Call to Order: Chairman Pell called the regular meeting of the Marina Advisory
Committee to order at 5:35 p.m.
Action on Minutes: The motion was made by Mr. Leyendecker, seconded by Mr. Cagle,
to approve the Minutes from the 05/02/11 Regular Meeting as presented. The motion
passed unanimously.
Presentations and/or Public Comment: No presentations and/or public comment
offered.
Discussion Items and Possible Action Thereto:
"Las Luces" Sky Lantern Festival — Mr. Davidson reported that Sandra Castillo of Harbor
Lights and "Las Luces" Chairperson has suggested this fund-raising event to be part of
the 2011 Harbor Lights event. Such events started in China and occur only in
Tuscaloosa, AL in the United States. Interested parties may purchase the light -weight
rice paper sack, make a wish, light the candle inside and send their wish to the heavens.
Discussion followed regarding burn ban concerns, releasing over the water from boats or
from the breakwater, planned testing, the potential to expand by including LED lighting
in Marina waters, potential for great publicity of event destination (i.e. Marble Falls TX),
etc. The motion was made by Mr. Adams, seconded by Mr. Cagle, supporting the
concept of the Las Luces Festival. The motion passed unanimously.
Marina Market V Ws — Mr. Davidson reported that the Convention & Tourist Bureau,
Regional Transit Authority and Downtown Management District are on board supporting
the event with advertising and marketing on billboards, website(s), by providing
transportation, etc. for the first Saturday of each month. This event will complement the
downtown Friday Art Walk and plans for a Sunday event offering an opportunity to walk
over the Harbor Bridge. The vendor registration information/packet, available on the
Marina website, has been provided to vendors whom participate in other community
events. Discussion followed regarding additional advertisement ("Five Things to Do in
Corpus Christi"), Caller Times coverage to date, working on constraints of current

insurance requirements (will email Committee following 06/07/11 meeting; with list of
issues on which FOM can assist), Mr. Davidson to send email to Committee of concerns
about which they may be able to assist, potential revenues, expanding to include "Bays,
Blue and BBQ, seeking (committee members) volunteers to Marina Staff for traffic
control/other responsibilities, Nina's participation, FOM fund-raising by selling banner
advertisements, providing a map of points of interest, etc.
Revenue Fundraising — Mr. Davidson suggested expanding the Las Luces event to be a
Marina fund-raising event during the July 4th celebrations. Mr. Davidson has the
Committee's support of this concept as per the previously passed motion. He reported
that funds are needed to expedite replacement of R and MORF Piers, replacement of
infrastructure items, etc.
Marina Budget — Mr. Davidson commented the new budget process projects three years
out; predicted FY2010-11 will close in the black; the planned 10% rate increase of
FY2011-12; and requested approval of the presented budget. He reported and/or
responded to questioning regarding: the $56,000 revenue drop in Miscellaneous being
determined by the Boat Show; $56,750 including live aboard fees (miscalculated for
FY2010-11); C. C. Beach Concessions now being handled by the Parks & Recreation
Department; Marina vendors being depicted in Bayfront Revenues; providing advice
only, having no responsibility for Packery Channel; Transfer to General Fund being for
costs associated with assistance provided by City's Accounting, Legal, Payroll, other
City management/departments; Allocations up $50,000 being for cost of business
(computer systems, software, MIS, vehicle repair, etc.); emailing to Committee
information regarding justification of $50,000 Allocations increase; debit service
decreasing as debts are satisfied; including allocations for Marina Office on future bond
election; emailing explanation of $40,000 sales discount and showing $40,000 increase;
etc. Committee being unwilling to approve presented budget; budget approval by City
Council schedule; etc. The motion was made by Mr. Leyendecker, was seconded, to
table budget consideration pending explanation of the increase in allocations. The
motion passed unanimously.
Consideration of Regularly Scheduled July 2011 Meeting Being a City Holiday —
Discussion followed. The meeting will be held at 5:30 p.m. on Thursday, July 7, 2011 in
the Lawrence Street T -Head Boaters' Facility. The budget and Market Days will be
discussed at this special called meeting.
Committee/Staff Reports: Oil & Gas Committee Liaison — None offered in Ms. Adams'
absence. Friends of the Corpus Christi Municipal Marina — Chairman Pell reported no
changes/activity since last report ($13,574.32).
Director's Report: Mr. Davidson commented on and/or answered questions regarding:
(1) Marina fuel lease, Sundance Fuels; (2) success of World Melges Event; and (3) House
Bill 2187 having not gotten out of the calendar committee.

Identify Items to be Placed on Next Agenda: Committee reminded to advise Chairman
Pell or Mr. Davidson to this regard.
Confirmation for Next Meeting is: Thursday, July 7, 2011.
