Call to Order Meeting was called to order at 2 p.m. II. Roll Call of Board Members Board members present: James Dildy, Billy Largin, David Mathews,Robert Pate,Sean Rodriguez, Karim Salighedar,Julio Sanchez and Mike Wanner Board members absent: James Harman, Bud O'Bryan, and Robert Sells City staff present: Stephen Draper, Joseph Elliott, Ronald Bounds, and Catherine Garza III. Consider Absences of Board Members from Special Board Meeting of January 7th,2010 Absences were not addressed due to it being a "Special"meeting. IV. Approval of Minutes from Special Board Meeting of January 7u,2010 Mr. Salighedar made the first motion to approve minutes. Mr. Dildy made the second motion; all were in favor.. V. Consider Board Member Terms,Appointments,and Bio Forms It was reiterated to the Board of the specific bio forms that are lacking with more emphasis on the Home Builder position. VI. Discussion and possible action concerning the 2006/2009 International Plumbing Code, International Mechanical Code, International Fuel/Gas Code, International Energy Code, International Residential Code,and Local Amendments Thereto The Board began discussion on Chapter 7, Section 704 Drainage Piping Installation, of the International Plumbing Code. • Mr. Wanner made the first motion to reinstate local amendment, Table 704.1 Slope of Horizontal Drainage Pipe, along with the added footnote "Unless otherwise designed by registered professional engineer." Mr. Rodriguez made the second motion;motion passed unanimously. • Mr. Wanzer made the first motion to amend Tables 702.1, 702.2 & 702.3 by omitting 'ASTMF 891'. Mr. Salighedar made the second motion; motion passed with only one opposition by Mr.Dildy. SCANNED Minutes of Mechanical/Plumbing Advisory Board Special Meeting January 19,2010 Page 2 • Mr. Wanzer made the first motion to reinstate local amendments 708.3.1 Horizontal Drains within Buildings and 708.3.2 Building Sewers. Mr.Dildy made the second; motion passed unanimously. • Mr.Rodriguez made thefirst motion to reinstate local amendment 708.3.5 Building Drain and Building Sewer Junction. Mr. Pate made the second motion;all were in favor.. • Mr.Rodriguez made the first motion to reinstate local amendment 708.3.5.1 Wye Cleanout to Public Sewer(previously numbered 708.3.6). Mr.Pate made the second motion;motion passed unanimously. The Board should take note that Tables 710.1 (1)BUILDING DRAINS AND BUILDING SEWERS and 710.1 (2)HORIZONTAL FIXTURE BRANCHES AND STACKS have been tabled The Board continued discussion on the International Plumbing Code with regards to Chapter 8, Indirect/Special Waste. • City staff recommends amending and adding as a local amendment,Section 802.1.4 Swimming Pools. Mr.Mathews made the first motion to support recommendation. Mr. Dildy made the second motion;motion passed unanimously. Section 802.1.4 is revised to read as follows: 802.1.4 Swimming pools. Where Wastewater from swimming pools,backwash from filters and water from pool deck drains must discharge to the building drainage system,the discharge shall be through an indirect waste pipe by means of an air gap. • City staff recommends omitting the last portion, "or an air break or directly connect to the drainage system",of Sec.8021.8 Food utensils,dishes,pots and pans sinks. Mr. Wanzer made the fust motion to support the omission and add as a local amendment Mr.Mathews made the second motion;all were in favor. • Mr.Mathews made the first motion to reinstate local amendment 802.2 Installation. Mr. Wanzer made the second motion;motion passed unanimously. The Board began discussion on Chapter 9, Vents with regards to Sections 913 Island Fixture Venting and 917 Air admittance valves. Minutes of Mechanical/Plumbing Advisory Board Special Meeting January 19,2010 Page 3 • Mr.Rodriguez made the first motion to reinstate local amendment,Subsection 913.1.1, Conditions in which an Island Vent may be used. Motion failedfor lack of a second motion. Subsection 913.1.1 will not be reinstated;the Board wishes to let the 2009 code, 913.1 Limitation,speak for itself. NO ACTION NEEDED • Mr. Rodriguez made the first motion to reinstate local amendment 913.21 to be read as: A vertical vent must be installed on the drain line downstream of the island vent configuration,unless the building drain branch line is at least 3 inches(76mm). Mr.Pate made the second motion;all were in favor. • The Board wishes to not reinstate local amendments,913.2.1 Vents for Traps AND 913.2.2 Vents for bar and fountain sink traps. NO ACTIONNEEDED • The Board wishes to not reinstate local amendment,Subsection 917.1.1 Installation of air admittance valves(mechanical vents)restricted; will let the 2009 code,Section 917.1 General,speak for itself. NO ACTION NEEDED The Board should take note that Section 1003.4 Oil Seperators Required with regards to Elevator Sumps has been tabled VB. Identify items to be placed on next Agenda The Board and City staff no suggestions for next meeting's agenda. VIII. Building Official Report: Department Update Mr. Draper had nothing new to report at this time. Df. Public Comment No one addressed the Board during public comment. X.
