Call to Order Meeting was called to order at 2 p.m. II. Roll Call of Board Members Board Members Present: James Dildy, Billy Largin, Bud 0'Bryan, Robert Pate, Sean Rodriguez, Karim Salighedar, Julio Sanchez and Mike Wanzer Board Members Absent: David Mathew City Staff Present: Joe Elliott,James Pendleton, Ronald Bounds and Catherine Garza III. Consider Absences of Board Members from Regular Board Meeting on February 11,2010 It was determined that since February 11th was a regular meeting, absences will be addressed at the next regular meeting in March. W. Approval of Minutes from Regular Board Meetings of February 11,2010 The above mentioned minutes will be presented at the next regularly scheduled meeting in March. V. Discussion and possible action concerning the 2006/2009 International Plumbing Code, International Mechanical Code, International Fuel/Gas Code, International Energy Code, International Residential Code,and Local Amendments Thereto The Board began discussion on tabled items from the previous meetings. • As promised City staffpresented to the Board the final draft of Appendices H& and Ito the Plumbing Code. Mr. Pendleton had some minor changes with regards to Backflow and Mr. Rodriguez made a suggestion as well regarding the term 'dual check'. It should be noted that '2009 Edition'should be added for clarification purposes. Mr. Wanzer made the fust motion to accept the final draft of Appendices H and I of the Plumbing Code. Mr.Salighedar made the second motion;all were in favor. • Nat tabled item for discussion was in regards to elevator sump pumps. Mr. Elliott presented some informational handouts to the Board in hopes of clearing up the discharge issue whether it be storm water, sanitary or on the ground Staff's recommendation is to discharge to an approved location. Mr. Wanzer made the first motion to support staffs recommendation and Mr. Rodriguez made the second motion;all were in favor. SCANNED Minutes of Plumbing/Mechanical Board Special Meeting February 19,2010 Page 2 The Board moved forward and began discussion on the International Residential Code with regards to Chapter 29, Water Supply and Distribution • Mr. Wanzer made the first motion to reinstate local amendment P2902.5.3,Lawn Irrigation Systems. Mr.Dilly made the second motion;all were in favor. • Mr. Wanner made the first motion to reinstate local amendment P2902.5.6 Pumps and other Appliances. Mr. O'Bryan made the second motion;all were in favor. • Mr.Dildy made the first motion to reinstate local amendment P2902 Location of Backflow Preventers. Mr.Pate made the second motion;all were in favor. Upon finishing discussion on Section 2902, Mr. Dildy then presented a motion for Section 2903Water Supply System. • Mr. Dildy's motion is to amend subsection P2903.9.1, Service Valves, by adding an exception requiring water service lines to be greater than or equal to 1 Vi inches. Mr. Wanner made the second motion in order to open the floor for discussion. • City staff does not support this motion and recommends one inch. A vote was taken to support Mr. Dilly's motion and all were in favor; motion passed unanimously. Board reverted back to discussion on Chapter 27, Section P2709.2 Lining Required • City staff recommends prohibiting the use of item five: Sheet-applied load-bearing, bonded waterproof membranes that comply with ANSI A118.10. • Mr.Elliott believes it has a place commercially but not residentially. He also considers it to be afixture and should only be installed by a plumber. • Mr. Wanzer made thefts(motion and Mr. O'Bryan made the second motion to open the floor for discussion. A vote was taken and no one was in favor of City staffs recommendation;motion failed The Board then went back to Chapter 29 to discuss Section 2904, Dwelling Unit Fire Sprinkler Systems, with regards to Senate Bill 14- 10. • Mr. Elliott stated that the City could not mandate the adoption of anything in the IRC requiring/enforcing the installation of a residential fire sprinkler system. It is the home owner's option if they would want to install it. The Senate Bill was signed ins part of the Plumbing Licensing Law which now requires a licensed plumber to have the endorsement in order to install the system per code. • The Board decided to take no action on this item and would let the 2009 speak for it's self Minutes of Plumbing/Mechanical Board Special Meeting February 19,2010 Page 3 VI. Identify items to be placed on next Agenda The Board and City staff had no suggestions for next meeting's agenda VII. Building Official Report: Department Update Building Official was not present. VIII. Public Comment No on addressed the Board during public forum. IX. Adjournment Meeting adjourned at 4:35 p.m. IdaltAr Presiding icer
