I. Call to Order
Meeting was called to order at 2:00 p.m.
II. Roll Call of Board Members
Board members present: James Dildy, Billy Largin, Bud 0'Bryan, Robert Pate, Sean Rodriguez,
Karim Salighedar and Mike Wanzer
Board Members Absent: David Mathew
City StaffPresent: Stephen Draper,Joe Elliott, Ronnie Bounds, and Catherine Garza
III. Consider Absences of Board Members
The meeting on January 27th was a special meeting.
IV. Approval of Minutes from Special Board Meetings of January 19,2010 and January 27,2010
Mr.Dildy made the first motion to accept both meetings minutes. Mr. Pate made the second
motion;all were in favor.
V. Discussion and possible action concerning the 2006/2009 International Plumbing Code,
International Mechanical Code, International Fuel/Gas Code, International Energy Code,
International Residential Code,and Local Amendments Thereto
Discussion began with the International Plumbing Code in regards to Chapter 7, Section 710: Drain
System Sizing which had been tabled at the last two meetings.
City staff recommends adding a new section to be numbered and titled 710.3 Drain Pipe Sizing to
be read as:
710.3 Drain pipe sizing. Drain pipes shall be sized according to drainage fixture unit
(DFU) loads in Table 709.1 or 709.2. The size of the drainage piping shall not be
reduced in size in the direction of flow. The size of the drainage pipe shall be determined
using the minimum pipe size available in Table 710.1 (1).
Mr. Wanzer made the first motion to support City staffs proposal. Mr. O'Bryan made the
second motion;all were in favor.
The Board then began discussion on another tabled item, Section 1003.4 Oil Separators Required with
regards to elevator sumps.

• Mr. Rodriguez presented to the Board a sample of a sump pump diagram for elevators
using oil sensor technology. He stated that the San Antonio, Houston and Austin areas
are moving forward with the procedure and believes Corpus Christi should as well.
• The issue of where the oil should be discharged was addressed Mr. Draper feels the
procedure of a sump pump discharging into a drum and not the sanitary/storm sewer
because it is contaminated/hazardous waste. The drum can then be disposed of properly
because it is an environmental issue not a fire issue.
• A pump must be installed according to TDLR requirements but it does not sped where
to discharge.
• Mr. Elliott questioned whether or not the Board needs to address this issue in the
Plumbing Code if it is not going to be connected with the sanitary/storm sewer.
• The Board was not prepared to take action on this issue and decided to table it to discuss
at the next meeting. Mr. Rodriguez wants to double check with a representative from
TDLR
The Board moved forward and began review of the International Residential Code for One- and Two-
Family Dwellings.
• Mr. Elliott clarified some important sections of Chapter 13 so the Board could take note,
in particular, Section M1305.1.3 Appliances in Attics and M1305.1.4.1 Ground
Clearance.
• Mr. Wanzer made the first motion to reinstate local amendment M1401.4 Exterior
Installations. Mr.Dilly made the second;motion passed unanimously.
The Board should make note that Section 306.5 Equipment and Appliances on Roofs or Elevated
Structures of the International Mechanical Code has been tabled so that it can be readdressed at
the final review of the Mechanical Code.
• The Board does not wish to reinstate M1411.3 Condensate Disposal and agrees to let the
2009 code speak for itself NO ACTION NEEDED.
• Mr. Elliott also wanted the Board to take note of Section 1411.3.1 Auxiliary and
Secondary Drain Systems(Safe-T-Switch),Section 1501.1 Outdoor Discharge and
1503.4 Makeup Air Required
• Mr. Wanzer made the first motion to reinstate local amendment G2415.9 Minimum
Burial Depth,to be renumbered as G2415.10. Mr. O'Bryan made the second;motion
passed with one opposition by Mr.Dilly.
• Mr. Elliott recommends amending Section 2414.10.4(403.10.4)Metallic Fittings, with
regards to item three: Cast iron bushings shall be prohibited
To be read as: Gast-iron Ml threaded bushings shall be prohibited.
Mr. Wanzer made the first motion to support City staff's recommendation. Mr.
Rodriguez made the second motion;all were in favor.

The Board should make note that the corresponding section to Metallic Fittings, commercially
Section 40110.4 of the Fuel Gas Code, will need to be revisited.
• The Board does not want to reinstate subparagraph 3 of Section P2503.5.1 Rough
Plumbing;will let the 2009 code speak for itself. NO ACTION NEEDED.
• The Board agrees to not reinstate local amendment P25016 Water Supply System
Testing; will let the 2009 code speak for itself. NO ACTION NEEDED.
• Mr. Wanner made the first motion to reinstate the following local amendments:
P2503.7.2 Testing and Certification of Backflow Devices and P2503.7.3 Failure to
Report Test Result. Mr.Dildy made the second;all were in favor.
• Mr.Dildy made the first motion to reinstate local amendment P2504 Toilet Facilities
for workers as well as its subsections P2504.1 and P2504.2. Mr. O'Bryan made the
second;all were in favor.
VI. Identify items to be placed on next Agenda
The Board and City staff had no suggestions for next meeting's agenda.
VII. Building Official Report: Department Update
Board was updated on the new members Stacey Gallegher and Jim Moloy who have been sworn
in at the City Secretary's office. The new members will be notified to attend the next meeting in
March
VIII. Public Comment
No on addressed the Board during public forum.
IX. Adjournment
Meeting adjourned at 4:55 p.m.
