Special Called Joint Meeting of the
Marina Advisory Committee and the
Parks & Recreation Advisory Committee
Monday, February 4, 200'
Members Present: John Adams, Marie Adams, Robert Cagle, Dan Leyendecker, Roy Pell, Hal
Suter and Dr. Robert Vega.
Members Absent: Rakesh Patel and Nils Stolzlechner
Staff Present: Sally Gavlik, Director of Parks & Recreation, Robert Armistead, Assistant
Director of Parks & Recreation, Peter M. Davidson, Marina Superintendent, Rene Garza, Marina
Field Supervisor, Kay Chute, Executive Assistant and Benita Brunner, Management Aide
Call to Order: Mr. Davidson called the special called meeting of the Marina and Parks &
Recreation Advisory Committees to order at 5:28 p.m.
Presentation for Discussion and Action:
Namingof f the park at the Peoples Street T -Head - Pending arrival of the required quorum of the
Parks & Recreation Advisory Committee membership, Ms. Gavlik initiated presentation of the
request to rename the park. Ms. Gavlik commented that the request to rename a park for Norma
Urban was made by the Mayor. She continued that Norma Urban has been instrumental in the
Downtown Management District and, prior to the 2007 Texas International Boat Show, procured
funding to landscape/improve Peoples Street T -Head (map provided). Ms. Gavlik reported
and/or answered questions regarding: businesses occupying space in dedicated park being no
problem i.e. Heritage Park; Peoples Street being the name of a t -head which is not a park;
naming only the green/landscaped/park area surrounding the Peoples Street Boaters' Facility; the
Marina, comprised of the dock areas, is not a park; T -/L -Head landmasses are dedicated parks
which are maintained through the Parks budget; such having never been named, thus no need to
consider family and/or historic information; Street Department responsibility for maintaining
roadways within Marina Complex; roadway maintenance responsibilities being reviewed relative
to Marina Enterprise Fund; Peoples Street T -Head designated navigational area so park would
become Norma Urban Park at Peoples Street T -Head; there having been very little opposition to
the request; a sign to be installed on the park; having done research relative to Artesian and La
Retama Parks which are historically significant.
At 5:36 p.m. there was a short recess. The Parks & Recreation Advisory Committee was called
to order, the roll taken and the required quorum was attained at 5:37 p.m. when the meeting
resumed.
Ms. Gavlik opened the floor for public comment.
Dan Judson introduced Chip Urban, son of Norma Urban, and Wayne Lundquist of the
Downtown Management District. He commented about Norma Urban's contributions to the

community and in the downtown area over a period of five decades; that consideration of naming
a park had been in the works for several months; establishing a funding mechanism for signage
and sustaining the park over time.
Mr. Urban offered to answer questions and commented about his mother being a great person
and how much she meant to him.
Mr. Lundquist commented about his having worked with Norma Urban during his tenure and
about her having been a champion of the downtown area.
The Parks & Recreation Advisory Committee acted so as to approve naming the park area on the
Peoples Street T -Head "Norma Urban Park".
The motion was made by Mr. Pell, seconded by Mr. Leyendecker, to endorse the Parks &
Recreation Advisory Committee's motion to name the park area of the Peoples Street T -Head
"Norma Urban Park". The motion passed unanimously.
Ms. Gavlik announced the issue would go before the City Council on February 12, 2008.
Adjournment: As there was no further business, the joint meeting was adjourned at 5:44 p.m.
