Mechanical/Plumbing Advisory Board
August 11, 2016
MINUTES
I. Call to Order: 2:OOpm
II. Roll Call:
Present: Kenneth Mikeman, Jr., Jared Merdes, Mike Wanzer, Clinton Bailey, Ronald Klepac, Carl Suding,
and Mike Dildy.
Absent David Wallace and Maverick C. Volesky, Jr.
Staff: Gene Delauro, Criselda Agui , James Pendleton, Sherman Edgington
III. Approval of Absences: May 12, 2016 - Regular Meeting - Clinton Bailey
Motion to approve absences was made by J. Mendes and seconded by M. Wanzer.
IV. Approval of Minutes: May 12, 2016 - Regular Meeting
Motion to approve minutes was made by M. Dildy and seconded by J. Merdes.
V. Discussion and Possible Action on the requirements for testing rough plumbing per the IRC and
IPC.
Building Official, Gene Delauro, gave staff's presentation on item number V, and referred to Section
P2503.5.1, Rough Plumbing Section of the 2015 IRC: "D systems shall be tested on completion of the
rough piping installation by water or, for piping systems other than plastic, by air." This regulation now
prohibits the use of air testing on PVC piping for rough plumbing. The reason for this change is due to prior
issues with the piping being over -pressurized and potentially causing bodily injury/damage Gene then
asked the board for their feedback on whether to allow a low-pressure water test on PVC piping if, in
addition to the proper gauge specifications, we require a relief valve that would open once the pressurized
limit has been reached.
Boardmembers discussed limited access to water for testing and prior issues have been rare with low-
pressure testing, it seems to be with someone using compressed air. Suggestion was make to stipulate that
testing be performed with compressed air only, no other gas. Suggestion was also made for us to refer to
Killeen and College Station for language for this text amendment.
Motion to have City Staff draft a local interpretation to allow low air pressure testing with the stipulation that
requires a pre-set (5 PSI) relief valve. Motion was made by J. Merdes and seconded by M. Dildy. All in favor,
none opposed.
VI. Discussion on new Board Authority to suspend or revoke registrations and conduct hearings.
Building Official, Gene Delauro, gave staff's presentation on item number VL Gene referenced Section 3.6,
"Suspension or revocation of registrations" of Chapter 14, Building Code of Ordinances. The Board agreed
that this authority will allow for the Board discuss formal complaints and to give their recommendation to
suspend or revoke registrations based on facts provided.
