I. Call to Order
Meeting was called to order at 2 p.m.
II. Roll Call of Board Members
Board Members Present David Mathews,James Mokry, Bud O'Bryan, Robert Pate,Julio
Sanchez, and Mike Wanzer
Board Members Absent James Dildy,Stacey Gallagher, Billy Largin, Sean Rodriguez and
Karim Salighedar
City Staff Present Stephen Draper,Joe Elliott, Ronald Bounds and Catherine Garza
III. Address Absences from Regular Board Meeting,May 13,2010
Due to it being a Special meeting, it was determined that the absences from the Regular meeting
on May 13, 2010 would be discussed at the next Regular meeting.
IV. Approval of Minutes from Regular Board Meeting,May 13,2010
Mr.Mathews made the first motion to accept minutes as written. Mr. 0'Bryan made the second
motion;all were in favor.
V. Review, consider, discuss, and possible action concerning proposed Draft Ordinance adopting
2009 International Plumbing Code, International Mechanical Code, International FueVGas Code,
International Energy Code,International Residential Code,and Local Amendments Thereto
The Board took no action on this item. A question arose regarding code adoption and when it
will be presented to City Council. Mr. Draper said he anticipates that it will take another 60
days.
It was determined that the Grease Interceptor diagrams of the IPC will be moved together to
Section 1003.2; be renumbered as 1003.2.1.1, 1003.2.1.2 and 10012.1.3. This did not need any
action by the Board as it was simply a minor, numbering adjustment.
VI. Review and discuss proposed Development Services Fee Schedule
Mr. Draper stated that the reason for the reevaluation of the department's fee schedule was due
to suggestions from the Building community as well as the Budget and Management Office. The
Building Community would like the method of calculating fees simplified and the Budget and
Management Office has set a goal for Development Services to be an enterprise/selfsuffcient

The fee schedule is still under construction but it will be calculated by a percentage based on the
valuation of work The proposed percentage factor is .85% which is the construction index for
our area and will be applied across the board for all types of permits excluding any plan review
fees. We currently operate at a factor of.45-.50%
VII. Identify items to be placed on next Agenda
The Board and City staff had no new items for next meetings agenda.
VIII. Building Official Report: Department Update
We are currently in the process of trying to fill the vacant position of a Plumbing/Mechanical
Inspector. Mr.Draper also informed the Board that the Building Professional Institute will be
here during the week of October 5th and will hold several training sessions to discuss significant
changes to the IBC and IRC Codes. It's open to everyone, not only our staff but also the to the
building community;the class is$75.00.
IX. Public Comment
No one addressed the Board during public forum.
