Monday,September 9,2013

Members Absence: John Adams
Staff Present: Peter M. Davidson, Marina Superintendent; Rene Garza, Marina Field Supervisor; Cherie
Gutierrez, Management Assistant; Victoria Powell, Management Aide; Buck Brice, Assistant City Attorney and
Susan Thorpe,Assistant City Manager.
Call to Order: Mr. Broomfield called the regular meeting of the Marina Advisory Committee to order at 5:34 p.m.
Action on Minutes:The motion was made by Ms.Emerson and seconded by Capt. Behnke to approve the minutes
of the 04/01/13 and 06/03/13 Regular Meeting as presented.The motion was passed unanimously.
Presentations, Discussion Items and Possible Action Thereto: National Sailing Youth Championship update:
John Bell, past commodore to Corpus Christi Yacht Club, described the August event that had over 200 high
school students over the country. Mr. Bell explained this championship was by invitation only and was a pre-
olympic qualifying event that was four years in the making. Mr. Bell received great reviews and with the constant
wind,made this a world class event; appreciated all the help from Marina staff. Bay Yacht Club update: Chairman
Broomfield requested to skip to Business Plan Committee. Business Plan Committee: Mr. Broomfield requested
Robert Cagle to chair,and position was accepted.Mr.Cagle wants written vision to show plan on what needs to be
done, why and what we hope to gain from this. Mr. Broomfield asked if Bob Paulison was going to serve as a
member,and Mr. Paulison agreed. This committee will consist of four members: Robert Cagle, Bob Paulison, Curt
Broomfield and Peter Davidson. L-Head Store/Office: Mr. Broomfield mentioned several people have inquired on
a building located by fuel pumps to allow better service in operation and purchase of ice, including oil. Mr.
Broomfield requested a small committee to discuss plans on how to put this in order and asked Capt. Reitz to chair;
position was accepted. Ms. Emerson agreed to participate as well. Mr. Davidson agrees with the idea of a store;
informed the committee that R-Pier does take precedence over any improvements since boat slips bring in more
revenue than an office. Mr. Davidson also wanted to address if there is a large event the store will need to shut
down except for access via water or walking through a secure area. Mr. Broomfield requested to be on committee
to get ideas going. Friends of the Corpus Christi Marina Inc. update: Roy Pell gave a summary of the Friends of
the Marina and what it has done for the Marina since created in April 2011. Mr.Davidson then introduced John
Wright,architect that created Corpus Christi Lighthouse from original lighthouse from 1850's,and Bill Glass,that
established webpage CorpusChristiLighthouse.com with the history and drawings. Mr. Davidson thanked the
Friends of the Marina for contributing to this.Mr.Cagle inquired about balance on account and Mr. Pell responded
with an approximate amount of$4,000.Mr. Davidson discussed Marina Market Days originally was to be operated
by Friends of the Marina and them paying the insurance has helped by having a blanket policy so vendors would
not have to provide their own. He also mentioned how difficult it has been for the Marina Department continuing
the event due to a staff shortage including overtime and would like another group to run event. Mr. Davidson did
advise that there was an alcohol policy that was added as suggested. Mr. Davidson informed the members that the
insurance has not been paid, however Nationwide has the policy active covering the event. Mr. Pell responded
regarding difficulty getting hold of company to make payment and was waiting on insurance binder; that he still
has not received. Mr. Davidson clarified that Friends of the Marina paid the insurance from a private fund as the
city policy was too expensive; he added that the Marina was quoted $1,250 going through Nationwide, which was
significantly lower. Mr. Cagle asked what the vision is moving forward for Friends of the Marina. Mr. Pell
responded that there are no active plans. Mr. Pell also clarified the relationship of the Marina Advisory Committee
and the Friends of the Marina were two separate entities. Mr. Broomfield asked when the last board meeting was.
Mr. Pell answered there has not been one since started and has been doing annual taxes. Mr. Pell also advised that
the fund was created to assist with the lighthouse as seed money for matching funds for grants. Mr. Pell assured
that the insurance premium would be paid by next meeting.Mr.Cagle suggested a board meeting with Mr. Pell and

until next meeting. Chip Spence., vice corm-nodme, informed the committee about moving

sailing center and now looking uo building new on Luvvnnnum S1T-hnud. &J: Davidson advised that 8YC was
offered the old Marina office site back when Roy Pell was chairman and Marina Advisory Committee voted not to
use the location duo To the proposed lighthouse, and was d[noc{cd to look for alternatives. Mr. Davidson then
introduced Susan Thorpe, Assistant City Manager, and honored guest, former chairman of Water Shore Committee
and fonner Marina Superintendent, Quentin Cook~ who was also involved when /\, 8, C, and D docks were
constructed along with the ISYC location. Mr. Cook asked jezg/ Vaughn, DYC committee chairperson, if lie
remembered. Mr. Vaughn responded tmreview the contract but his recollection was that BYC did not pay anything
to rn|moote to its current location. Mr. Cook confirmed that all utilities were installed on behalf ofthe City. Mr.
Davidson advised that after reviewing tile Water Shore minutes, found the dhbmm cutting ceremony was done mn
November 18. 1994 and when the City rebuilt B-Pier they also installed the pilings, sewage, slootzicn| and xvmtu,
lines for the barge at no cost to Bay Yacht Club. Mr. Cagle asked for tile |uicmi proposed location in order to move
forward. Mr. Spence responded with the Lavvnoaom 8tT-beod southeast corner; Mr. Cagle then inquired on status.
K@c Spence stated they are looking at building new building that is dependent oil selling the existing building to a
inou} company. &4c Davidson confirmed proposed location oil the marina layout and acknowledged that udraft
|como has been created, that is dependent oil plans approved by Development Services, Planning and Zoning Board
and then City Council in order to move Dnnvmrd. Mr. Spruoc specified that B\[C are also considering another
option off city property, but that will be determined by their members. Mr. Leyendecker asked if bringing BYC oil
}mmd is contingent on selling existing barge, Mr. Spence confirmed. Mr. Broomfield inquired on the current
condition of the barge and the last time was hauled out p[the water, Mr, Spence advised |gy6 was last time hauled
out of the water and was quoted estimate of approximate arnount of$150,000-175,000 to repair, however they are
unable to inaooc. Mr. Cagle asked bovv they are going to move forward with having the barge on land. Mc Spence
stated they did get off track with m fen things, but assured members that they will get hxok on track. &8r Puu|ison

point format with u sketch on what you are going{odo with a timeline and what you expect from the committee 6*
November meeting. Mr. Spence agreed. Mr. Bonmozfie|d will place on Navoonbe, agenda; Mr. Leyendcokor
suggested all action i(onm attached vs. update tm vote onrecommendation.
