I. Call to Order
Meeting was called to order at 2 p.m.
It. Roll Call of Board Members
Board Members Present: James Dildy,James Harman, Billy Largin,Bud O'Bryan, Robert Pate,
Sean Rodriguez, Karim Salighedar,Julio Sanchez, Robert Sells.and Mike Wanzer
Board Members Absent: David Mathew
City Staff Present: Ronald Bounds, James Pendleton,Joseph Elliott and Catherine Garza
III. Consider Absences of Board Members from Special Board Meeting of December 16,2009
The Board did not address absences for this Agenda item. For informational purposes, absences
during Special meetings are not considered towards overall attendance records.
IV. Approval of Minutes from Regular Board Meeting of December In, 10ih,and 16th of 2009
Mr. Dildy made the first motion to approve all the minutes and Mr. 0'Bryan seconds. All were in
favor;motion passed unanimously.
V. Consider Board Member Terms,Appointments,and Bio Forms
Mr. Elliott informed the Board that we havefulfilled the quota of bio forms required the Master
Plumber position and Mechanical/HVAC. The Board is still lacking bio forms for the Home
Builder position, Plumber(Journeyman), and one more bio form for the Mechanical Engineer.
VI. Discussion and possible action concerning the 2006/2009 International Plumbing Code,
International Mechanical Code, International Fuel/Gas Code, International Energy Code,
International Residential Code,and Local Amendments Thereto
> Main topic of discussion was in regards to the 2009 International Plumbing Code, Chapters
2 through 6.
Mr. Wawa made the first motion to carry forward the definition of Backflow
Prevention Assembty Tester for Chapter 2 Definitions, Section 202: General
Definitions. Mr.Salighedar made the second motion;motion passed unanimously.

> Mr. Elliott moved along and brought up a concern with Section 417.5.2.5: Sheet-applied,
load-bearing, bonded, waterproof membranes, with regards to shower pans. He is in favor of
adding as a local amendment to prohibit the use of these types of paint on products. General
discussion took place among the Board members with disagreement. No action taken.
> Mr. Elliott wanted to bring to the Boards attention Section 424.5: Bathtubs and whirlpool
bathtub valves. This section does not prohibit two handle tub fittings but does require
installation of a temperature limiting device on the fixture.
> The Board moved forward and began discussion on Chapter 6, Water Supply and
Distribution.
Mr. Wanzer made the first motion to carry forward and amend Section 606.2, Location
of Shutoff Valve, by adding the words 'hose bib' and in hydrant' to subsection
606.2.2. Mr. Rodriguez made the second motion;motion passed unanimously.
Mr. Salighedar made the first motion to carry forward with local amendments 608.1.1:
Testing and Certification of Backflow Devices and 608.1.2: Failure to Report Test
Result, subsections of 608.1: General. Mr. Sanchez made the second motion; motion
passed unanimously.
> City staff recommends amending Table 608.1: Application of Backflow Preventers. Mr.
Pendleton recommends changing the Applicable Standard of ASSE 1022'for Carbonated
Beverage Machines to 'ASSE 1013' Stainless Steel because ASSE 1022 is a non-testable
device.
Mr. O'Bryan made the first motion to support City staff's recommendation. Mr.
Rodriguez made the second motion. General discussion took place and consensus was
that the Board feels, as the table will reflect, that it is categorized as a 'low hazard';
motion failed.
Mr. Horman made the first motion to carry forward with local amendment Section
608.14: Location of Backflow Preventers. Mr. Sells made the second motion; motion
passed unanimously.
Mr. Wanzer made the first motion to carry forward with local amendment Section
608.16.4: Connections to Automatic Fire Sprinkler Systems and Standpipe Systems
and the exceptions #'s 1 & 2. Mr. O'Bryan made the second motion; motion passed
unanimously.
Mr. Wanzer made the first motion to carry forward with local amendment Section
608.16.5: Connections to Lawn Irrigation Systems. Mr. Sanchez made the second
motion;motion passed unanimously.

> City staff recommends amending the 2009 International Plumbing Code by adding a whole
new section to be numbered as 614 and would make reference to the regulations of the Texas
Commission on Environmental Quality for Lawn Irrigation Systems.
Mr. Wanzer made the first motion to support City staff's recommendation. Mr.
Salighedar made the second motion;motion passed unanimously.
VII. Identify items to be placed on next Agenda
No new items were presented to add to next meetings Agenda.
VIII. Building Official Report: Department Update
The Building Official was not present to give the report/department update.
IX. Public Comment
No one addressed the Board during Public Comment.
X. Adjournment
Meeting adjourned at 4:30 p.m.
