Davidson, Marina Superintendent, Rene Garza, Marina Field Supervisor and Sally Perez, Management Aide Call to Order: Chairman Pell called the regular meeting of the Marina Advisory Committee to order at 5:32 p.m. Action on Minutes: The motion was made by Mr. Suter and seconded by Dr. Vega, to approve the Minutes from the 05/04/09 Regular Meeting as presented. The motion passed unanimously. Presentations and/or Public Comment: No one signed to make public comment. Recycling and Solid Waste Management - Neil McQueen introduced there being in interest in a Marina recycling program and specifically the reduction in plastic and bags. Mr. McQueen requested the Committee's support of and pledge to "Skip the Plastic for a Cleaner Coast". The motion was made by Mr. Adams, seconded by Mr. Patel, to support the recycling effort. Discussion followed regarding: having the Marina's support; the Solid Waste Services Department being excited about starting recycling at the Marina; about being advised by the Marina Association of Texas that one or two marinas in Texas offer a recycling program; the current waste handling operations; having subcommittees work with recycling representatives toward a viable operation; about the Mayor and City Council's interest in beautifying the Marina; what comes out of storm drains being a big issue; Marina Staff's effort to address garbage and recycling needs; and, holding a press conference or announcing the effort to raise public awareness. Paul Bass from the Solid Waste Services Department commented about that department having some funding to provide recycling at the Marina and locating recycling dumpsters within the Marina Complex to initiate the recycling effort (scheduled for weekly pick up). The motion passed unanimously. Oil and Gas Committee Liaison — Ms. Adams had no update. Discussion Items and Possible Action Thereto: Friends of the Corpus Christi Municipal Marina Liaison — Chairman Pell commented that funds raised from two recent concerts had been transferred from PALS under the Parks & Recreation Department into Friends of the Marina account (balance now approximately SCANNED Marina Advisory Committee -1- 07/06/09 $18,000). He added that there is an additional $3,000 expected from the American Bank Center (George Jones/Merle Haggard concert) and whatever is raised from the sell/auction of a couple of signed guitars. Director's Report Mr. Davidson commented that the Marina had been removed from under the Parks & Recreation Department and became an independent City Department effective June 1, 2009; that, as the Marina Superintendent, he reports directly to Assistant City Manager, Margie Rose and to the City Manager; he is now required to attend weekly City Manager and Directors' meetings. Mr. Davidson commented, and/or answered questions regarding: (1) the upcoming Citizens' Budget Hearing at City Council; (2) the Marina Budget having gone before the City Council; (3) Mr. Cagle having received a call from the Mayor about how the Marina was marketed; (4) Councilperson Nelda Martinez having congratulated the new Marina Department; (5) anticipating closing the current fiscal year well; (6) projecting a successful FY2009-10; (7) 70% occupancy; (8) 12 Marina live aboards; having met with Ms. Rose regarding live aboard issues; investigating how other Marinas handle live aboard issues; meeting with live boards to discuss issues i.e. communications, police patrols, live boards having representation on or a subcommittee reporting to the Marina Advisory Committee, noise, etc.; (9) the 06/28/09 Fuel Station (with option for other commercial operations) RFP closed on 07/29/09; (10) Marina Staff initiating repairs to sanitary pump out system; (11) incident(s) of persons falling into the water at the end of B -Pier and/or off the Boardwalk where there are already warning signs; (12) advertising the Marina in DockWalk, a world-wide publication for vessels 100' or greater; (13) having received funding for new Marina software to provide boat information, slip/maintenance history, financial/accounting information, etc. In response to Gene Gill's (lives aboard, G -Pier) reporting his having been assaulted by a person trying to get into the Marina, Mr. Davidson responded that he would discuss such matters with the Police Chief and work with Mr. Gill to the best end. Mr. Garza commented that Marina Staff has radios with direct contact to the EMS/Police Departments at the push of a button. He continued that Marina Staff may be reached 24/7/365 on the emergency cell phone (361-826-3980 forwarded after regular office hours). He added that the JJ. S. Coast Guard and Texas Wildlife Department can also hail the Nueces County Sheriff s Department on their radios. Confirmation for Next Meeting is: August 3, 2009 Chairman Pell requested that Mr. Davidson notify so as to invite Committee members to attend the meeting scheduled with live aboards.
