwood SeniorNet Learning Center will feature 7 computers stations available for
students and 1 computer station for the instructor. The SeniorNet Center will be funded for
3 years through a grant from UPS. Ms. Atkins recommends that we consider implementing
a small fee to generate funds for incidental costs and to sustain the program after the grant
funds are expended. She also encourages us to apply for other grants to help with
equipment, supplies and other expenses. Classes will also be made available in Spanish
as soon as we are able to recruit Bilingual Volunteer Instructors.

2. PROGRAM EVALUATION
Miltan Martiz reported that the subcommittee received 16 Comment Cards and the majority
of responses indicated that the food was improving or that the food was excellent. There
were 2 comment cards from the Broadmoor Center that requested a response. Ms. Martiz
will conduct a site visit to Broadmoor to follow up with the two members.
3. FUNDING AND RESOURCE
Marion Ball announced the Financial Report. The total revenue from the Holiday Dinner
was $6,332.65 and total expenses were $4,943.46 leaving a net balance of$1,389.19.
Ms. Martiz reminded the committee that during the February meeting the committee
decided to table any recommendation designating how the funds raised from the Shred-A-
Thon should be used. The proposed recommendations were for placing the revenue into
the Holiday Dinner funds to eliminate Holiday Dinner ticket costs for senior center members
or for using the revenue purchase supplies for the SeniorNet program, or using the revenue
to send LCSS members to training. Roland Medrano made a motion to use the revenues
purchase supplies for the SeniorNet program. This motion was seconded by Alan Bligh and
the motion was approved.
4. SPECIAL EVENTS - No Report
"STATE OF THE SENIOR CENTER"
Roosevelt Porter, Site Council Chairperson, provided an overview of activities and events
scheduled at the Oveal Williams Senior Center during January and February 2007.
➢ January 15th— National Martin Luther King Celebration with RSVP and SCP. They
had several Headstart Centers visit and help create a banner in
honor of Dr. Martin Luther King.
➢ January 27th— Hosted the 1st annual Chess Tournament sponsored by the Parks
and Recreation Cultural Services Division
➢ February 8th— Hosted a Chair Volleyball Tournament
• February 9'", 13th, and 16th— Several Child Care centers visited and provided
entertainment. The children were dressed in African attire.
• February 14th — Valentine's Day Celebrations
• February 20`"— Friends and Family Day
➢ February 28th— Hosted a Soul Food Celebration from 4 —6 p.m.

SUPERINTENDENTS REPORT
Program Highlights
• Orientation for new LCSS members will be scheduled prior to the next regular meeting.
• Congress passed a five year reauthorization of the Older American's Act funding (HR
6197)
• A request for the installation of a flag pole was received from the Broadmoor Senior
Center several months ago. The project has been delayed due to a management
change within the prospective sponsor organization. Staff will continue to work with the
Broadmoor Site Council to research other community funding options.
• Elsa Munoz, Lisa Oliver, Roy Laughlin, (Facility Maintenance Crew Leader), Evila
Salinas, Sylvia Oliver, and Richard Galvan (Senior Center Supervisors) attended the
Texas Recreation and Parks Society Professional Development Institute held February
21-23, 2007 at South Padre Island.
1. Senior Centers
• Ms. Oliver reported that the "Senior Day at the Capitol" trip was successful. There were
14 travelers and 3 staff members who attended. They were able to meet with State
Representative's Juan Garcia, Solomon Ortiz, Jr., and Abel Herrero.
• An Intergenerational Chair Volleyball Tournament will be held at the Ben Garza Gym on
March 14. Zavala Senior Center Site Council will sponsor a bus trip to Progresso on
March 15. The 12th Annual Ms. Costal Bend Senior Pageant will be held on March 25 at
the Selena Auditorium. There are 8 contestants. Tickets are $6 and include the Pageant
finals and the Reception.
• The Broadmoor Senior Center expansion proposal made the CDBG list and will be
forwarded to Planning and Design.
• Benefits Counseling (Legal Assistance) units. Senior Center Supervisors/Benefits
Counselors will be developing a community outreach plan to increase efforts in
identifying seniors who are eligible for low income subsidy for Medicare D. This initiative
should help us reach our contract goal for 2007.
2. RSVP & SCP
• The Senior Corps Recognition will be held on Friday, April 13, 2007 at the American
Bank Center in the Watergarden Room. The theme will be "Together We Shine." This
year will mark the 30th anniversary of the RSVP program in Corpus Christi.
• The Senior Corps includes RSVP, the Senior Companion Program, and the Foster
Grandparent Program. The FGP is hosted by the Corpus Christi State School.
• The RSVP grant renewal was completed two weeks ago and we are waiting for the
formal notification of grant award from the Corporation for National and Community
Service. The new grant year for RSVP begins on April 1, 2007.
• RSVP and Christus Spohn Hospital will be co-sponsoring a Volunteer Recruitment
Event in April. They will also co-sponsor a similar event with the Christian Spohn Living
Well Center located at the Sunrise Mall.
• RSVP and SCP are sponsoring a Recruitment, Retention, and Recognition Bus Tour to
L'Auberge du Lac in Lake Charles, Louisiana. The bus will leave Corpus Christi on April
15`h and return on April 17th. Tickets are $85 for volunteers and $130 for guests.

3. NESC
• The Program Performance numbers Report for January 2007 was reviewed by Lisa
Oliver as follows: (Congregate/Senior Center) units for January: 62, C2-HDM (Home
Delivered Meals) units: 6813, Title XX units: 2947, CBA (Community Based Alternative)
units: 805. Humana Meals on Wheels of America Association Project: 44 clients.
Ms. Oliver also reported that the projected service levels for February: Cl- 9141;
C2-6295; Title XX - 3051; CBA—727; and 75 Humana clients MOWAA Project- 75.
• Leticia Ochoa conducted a visit to the Northwest Senior Center. All files reviewed were
in compliance with contract requirements. Ms. Ochoa also conducted a food service
inspection using the Health Department Monitoring tool. The Center did not receive any
demerits. Ms. Ochoa also spoke with senior center members and did not receive any
negative feedback. Members did inquire about"when will we change the menu?" She is
reviewing the menu cycle and will recommend new items for approval by the dietician.
NEW BUSINESS
• Open Meetings Act Review
Elsa Munoz advised that all members must attend the Open Meeting Act video training
within 90 days of their appointment to the LCSS. She also advised that all sub-
committee meetings must also meet compliance with the policy and post a meeting
agenda within 72 hours of a meeting. All agenda's and minutes must be kept on file.
Sub-committee Chairperson's should forward the agenda to Laura Charo in the SCS
Administration Office in City Hall for posting.
UNFINISHED BUSINESS
• LCSS Vacancies
Barbara Deguzis, Ph.D., reviewed the biographical information form for Cindy Perez to
serve as a Community At Large Representative (CAL). Donna Cisneros made the
motion recommending Ms. Perez to serve on the committee. Roland Medrano
seconded. The motion was unanimously approved. A letter of recommendation from
Ms. Deguzis, Ph.D. will be forwarded to the City Secretary's Office.
A letter will also be sent to Lupita Jimenez regarding her absences as outlined in the
LCSS By-laws.
LCSS MEMBER ANNOUNCEMENTS
> Roland Medrano announced that the Nueces County Department of Human Services has
received a $10,000 grant for TXU customers who need assistance with their utility bills.
They also have $4,000 of Coastal Bend Community Foundation grant to assist glasses,
prescriptions, doctor bills, rent, utilities and food vouchers.
• Elsa Munoz announced that Robert Armistead is the new Assistant Director of the Parks
and Recreation Department.
