Meeting Minutes

► A quorum of members was present and the meeting was called to order at 3:40 p.m. by Dotson
Lewis, LCSS Chairperson.
"Roll Call
Roll call was conducted by Rosario Medina, Administrative Assistant. Ms. Medina reported Guy
Williams' fourth absence for the current term. Yaron Rabinowitz was absent for the third time.
"Consider Committee Member Attendance Issues
Dotson Lewis addressed the absence of Guy Williams on February 5, 2009; March 5, 2009; April 2,
2009 and May 7, 2009. This is the fourth consecutive absence for Mr. Williams this year. As per City
Policy (Boards, Commissions and Advisory Committees), the City Secretary's Office will be notified of
his absences. Elsa Munoz reported that after last months meeting she spoke with City Secretary's
Office and they advised that they do not issue a letter after three absences. However, after the fourth
absence a member will be automatically terminated from the Advisory Committee and will issue an
official letter to the member.
'MINUTES
Committee members reviewed the April 2009 meeting minutes. Vicki Garza made a motion to
approve the minutes as written. Michael Ramsey seconded the motion and it was unanimously
approved.
"Election of Officers
Donna Rodriguez nominated Vicki Garza for Secretary. Michael Ramsey made a motion to endorse
Vicki Garza to serve as Secretary. Cecilia Huerta seconded the motion and it was unanimously
approved.
Vicki Garza nominated Cecilia Huerta for Treasurer. Vicki Garza made a motion to endorse Cecilia
Huerta as Treasurer. Michael Ramsey seconded the motion and it was unanimously approved.

"STATE OF THE SENIOR CENTER ADDRESS
Sonia Garza, Garden Senior Center Supervisor, presented a brief review of the activities and special
events hosted at the Center. Ms. Garza reported that eighteen of the senior center members will be
attending Senior Night at the Corpus Christi Hook's Baseball game on Tuesday, May 12, 2009
against San Antonio. Ms. Garza also reported that the center hosts has a variety of groups that
participate throughout the day. Currently, the Garden Senior Center has twelve members on their

The center now offers a new fee based exercise class ("Anybody's Workout"). There are currently
twenty members enrolled in the class.
Ms. Garza also mentioned that the Site Council bought carnations for all the senior center member
ladies in recognition of Mother's Day.

Program Evaluations
Michael Ramsey reported on the "Senior Community Services Cares About You" survey cards for
April 2009 as follows:

and Response Report for review at the June 2009 meeting.
Mr. Ramsey stated that there were several comments noting dissatisfaction with the gentlemen's
restrooms at the Greenwood Senior Center. Mr. Ramsey reports that he contacted Deborah Henry,
Greenwood Senior Center Supervisor, about this issue. Ms. Henry stated that this is an ongoing issue
at the center and that the problem is due to health issues. Several of the men have health conditions
which impair their ability to use the urinals as they are designed. Mr. Ramsey stated that he would like
to meet with the male members at Greenwood to address the issue. Mr. Ramsey would like to review
this situation with Ms. Munoz and Ms. Oliver.
He also stated that Leticia Ochoa will be posting a summary of the comment card report at each of
thesenior centers. Mr. Ramsey highlighted a survey card comment about Yvonne Lopez, Staff
Assistant at Garden Senior Center, noting that"she does an exceptional job!"
Funding/Special Events
Cecilia Huerta called attention to the new Summer 2009 Parks and Recreation Fun Guide, on pages
23 and 24 which highlights information about all eight senior centers. The section includes highlights
of upcoming events including the LCSS Community Bazaar and Rummage Sale. Mrs. Huerta reports
that we have received $130.00 in private donations. Mr. Ramsey has made a donation and they have
received $100.00 in donations from local banks. They will be contacting other agencies as
prospective sponsors. Mrs. Huerta stated they will be promoting this event by sending out flyers to
advertise the event at various business locations.
Mrs. Huerta reports that we will purchase approximately 25 boxes of turkey legs. The event will be
held on Saturday, June 13, 2009 from 8:00 a.m. to 3:00 p.m. at the Lindale Senior Center. All Senior
Centers will be asking their members to donate items for the event. There will be a breakfast taquito

sale from 8:00 a.m. — 9:30 a.m.; Lunch from 10:30 a.m. — 1:00 p.m. and Turkey Leg sale from 10:30
a.m. —2:00 p.m. The Rummage Sale will be held 8:00 a.m. — 1:00 p.m. Each senior center will be in
charge of specific"areas" (breakfast, drinks,etc.) for this event. Mrs. Huerta also mentioned that they
will be passing around a sign up sheet for LCSS members to volunteer for this event.
Mrs. Huerta inquired if Site Councils would be donating $20.00 towards the purchase of product and
supplies for the event as previously discussed. Mary Ann Mondragon stated that the Site Councils
have not yet been approached about the donation. Mr. Lewis stated that senior centers should begin
to announce this event so the members could begin to secure items they will be donating. Ms. Munoz
stated that flyers will be created for the senior centers to distribute. Monica Escamilla will secure the
use of an NESC vehicle to move rummage sale items to Lindale Senior Center. Mr. Lewis suggested
that we place an announcement in the"Island Moon" newspaper regarding the event. "Island Moon" is
a newspaper in the Flour Bluff and Padre Island area. Mrs. Huerta advised that she will provide a
public service announcement to Mr. Lewis to submit for advertising in the "Island Moon" and to local
radio stations. Mrs. Huerta said she would also submit an announcement to the "We are the People"
magazine.
Mrs. Huerta reported on the NCOA—Cellular Recycling Project as a new fundraiser. Old electronics
(cell phones, music devices, playstations, etc.) will be collected. Collection boxes and posters will be
sent to each senior center. Based on the reimbursement rate, the senior center will collect a check to
be used by the Site Council for center needs.
Program Operations
Dotson Lewis reported that the subcommittee reviewed the status of the 2009 Site Council Elections.
Mr. Lewis stated that an emergency subcommittee meeting was called to amend the recent term
limitations policy. The policy was changed to reflect that if a member fills an "unexpired term", then it
would not count as a full term. Mrs. Huerta made a motion to approve the change as proposed. Ms.
Vicky Garza seconded and it was unanimously approved.
Mr. Lewis also reported that Site Council Officer Elections would be held next Monday, May 11, 2009
at 10:00 a.m. This will be the first year that the senior center"body"will elect officers because in prior
years the new site council would elect their officers. Lisa Oliver stated the Site Council Officer
Installation Ceremony will be held on Wednesday, May 27, 2009 at 2:00 p.m at the Oveal Williams
Senior Center.

New Business:
Ms. Munoz reported that there are currently two LCSS member vacancies. There is only one
candidate for the Senior Center Member representative and no candidates for Senior Companion
Program representative. Ms. Oliver advised there was an announcement made at ail senior centers
today during meal service announcing the vacancy for the Senior Center Member. Ms. Munoz reports
that after this meeting there is a possibility of a Community At Large vacancy due to the termination
of Guy Williams. Vicki Garza made a motion to postpone new LCSS Member endorsements until the
next months meeting. Adelfa Martinez seconded the motion and it was unanimously approved.
