Roll Call: • Present: Jared Merdes, David Wallace, Mike Wanzer, Ronald Klepac, Mike Dildy, and Maverick Volesky • Absent: Carl Suding — Out of town • Staff: Gene Delauro-Building Official, Criselda Aguirre -Board Secretary, and Buck Brice -Legal III. Discussion and possible action regarding a Draft Ordinance amending the Code of Ordinances by revising Chapter 14 Development Services Article II City of Corpus Christi Technical Construction Codes and Chapter 55, Utilities, providing for annual backflow prevention assembly testing and authorizing City to inspect, install and repair with charges to be assessed to property owner. Gene Delauro gave Staff's presentation regarding this item. He stated this Ordinance is the 151 step in a series of Ordinances that will be proposed to minimize the risk to our water system. Currently there is an estimated 38% delinquency rate out of approximately 7,500 residential irrigation systems. There is an estimated 13% delinquency rate out of approximately 1,000 commercial assemblies. This Ordinance will bring the City up to State compliance and resolve these delinquencies. The proposed phases are: Phase 1 -Residential, Phase 2 -Industrial, and Phase 3 -Wells. The advisory Board discussed 3r' party testing, testing frequency, and air gap on all industrial facilities. Their recommendation is to change the testing frequency from 3 years to once a year. They are in favor of hiring a 3d party company to assist with testing and maintaining these assemblies. They also agree that a City should be given authority to disconnect service if the property owner fails to comply with requirements. The Board also suggested adding Certificate of Occupancy. The Board feels that there is room for improvement and this step should be the first of many to help ensure public safety. Motion to proceed with City's recommendation - including changes recommended by the Board, was made by J. Merdes and seconded by M. Wanzer. IV. Public Comments: Robert Knowles, Guest and Boardmember of the Building Code Board of Appeals, addressed the Board. He suggested language correction. He suggested breaking down the charges on the customer's bill; such as fees per visit, installation, etc. Gene stated fees will be discussed with the 3' party assembly testers. V.
